Pre-Bid Meeting Q & A Beech Fork Waterline Replacement Will a Highway Permit be required?

If Option 1 is not awarded, no WV-DOH permits are required. If Option 1 is awarded, a permit from the WV-DOH may be required. Beech Fork Dam Road is not a WV state road, but WV SR-13 (Beech Fork Road) is a state route. The work from Station 0+00 to 1+50 (Option 1) is located in the right-of-way of WV SR-13. The contractor shall coordinate with WV-DOH for the work in this area. Since it is so small and not in the roadway, a permit/bonding may or may not be required. However, it is the Contractor’s responsibility to obtain any permit that is required by WV-DOH. WV-DOH District 2 can be contacted at (304) 528-5625.

Is there a reason, the pipe goes under the basketball court and not around?

The location is controlled to the west by the existing sanitary sewer force main offset requirements and the zone of influence for the dam itself. Routing around the east would require multiple fittings and still cross under the playground. With the amount of directional drilling in the contract, it was deemed more efficient to drill straight under the basketball court.

When is the anticipated start date? Is there any off season?

The anticipated start date is dependent on the approval of pre-NTP submittals including quality, safety, and environmental plans. As a general rule, we assume 30 days from bid date to award and another 30 days for plan approval to NTP - that would equate to approximately the beginning of November for a construction start. The recreation areas at Beech Fork are open year-round; however, there is a significant downturn in usage after Labor Day. By November, public use should be minimal.

Would you consider working 4 – 10 hour days? Will be answered in the amendment Refer to SECTION 01 50 00, Paragraph 1.11.3 Work Hours and Access to Site:

“The Contractor's work hours for all work associated with this contract shall be from 0730-1600, Monday-Friday, and excluding Federal holidays. Work shall not occur outside of these hours, or on a Federal holiday, unless authorized by the Contracting Officer.”

After award, the contractor may request a deviation from the specified work hours via a Request for Information (RFI). The COR will evaluate the request, and approve or disapprove dependent on the Government’s availability.

Do you foresee any Compaction testing? Are the KTRs responsible for this?

Since this is only a waterline contract, no compaction testing (nuclear density or laboratory testing) is required; however, a compaction method was specified in Specification Sections 31 23 00.00 20 and 33 11 00. Installation by the method specified will ensure that the minimum compaction is achieved.

Do you have tracer wire?

The requirement for Tracer Wire is being added to Specification Section 33 11 00 through Amendment OOO1. Tracer Wire and Detectible Warning Tape are required.

Who supplies the water?

Lavalette PSD is the utility provider.

Do you have a master meter?

Yes, the master meter is located adjacent to Station 0+00 on Drawing CU701.

Are bends and fittings PE pipe or ductile iron? We suspect ductile iron.

All fittings are mechanical joint ductile iron.

Can we get across the Dam to see the hill where the waterline will need to go and possibility of brush needing removed?

Yes. Contractors were taken across the dam.

Can they leave brush on site?

Yes. However, brush must be taken to, and put on, the existing brush pile at the maintenance compound across the dam.

At the entrance, the start of the line, is the line to be located in the grass, it looks to be in the road?

Yes, the line is to be located in the grass, not in the roadway.

Are Davis Bacon Wages required?

Yes, Davis-Bacon Wages are required. The Determination is included in the solicitation at page 36.

Is Certified Payroll required to be submitted?

Yes, Certified Payrolls are required to be submitted. Certified Payrolls shall be turned in with each Partial Payment Request.
