AMENDMENT 0001

ANSWERS TO QUESTIONS SUBMITTED:

1) Will the government be willing to move one stop log out at a time to allow the other to be cribbed up to work on?

Response: The Government will move one bulkhead unit into a gate bay to permit the Contractor to clean and paint the other unit. Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead has been revised to clarify this.

2) How often are the bulkheads used?

Response: The bulkheads are normally only used for scheduled maintenance of the dam gates or for emergencies.

No scheduled maintenance is anticipated during the period of this contract, so the bulkheads would only be required in case of an emergency.

3) How much Power and Water are available?

Response: The Government will not make power or water available to the Contractor at the work sites. As specified in Section 01 50 00.10, paragraph 1.5.1 UTILITY SERVICES, General, “The Government will not make any utilities available to the Contractor under this contract. The Contractor shall be responsible for providing all utility services and water necessary for the work. All cost for such provisions shall be borne by the Contractor.”

4) Can you quantify the amount of pit and metal repair so we are all looking at the same thing?

Response: New line items have been added to pay for corrosion repair by the linear foot of joint repaired.

5) The documents refer to Drawing G-1111 but it appears to not be part of the documents offered. Can you provide it?

Response: The reference should be to Drawings G-0111. On Drawing S-2118, change Note 3 to read “FOR SCOPE OF WORK, SEE NOTE ON DRAWING G-0111. The revised drawing will be included in the award documents

6) Can we use the surrounding crane structure to create containment?

Response: As stated in Section 09 97 02, paragraph 1.2.2.2 Containment: “The containment may incorporate the bulkhead hoist rail support structure, however, no modifications may be made to the structure which would affect its structural stability or function. Adjacent concrete and steel surfaces shall be protected from effects of cleaning, surface preparation, and painting. The site shall be restored to its original condition upon completion of painting.”

7) How do you want to handle back to back angles regarding coating? There are a lot of 2L angle metal on the structure.

Response: The intent of this contract is to coat the structure to the maximum extent possible, recognizing that some area may be impossible to completely coat. Section 09 97 02, paragraph 3.4.1 General states: ” Edges, corners, crevices, open areas between back-to-back members, seams, joints, welds, rivets, corrosion pits, and other surface irregularities shall receive special attention, including brush application where necessary, to ensure that they receive an adequate thickness of paint.”

8) Currently there are (2) two sets emergency gates located on both sides of the river. Each set of gates are stacked, one on top of the other. In order perform the identified preservation scope the underside, top, and four sides need to be completely accessed.

Response: The Government will move one bulkhead at a time out of the storage area at each location to permit cleaning and painting the other unit. Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead has been revised to clarify this.

9) Will the Corp of Engineer provide assistance to allow the contractor full access to all sides of all four emergency gates?

Response: Yes. See responses to Questions 1 and 8,

10) To achieve this necessary access the top gate would need to be removed and bottom gate would need to be elevated and blocked, allowing access to the underside. The gate would require additional lifting to move the blocks in order to preserve the area directly under each block.

Response: See responses to Questions 1 and 8 and Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead as revised by Amendment 1.

11) Does the Corp currently have blocks that would support one gate allowing the contractor access to the gate’s underside?

Response: No. The Contractor will be responsible for furnishing all blocking required as stated in Section 01 22

00.00 10, paragraph 1.1.2.1 Cleaning and Painting Emergency Bulkhead Units, Payment.

12) If the Corp does not have the required blocks to support each individual gate, what is the weight of each gate? I noted the lifting crane was rated at 30 tons.

Response: The approximate weight of each bulkhead unit is 23 tons. This information has been added to Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead has been revised.

13) Will the bulkheads be removed and placed somewhere else to be painted, or remain in place?

Response: The bulkheads will be painted in the bulkhead storage area. One bulkhead unit at a time will be removed to permit painting the other unit. See responses to Questions 1, 8, and 10.

14) Who is responsible for moving the bulkheads?

Response: The Government will move the bulkheads. See Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead

15) Will one of the bulkheads be moved out of the storage pit during surface prep to allow access to surfaces inaccessible with the bulkheads stacked?

Response: Yes. Section 01 35 00.00 08, paragraph 1.12.3.1 Installation and Removal of Dam Bulkhead as revised by Amendment 1

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
