SPECIAL PROCEDURES
PART 1 GENERAL
1.1 SUMMARY
This section contains information of a general nature, and covers general requirements applicable to the performance of the work under this contract. The information provided, and the requirements specified are in addition to those specified in other sections of the contract.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having an "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.4 DRAWINGS
1.4.1 Reference Drawings
The reference drawings included in the folio of contract drawings show original construction conditions of the bulkhead units as shown on the drawings. To the best knowledge of the Government, the reference drawings reflect the original work incorporated into this project, and do not reflect changes or new work since the date of the drawing. Unless
SECTION 01 35 00.00 08 Page 3 otherwise noted, dimensions and elevations, and other features shown on reference drawings are generally based on As-Built conditions. Where known variations in actual construction occur between that shown on the reference drawings and that existing, it will be noted on the drawings or within the specifications, as practical. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the reference drawings, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government. The Contracting Officer shall be notified of any discrepancies prior to commencing work. It is noted that some of the As-Built conditions reflected by the reference drawings have since been modified. Such modifications to the As-Built conditions are described within the sections of these specifications where applicable.
1.5 WORK UNDER OTHER CONTRACTS
Attention is directed to the fact that other Contractors may be employed by the Government at or in the vicinity of the work covered by these specifications. It is noted that the information provided is for the Contractor's information, and no attempt has been made to list all the work activities required under those contracts. Unless specified otherwise, all Contractors shall have equal rights to the use of access roads and other areas which are not identified on the Contract Drawings as work areas or laydown areas for specific contractors, so far as practicable, and the Contractor employed under this contract shall cooperate with other Contractors so that the work may be performed with maximum efficiency.
Should a disagreement occur between Contractors as to the use of facilities or in other matters, the decision of the Contracting Officer shall govern.

1.6 CONSTRUCTION SITE PLAN
Prior to the start of work, submit a site plan showing the locations and dimensions of temporary facilities (including layouts and details, equipment and material storage area, and access and haul routes, avenues of ingress/egress to the work area). Indicate if the use of a supplemental or other staging area is desired. Show locations of safety and construction fences, site trailers, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas. All areas must be limited to the Government provided lands as shown on the Drawings.
1.7 WORK AREAS AND RESTRICTIONS
1.7.1 General
The work under this contract shall be performed at Emsworth Locks and Dams, Ohio River, Allegheny County, Pennsylvania. Access to the Main Channel Dam bulkhead storage area is from Grand Avenue on Neville Island. Access to the Back Channel Dam bulkhead storage area is from Neville Road on Neville Island.
1.7.2 Work Areas
The work areas under this contract shall be at the bulkhead storage areas at the dam abutments. As required by Section 00700 CONTRACT CLAUSES, 52.236-10 OPERATIONS AND STORAGE AREAS, all operations of the Contractor shall be confined to areas shown on the drawings required to accomplish the
SECTION 01 35 00.00 08 Page 4 work under this contract and as authorized and approved by the Contracting Officer. The limits of the Contractor's work areas are as shown on the Contract Drawings. All work areas shall be coordinated with the Contracting Officer prior to commencement of work.
1.7.3 Protection of Existing Roads and Property
1.7.3.1 General
The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads. The Contractor shall be responsible for all damage to existing roads and property occasioned by any of his operations. When intending to transport any heavy loads on roadways, the Contractor shall investigate all weight limits for the roads he intends to use and shall secure any required bond(s) from the respective owner(s).
The Contractor shall document the existing condition of the roadways that he will be using, with the owners thereof. In the past, video recordings of the original roadway conditions have provided satisfactory documentation. Prior to beginning any construction, the Contractor shall videotape on DVD format all existing structures including, but not limited to, local roads, public and private property, and any other areas as directed by the Contracting Officer. The owners of such roadways and other property should be present at the time of the documentation. An unedited copy of all video recordings shall be given to the owners and the Contracting officer with 5 calendar days after documented. All damage to transportation facilities, public or private property, or utilities caused by the Contractor's operations shall be repaired to the satisfaction of the Contracting Officer at no additional cost to the Government. Any damage to the roadways, caused by the Contractor's operations, shall be repaired in kind by the Contractor and at his own expense. Roads shall be kept clear of all debris generated by the Contractor's operations. Roads shall be cleaned of any spillage. Upon completion of all work requiring use of the local roads, the roadways shall be restored to their preconstruction condition by cleaning and or reconstruction of damaged drainage facilities, base courses, and pavements as necessary. Repairs shall be made in the same manner as the original construction. No separate payment will be made for maintaining and restoring the condition of the roads, and all costs in connection therewith shall be considered as incidental to performance of the work.
1.7.3.2 Hauling Permits
The Contractor shall be responsible for acquiring all necessary oversized hauling permits and general hauling permits for any equipment or debris transported via roadways, as required. No heavy hauling on public roads will be permitted until all permits and bonds have been obtained as required. All costs associated with securing these permits shall be borne by the Contractor.
1.7.4 Laydown, Storage and Parking Area
Laydown, storage and parking areas will be provided in areas located adjacent to the bulkhead storage areas. The contractor may arrange for other areas as approved by the Contracting Officer.

1.7.5 Utilities
The Contractor shall be responsible for coordination of all existing utilities with the work and for providing utilities for construction purposes. Utilities shall be coordinated in accordance with Section
01 50 00.10 UTILITY COORDINATION.
1.8 PROTECTION AND MAINTENANCE OF ROAD TRAFFIC
During construction the Contractor shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. The traveling public shall be protected from damage to person and property. The Contractor shall submit his proposed traffic control plan for approval.
1.9 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Section 00700 CONTRACT CLAUSES, 52.236-7 PERMITS AND RESPONSIBILITIES. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood or earthquake, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor shall make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or job prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to the Section 00700 CONTRACT CLAUSES, 52.243-4 CHANGES, will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.10 PROTECTION OF UTILITIES
Utilities shall be protected as specified in Section 01 50 00.10 UTILITY COORDINATION, paragraph "Protection of Utilities".
1.11 OPERATION OF FACILITIES
The Emsworth Locks and Dams facility shall remain in operation at all times. The Contractor shall perform his work in a manner which will not interfere with the operation of the facilities and the duties of Government personnel. Particular care shall be taken during all operations under this contract to prevent damage to any operating equipment or facilities at the project. The Contractor shall take all necessary precautions to ensure the safety of the workers in accordance with the applicable provisions of EM 385-1-1. Contractor operations shall be performed in such a manner to ensure that project personnel, navigation industry personnel and the public are protected at all times.

1.12 CONDITIONS OF WORK
1.12.1 Emsworth Locks and Dams, Hours of Operation
Emsworth Locks and Dams operate 24 hours per day, seven days per week.
1.12.2 Contractor's Work Hours
There will be no restrictions imposed on Contractor's work hours for this project.
1.12.3 Coordination with Lock Operations
The Contractor shall perform all work in a manner that will not interfere with the duties of the lock personnel. Particular care shall be taken during all operations under this contract to prevent damage to any operating equipment or facilities at the project. The Contractor shall continuously maintain safe access to all areas of the lock project for lock operating personnel, during every phase of the work, unless otherwise directed by the Contracting Officer.
1.12.3.1 Installation and Removal of Dam Bulkhead
The Government will move one bulkhead unit at a time from each bulkhead storage area to permit painting of the other unit. The removed bulkhead unit will be placed in a gate bay of the dam. See also paragraph MONITORING OF SUBMERGED BULKHEAD UNIT. The Government will also raise the bulkhead unit being painted to permit the Contractor to place blocking to support the bulkhead unit above the surface of the bulkhead storage area.
Each bulkhead unit weighs approximately 23 tons. The Contractor shall furnish all blocking required to support the bulkhead unit. Government personnel will conduct all operations necessary to install and remove the bulkhead in a bulkhead storage area. In general, installation of the complete bulkhead takes approximately 2 to 4 hours. The Contractor's construction schedule, submitted in accordance with Section 01 32 17 CONSTRUCTION PROGRESS SCHEDULE, shall show the time periods that the bulkhead will be required. The Government may use the bulkhead temporarily during periods in which the Contractor does not require it. Any such Government use will be coordinated through the Contracting Officer. The Contractor shall give a 14 day written notice to the Contracting Officer as to when the bulkheads will need to be placed and 14 calendar days written notice when they will require removal. Each bulkhead unitBulkheads will be set and removed only once during the contract unless otherwise approved by the Contracting Officer.
1.12.4 Government Service Crane and Bulkhead Hoist
The Contractor will not be permitted to use the Government's service crane or bulkhead hoist for any purposes under this contract. The Contractor shall provide all necessary cranes for lifting equipment.
1.12.5 Contractor Coordination and Scheduling
In accordance with Section 01 32 17 CONSTRUCTION PROGRESS SCHEDULE, the Contractor shall submit a project schedule for his work to the Contracting Officer. All necessary adjustments in the Contractor's work schedule shall be coordinated and approved by the Contracting Officer.

1.13 EMERGENCY USE OF BULKHEAD UNITS
The Contractor's attention is directed to the fact that, should a situation occur which would require use of the bulkhead at a gate bay, the Contractor will be directed take the following action within four hours after notice by the Contracting Officer:
The Contractor shall remove all equipment and materials that would be affected by removal of the bulkhead from the the storage area, Including any materials or equipment that would restrict movement of the bulkhead hoist. However, items which would not be affected may remain in place provided they do not interfere with removal of the bulkhead units.
Payment for removal and replacement of equipment and materials to permit removal of the bulkhead unit, if necessary, and removal and replacement of floating plant will be made as specified in Section 00700 CONTRACT CLAUSES, FAR 52.243-4 Changes. A payment will be made each time the work is directed. The time allowed for completion of work will be adjusted to include the time for the period from the Government's initial directive to stop work until the time that the Contractor is directed to resume work.
Payment for repair of damage to work which has been completed will be made in accordance with Section 00700 CONTRACT CLAUSES, FAR 52.243-4 Changes.
1.14 SAFETY AND HEALTH REQUIREMENTS
Safety and Health Requirements shall conform to Section 01 35 26 GOVERNMENT SAFETY REQUIREMENTS, EM 385-1-1, and the requirements of the Occupational Safety and Health Administration. Where provisions of EM 385-1-1 vary with OSHA requirements, the more stringent requirements shall be applied.
1.15 INSPECTIONS AND ACCEPTANCE OF WORK
1.15.1 General
Not withstanding other provisions of this contract, all materials and work to be performed under this contract shall be inspected and accepted by the Contracting Officer or his authorized representative(s). Inspections and acceptance will be performed on phases of the work, before the next definable sequential phase of work commences, OR may be performed at the completion of all of the work, as determined appropriate by the Contracting Officer. The Contracting Officer or representatives of the Contracting Officer so authorized shall be the individual(s) solely authorized to reject materials, disapprove or approve any work in progress, or order or direct any revision or change to the plans and specifications as presently shown and stated.
1.15.2 Access to Work
The Contractor shall provide access to all areas of work for inspection by the Government. The Contractor shall maintain suitable land based access to allow Government inspectors access to the areas of work.
PART 2 PRODUCTS
2.1 PRODUCTS AND PARTS OF STANDARD MANUFACTURE
All materials, supplies and articles furnished so as to be incorporated into the work under this contract shall be new and shall, whenever so
SECTION 01 35 00.00 08 Page 8 specified and otherwise practicable, be standard products of recognized reputable manufacturers. Standard products of manufacturers other than those specified will be accepted when it is proven to the satisfaction of the Contracting Officer, in accordance with the Section 00700 CONTRACT CLAUSES, 52.236-5 MATERIAL AND WORKMANSHIP, that they are equal in performance, strength, durability, usefulness and convenience for the purpose intended. Any changes required in the details and dimensions shown on the drawings as a result of the substitution of standard products, other than those provided for, shall be properly made as approved by the Contracting Officer, and at the expense of the Contractor. All products specified by "similar or equal to" a particular brand name are for descriptive purposes only and are not to imply that the product is available from only that source.
PART 3 EXECUTION
3.1 SEQUENCE OF WORK AND RESTRICTIONS
Work shall be conducted in a manner that best suits the Contractor's best management practices.
3.2 MONITORING OF SUBMERGED BULKHEAD UNIT
The following is for the Contractor's information only, and does not required any additional work to be performed by the Contractor except notification to the Contracting Officer. References to top and bottom bulkhead units are related to the bulklhead units original position in the bulkhead storage area. Prior to the Contractor beginning any work at the storage area, the Government will attach instrumentation to the top bulkhead unit and place it in the river in a gate bay to perform continuous monitoring while the bottom bulkhead unit is being cleaned and painted.
Upon completion of cleaning and painting the bottom bulkhead unit, the Government will attach instrumentation to this bulkhead unit and place it in a gate bay to perform continuous monitoring during period of time that the top bulkhead unit is being cleaned and painted. It is anticipated that approximately two work days will be required to install the instrumentation and place each bulkhead unit in the gate bay and two additional work days to return the other bulkhead unit to the bulkhead storage area and remove the instrumentation. The bulkheads will not be moved on weekends or Federal holidays. Federal holidays include New Year’s Day, Martin Luther King, Jr's Birthday, Washington's Day, Memorial Day , Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day .
The Contractor shall include an allowance for this time in his progress schedule. The Contractor shall notify the Contracting Officer in writing at least 14 calendar days prior to the time the bulkhead units will be available for installation of the instrumentation.
3.3 RECORDS AND REPORTS
All records, test reports and similar documentation produced in connection with quality control operations shall be promptly submitted to the Contracting Officer or his authorized representative as required by the specifications.
3.4 ANTITERRORISM (AT) AND PROJECT SPECIFIC SECURITY REQUIREMENTS
This paragraph contains information for security requirements for work on Government Property. The purpose of these security requirements it to ensure that all Contractor or subcontractor employees working on this
SECTION 01 35 00.00 08 Page 9 contract have received proper clearance for access to the Government property. Identification of Critical Infrastructure and submission of required employee information will be discussed at the Preconstruction Meeting. Required employee information shall be submitted to the Resident Engineer and Pittsburgh Office of Security and Law Enforcement, as applicable, at least 15 calendar days prior to required employee access to the project.
3.4.1 Access and General Protection/Security Policy and Procedures
The Contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government Representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation the USACE Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The Contractor must submit the full name, Social Security Number, Date of Birth, and Place of Birth for all associated contractor or subcontractor employees to the USACE Security Specialist Paul M. Surace, 412-395-7162, paul.m.surace@usace.army.mil or Stephen Davidson, 412-395-7504, stephen.davidson@usace.army.mil. The District retains the right to deny any contractor and subcontractor employee from working on one of its contracts based on final background investigation results.
3.4.2 Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something)
The Contractor and all associated sub-contractors shall receive a brief/training (provided by the Government) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to rport suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the Contracting Officer not later than calendar days after the completion of the training."
3.4.3 OPSEC Training
All new Contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all Contractor employees must complete annual OPSEC awareness training. The Contractor shall submit certificates of completion for each affected Contractor and subcontractor employee, to the Contracting Officer, within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites: https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum.

3.4.4 Escort of Contractor Employees
All Contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
3.4.5 Pre-screen candidates using E-Verify Program
The Contractor must pre-screen candidates using the E-verify Program (http://www.dhs.gov/e-Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the Contracting Officer no later than 3 business days after the initial contract award.
3.4.6 Changes in Security Requirements
Security requirements are subject to change in accordance with HSPD-12, Office of Personnel Management, US Army Force Protection Measures, regulation or policy changes, etc. Changes to any security requirements shall be added to the contract by modification.

3.4.7 Identification Of Employees
The Contractor shall be responsible for furnishing an identification badge/card to each employee prior to the employee working on-site and for requiring each employee engaged on the work to display identification.
Identification shall consist of name tags with the name of the Contractor and the employee's name. As a minimum, a valid state driver's license or other government-issued photo identification card is required for positive identification.
