Questions and Responses to Solicitation No. W91237-16-B-0003 Miter Gate Installation for Meldahl Locks and Dam, Felicity, OH
Q1) Per the site visit, please clarify who will move the existing barges with the one miter gate leaf on. If the contractor, please clarify any specific instructions and provide soundings from the location of the existing barges to at least the 300’ upstream as indicated on the Limited Work Limits—see drawing G-003.
A1) The Government will move within Construction Work Limits. Anything outside of these limits will be the Contractor’s responsibility.
Q2) Spec Section 01 60 00.00 40 paragraph 3.9 Identification of Government Furnished Property gives a description and value of that property. Spec Section 00 88 00 paragraph
1.16 Required Insurance, c. Comprehensive Liability Insurance for property damage indicates the limit to be $10,258,000. Please confirm if any additional insurance coverages will be required for the government furnished property.
A2) This insurance must cover any damage to the Government Furnished Property (on land or water) due to the fault of the contractor. No additional Government Furnished Property insurance is required. (The $10,258,000.00 noted in the specifications is just for Government Furnished Property.)
Q3) Reference drawing G-003. Will it be possible to expand the Limited Work Limits to accommodate the loading of the miter gate leaf currently located adjacent to the concrete esplanade?
A3) Yes; subject to the approval of the Contracting Officer.
Q4) Has this project been considered as a technical proposal so that the contractor could share more than one method with alternate price proposals so that the ACOE could evaluate and have input on what method they would prefer?
A4) This project is being solicited as an Invitation for Bid. Please respond accordingly.
Q5) Reference Spec Section 01 00 00, paragraph 1.2.3 currently indicates that the auxiliary chamber can only be shut down for a period of 10 hours. Will there be any flexibility in extending this time period?
A5) No; 10 hours per the specifications.
Q6) Reference Spec Section 01 00 00, paragraph 1.2.2 Schedule, that indicates “The Contractor shall submit a detailed breakdown of costs associated with the daily standby costs”—is this to be submitted with the original proposal or after award of the contract. If with the proposal, how or where should it be included?
A6) See Amendment 0001. This sentence will be removed in its entirety from the specifications.
Q7) Reference Spec Section 01 00 00, paragraph 1.2.2 Schedule that indicates up to 21 days in “stand-by” mode and paragraph 1.4.2 Standby Time also talking about a 21-day window for “standby time.” The bid schedule only reflects 15 days for the quantity. We understand that the ACOE may have considered the other 6 days as part of the Install Miter Gate bid item. However, if the miter gate install turns out to be less than the 6 days, will the ACOE pay over the current 15-day bid schedule quantity to accommodate the full 21-day window? Also, are we correct in understanding that these are 21 consecutive calendar days—i.e. these days will run through and include weekends?
A7) See Amendment 0001 for changes to paragraph 1.2.2 Schedule in Section 01 00 00.
The intent of the 21 day period of performance is to put the Contractor on notice that should the Government place the Contractor in "Standby Mode", they could be on site performing the miter gate install for up to 21 days. The contractor should bid the Installation of the Miter Gates (Item 3 in the bid schedule) based on receiving payment as reflected in Specification 01 00 00, paragraph 1.4.1 (Install Miter Gates). Standby time (Item 4 in the bid schedule) will be paid at the daily rate if the Government places the Contractor in Standby Mode due to a Government caused delay (See Specification 01 00 00, paragraph 1.4.2). If more than 15 days of standby time is caused by the Government (e.g., the work took 3 days but the Government caused 18 days of standby time) then a bi-lateral modification will be negotiated and executed for any additional days required past the 15 days.
Q8) Will the Contractor be given priority lockages during the mobilization to and demobilization from the Meldahl site?
A8) Yes, for Locks under the control of the Huntington District. Will reach out to other Districts for their assistance if needed.
