All excavated waste materials to include the concrete tanks, piping and contaminated stone materials shall be properly handled by a licensed septage hauler and transported to an approved disposal location.
19. Install new septic tank - The new septic system shall be constructed to match the dimensions and elevation of the existing system. The new 2,500-gallon concrete septic tank shall have inlet and outlet pipe invert elevation of 12.50 feet and 12.25 feet respectively.
Tank shall be transit leveled with 6” of compacted crushed stone underneath. Contractor shall verify all invert elevations prior to backfilling. Septic tank shall be watertight with proper installation of butyl resin seals in joints of the tank (See figure 5). Backfill and compact granular fill in 6” lifts around the new installed tank and sewer line. Tie into existing 4” cast iron building sewer line within 2’ of building foundation wall with a watertight 4” cast iron to PVC flexible rubber connection coupling. Between the building and septic tank, install a 4” cleanout to grade with cast iron frame and cover (See figure 10).
20. Install new PVC pipe sewer line - The contractor shall install the new 4” PVC pipe to match the dimensions and elevations of the existing cast iron piping. A trench box shall be used in all trenches greater than 5 feet in depth. All pipes shall be laid on a firm base with all connections and joints mechanically sound and watertight. All piping shall be installed without any internal obstructions. Backfill and compact fill in 6” lifts. Magnetic marking tape shall be installed in the backfill material above the pipe at 12” below grade. The new sewer line pipe from the septic tank to distribution box shall be a minimum 1% slope.
Provide No. 6 crushed stone aggregate backfill around the new PVC pipe (See figure 7). C
21. Install new distribution box - The contractor shall install the new concrete distribution box to match the function and elevation of the existing distribution box. The inlet pipe invert elevation shall be 10.50 feet with five outlet pipes from the box. Box shall be transit leveled with 6” of compacted crushed stone underneath. Contractor shall verify the invert elevation prior to backfilling. Five new PVC outlet pipes shall be installed level from the distribution box to new leach field chambers (See figure 6).
22. Install new cast iron man-holes - Install 4 manholes with precast risers materials and cast-iron frame and covers. Three manhole locations at the septic tank and one at the distribution box. Manhole structures shall be installed complete, so covers are flush with finished grade elevation. Frame shall be set in full mortar bed (See figure 6 and 7).
23. Perform Water Tightness Test – Perform a hydrostatic water tightness test on the septic tank, sewer line, and distribution box.
Hydrostatic Testing Steps
a. Prior to backfill, seal the empty tank.
b. Seal access openings, risers, and inlet and outlet pipes.
c. Fill the empty tank with water to a point 2” below the top of the manhole riser. Let the tank stand for 1 hour. If there is a measurable drop in the water surface elevation, refill the tank and let the tank stand for 1 hour. The tank passes the water-tightness test once the water level is held for 1 hour without any measurable loss.
d. When leakage occurs and the tank can be repaired, the water-tightness test shall be made on the tank after repairs have been completed.
e. Repeat the process for the sewer line and distribution box.
f. The septic tank, sewer line, and distribution box must be inspected and certified as being water-tight by the TPOC.
24. Install new leach field - The contractor shall install the new leach field to match the function and dimensions of the existing 70-foot by 30-foot leach field. The new field shall include five trenches of HDPE Leaching Chambers spaced 6’ apart. Connect leaching chamber cap ends with 4” SCH 40 PVC Pipe. Provide 12” of No. 6 stone from the base to the top of the leaching chambers, wrapped in filter fabric (See figure 8). Provide one chamber observation port per leaching chamber trench (See figure 9). Provide approximately 125 cubic yards of No.6 stone aggregate backfill around the leaching chambers from elevation -5’ to -6’ for area 80’ long x 40’ wide (10’ wider than existing footprint). Provide approximately 600 cubic yards of clean sand for the new leaching field from elevation -6’ to -11’ for area 80’ long x 40’ wide (10’ wider than existing footprint). The contractor shall use the excavated material above the existing leaching field for backfill to the maximum extent possible.
25. Restore disturbed pavement areas – Provide a hot mix asphalt from a local source to patch the trench excavation across the paved parking area. Provide 6” of well compacted gravel base material under all pavement patch areas. A tack coat of liquid bituminous material shall be furnished and applied immediately prior to placement of the pavement. The transition from new asphalt pavement to the existing asphalt pavement shall be smooth. Pavement shall be compacted by rolling to a density of not less than 95% of the maximum density.
Pavement shall be minimum 3” thick after compaction. Hand compact in areas inaccessible to rolling equipment. Any depressions in pavement patches caused by settlement shall be corrected by the contractor at no additional cost to the Government.
26. Restore disturbed areas –All excavation areas shall be backfilled with compaction in layers. Restore areas to pre-existing conditions. Provide 4” of topsoil graded smooth and raked. Apply 5 lbs. of seed mix per 1,000 SF. Finished surface above the leaching area shall be graded to assure water runoff (2% minimum slope).
27. All workmanship shall be of the highest quality, and any excess of spilled sealant shall be removed from the pavement by approved methods and discarded. Any workmanship determined to be below the high standards of the particular craft involved will not be accepted, and will be corrected and/or replaced as required by the Owner.
28. Disposal: Local regulations regarding hauling and disposal shall apply. Contractor shall dispose of all debris resulting from the construction work. Contractor shall leave the entire site of the work in a neat and orderly condition. Debris, rubbish, non-hazardous waste, and non-usable material resulting from the work under this contract shall be disposed of by the contractor at his expense off Government property. Segregate and maximize recycling of all waste generated. Debris shall be removed and transported in such a manner that prevents damage to local roads and spillage.
29. Closeout Procedures: Contractor shall coordinate with the TPOC for the following at the completion of the project:
a. A final inspection walkthrough of the project, at which time, the contractor shall demonstrate to the TPOC that the work and system is fully operational and in compliance with the Statement of Work.
b. As-built drawings
c. Complete Final Payment Forms and Certifications.

SECURITY REQUIREMENTS
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract.
The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
