Project Site Conditions
The project is located in Fort AP Hill in Port Royal, VA. The site is 2566 acres.
The existing terrain consists of heavy vegetation and trees. There are a number of existing gravel access roads and several wet and dry streams, as well as several wetland areas that have been delineated on the site plan. Slopes on the site range from 2% to 10%. The site drains, roughly, from the northwest to the southeast.
The project being constructed will include a Range Operations Center with parking lot and remote site development.
Pre-development Q for the entire site is 115 cfs. Post-development Q for the site is 116 cfs, without taking measures and controls to prevent stream erosion into account. See attached stormwater calculations.
Measures Taken to Prevent Stream Erosion
For areas near the wetlands and streams, certain sequences of construction were specified for the contractor in order to eliminate sediment in runoff and therefore minimize erosion to the stream banks.
Usual control measures for erosion control were taken as well, such as requirements to seed, mulch, and stabilize all denuded areas within 7 days after the land is brought to final grade. This vegetation requirement will reduce runoff significantly. Silt fence and straw bale barriers will also be used during construction in order to minimize sediment in runoff and thus prevent stream erosion.
Controls Taken to Prevent Stream Erosion
Runoff from the building and parking lot constructed on-site will be detained with the use of a vegetated swale. The swale will hold up to 1 inch of runoff and will slowly release it into the ground through infiltration.
The newly built entrance roads will be gravel rather than asphalt, which will allow some infiltration of rainfall and therefore less runoff. The roads will drain to ditches at the roadside. These ditches will contain rock check dams, which will be installed in conjunction with the ditches. The rock check dams will filter runoff during construction and will remain after construction to continue to slow runoff, thus allowing time for sediment to settle out and be filtered out. This reduction in
W91236-10-R-0007 sediment will reduce erosion, and the time taken for the runoff to flow through rock check dams reduces the peak hydrologic flow.

Vegetated Swale
Description:
A vegetated swale captures runoff from the building and parking lot area and allows it to infiltrate into the ground.
Runoff Capture:
The swale is sized to capture the first 1” runoff from the associated drainage area, containing the building and parking lot. See attached calculations.
Infiltration:
The soil in the swale is a combination of Kempsville-Emporia complex and Slagle-Kempsville complex. Both of these soils are fine, sandy loams with a minimum infiltration rate of 1.02 in/hr (see Virginia Stormwater Management Handbook, 3.10).
Treatment:
Since the swale has been sized to capture 100% of the runoff, it is considered 100% treated and the requirement is met.
Ditches and Rock Check Dams
Description:
Vegetated ditches on the sides of the gravel roadway capture runoff from the road. These ditches contain rock check dams which slow runoff flow and allow infiltration. Runoff that is not infiltrated is filtered by the rock check dams, which have allows sediment to settle out. This runoff is discharged onto undeveloped, wooded area.
Runoff Capture:
The amount of runoff from the gravel roadway was calculated using a typical section of roadway and ditch. Using this section, the ditch captures 100% of the runoff without overflow. See attached calculations.
Infiltration:
The soil in the ditches is a combination of Kempsville-Emporia complex and Slagle-Kempsville complex. Both of these soils are fine, sandy loams with a minimum infiltration rate of 1.02 in/hr (see Virginia Stormwater Management Handbook, 3.10).
Treatment:
W91236-10-R-0007
Roadside ditches, without rock check dams accounted for, is large enough to handle 1” runoff from the roadway. Therefore, runoff does not leave the site and 100% of the runoff from the roadway is treated.
