Questions and Answers
1. Will there be a site visit? If one has not been planned, we would respectfully request that one be scheduled, as it would significantly help us in properly pricing the work and in determining whether we will have additional questions.
No site visit is planned for this requirement. However, this site is open to the public.
2. Is there a deadline for submitting questions?
Yes, it was detailed on the Solicitation posting, all questions were due by September 9th.
3. Are we correct in our understanding that there is no bid bond requirement?
Correct, this is a service contract, bonds are not required.
4. Want to make sure on the plans that all areas marked, “Clearing Area” get cleared. The reason for asking is there seems to be some native plant material in these areas. Just want to make sure these get removed. There is a large amount of this material on site.
Specific trees are indicated for retention on the plans. Elderberries within the clearing area must be transplanted. Everything else in the clearing area is removed.
5. In regards to the Elderberry Transplanting, Plan Page L-121 states and shows a cluster of Elderberry to be transplanted. This is clear. But, Page L-120 and L-122 show clusters of elderberry that have the transplanting symbol around the clusters but not the verbiage. There are a lot of hard to get to elderberry and we just want to make sure we are clear on the ones that get transplanted and the ones that get protected in place. We see the following on the plans:
Not all elderberries to be transplanted are indicated with verbiage. Any elderberries shown with the transplanting symbol must be transplanted. Also note that any elderberries within the clearing area must be transplanted, even if they are not shown on the plans. Refer to the PWS, paragraph 3.15.
a. L-120 shows 4 clusters of elderberry on the East side of the bridge: 3 to get transplanted and 1 to get protected in place. West side of Bridge has 1 cluster showing to get transplanted. These are per the symbol only.
b. L-121 shows and states 1 cluster to get transplanted clearly. Shows another 1 cluster to get transplanted per the symbol only.
c. L-122 shows 5 clusters of elderberry. 4 to get transplanted and 1 to get protected in place per the symbol only.
6. Is there an incumbent?
NO
7. If so, are they eligible to re-compete for this solicitation?
N/A
8. Do you know if they plan to recompete?
N/A
9. Are you able to extend the deadline?
NO, USACE intends to award this requirement no later than September 30, 2022.
