Bidder Questions

Q1. Currently the solicitation reads that Gate No. 3 will be delivered by December 31, 2017, Gate No. 2 by April 30, 2018, and Gate No. 1 by December 31, 2018. This presents several problems. If Gates 3 and 1 are delivered on or around December 31, then it is likely they cannot be installed at that time due to high water conditions. In fact, high water conditions could prevent unloading of the gates. Second, in order to keep crews productive, gate delivery should be advanced to no later than October 31st. Finally, if the dates stand, it is likely that both Gates 1 and 3 will be stored on barges through the high water season and Gate 2 will be stored for several months while preparatory work for setting Gate 2 is completed following Gate 3 erection.

Advancing delivery of Gate 3 to October 31, 2017 mitigates this potential storage cost. Please consider moving the delivery date for Gate 3 back to October 31, 2017 and the delivery date for Gate 1 back to October 31, 2018.

A1. Answer will be provided with future amendment.

Q2. The current solicitation provides for a 450 day performance period and an additional 210 days if Gate 1 erection option is exercised. Assuming an August 1, 2017 Notice-to-Proceed, the completion date for the base contract would be approximately October 31, 2018. This could be problematic if river conditions prevent erection of Gate 3 from the current delivery date of 12/31/2017 until June of 2018. Please consider extending the completion time for the base contract by a minimum of 30 and preferably 60 days.

A2. Answer will be provided with future amendment.

Q3. Also, the additional 210 days for the Gate 1 installation option is insufficient because most of that additional time occurs during normal high water season. Please consider extending the completion time for the Gate 1 erection option to the fall of 2019, preferably October 31, 2019.

Current completion date is late spring or early summer of 2019 for this option.

A3. Answer will be provided with future amendment.

Q4. On the current project significant time and expense was expended each time the bulkheads were set in order to properly seal them and provide a safe work space for construction crews. In order to get the gates sealed properly, it was necessary to move them back to the bullpen where construction crews could properly install seal material. This was a time consuming process because the bulkheads were installed, removed, repaired, and re-installed a couple of times necessitating they be moved from the bullpen to the gate bay and back each time. Is it permissible for construction crews to perform this additional work prior to moving the bulkheads to the gate bay initially? Since the bulkheads are not suitable for their intended use without these modifications, please consider adding a bid item for performing the necessary modifications.

A4. No. A new CLIN for preparing the bulkheads for utilization will not be added to the contract and all work associated with that is considered incidental to the appropriate CLIN.

Q5. Please confirm that Line Item 0022 and 1021, Clean Bulkhead Units, is payable each time any one of the three bulkhead units is cleaned.

A5. Yes. CLIN 0022 unit of measure has been changed to SET and the quantity has been changed to 2 to reflect cleaning the set of 3 bulkhead units 2 time. Likewise, CLIN 1021 quantity has been changed to 1 to reflect cleaning the set of 3 bulkhead units 1 time. The measurement and payment paragraphs, Section 01 22 00.00 10 MEASUREMENT AND PAYMENT, paragraph 1.3.15 Clean Bulkhead Units, have been revised to clarify this.

Q6. Please verify the bid quantity for Bid Item 1010 “Embedded Metals” in the awardable option 1 listed as 930 lbs. My estimated quantity is 10,580 lbs.

A6. Yes. The quantity has been corrected to 9,030 LBS by Amendment 2.

Q7. Can the Government add a pay item for Mobilization? Please let me know if you would like me to add this to the list in the files I sent you last week.

A7. Yes. A pay item has been added for Mobilization and Demobilization (CLIN 0023) in the base contract. Payment for mobilization will be made upon completion of mobilization for the base contract, but payment for demobilization will be made upon completion of demobilization when it occurs – upon completion of the base contract, if Awardable Option is not awarded, or upon completion of Awardable Option 1 if awarded.

Q8. The final sentence of 01 11 13.00 08 par. 1.2(d) reads: “The work also includes furnishing and installing a”. What is required to be furnished and installed per that paragraph?

A8. The sentence has been corrected to read “The work also includes furnishing and installing signage on Gate No. 3. This work is included in CLIN 0021.

Q9. Will the Government provide preferred locations along the gate structure for blocking when moving, positioning, offloading, etc. the new gates?

A9. No. The means of unloading, blocking and lifting the gate are the Contractor’s responsibility once the gate has arrived on-site. The gates will arrive on the barge blocked, as the Fabricator arranged, and similar positions may be used, but the Contractor is also permitted to propose alternate locations and means of supporting the gate.

Q10. Are there drawings of the bulkhead sections available so that the contractor may assume a square footage area for cleaning?

A10. Yes. Reference drawings O-LMO-58/1, O-LMO-58/2, O-LMO-58/3, and O-LMO-58/4 have been added for the Bulkhead Units have been added to the Reference Drawings, Q11. What is the weight of each individual bulkhead section?

A11. The approximate weight of an individual bulkhead unit is 17.2 Tons.

Q12. Will the Government provide preferred locations for blocking during cleaning?

A12. No. It is the Contractor’s responsibility to properly support the bulkhead units to accommodate cleaning of all surfaces.

Q13. Are the seals, chains, and other gate components fabricated and ready for delivery upon notice from the contractor? If not, what are the anticipated completion dates for each of the components?

A13. Yes. One set of chains is currently available at the Pittsburgh Engineer Warehouse and Repair Shops (PEWARS) as stated in Section 01 73 19.00 08 GOVERNMENT-FURNISHED PROPERTY. Drive Sprockets will be delivered to PEWARS by September 2017. Seals and other gate components will be delivered with each gate via barge.

Q14. Assuming that Option 1 is not awarded and Gate #1 is delivered to site prior to the end of the contract, will the contractor remain responsible for measurement and verification of Gate #1 per 01 73 19.00 08 par. 1.5?

A14. No. If Option #1 is not awarded, it will not be the contractor’s responsibility to measure and verify per the stated paragraph.

Q15. Is there a drawing detailing the dimensions of the rubber seals as provided to the contractor for installation?

A15. Yes. Details of the gate seals are shown on Reference Drawings S-1191, S-1192, S-5194, S-3198, S-3199, S-3200, and S-3201.

Q16. How many vulcanized spliced will be made per each gate seal?

A16. Answer will be provided with future amendment.

Q17. Will rubber seals and stainless clamp bars be drilled prior to delivery?

A17. Yes, all match drilling will be completed by the Fabricator prior to delivery.

Q18. Are the fasteners for the side seals Government-furnished material?

A18. Yes, the fasteners for the side seals are Government-furnished material.

Q19. Per 02 41 00 par. 1.7.3 states that Gate #3 has a broken lift chain and cannot be raised using the hoist machinery. If the gate is not operational, does removal of the floating plant per 01 35 00.00 08 par 1.16.6.1 apply?

A19. Yes. The remaining operational gates comprise the total gate opening that dictates withdrawal of plant due to high water.

Q20. In the event of high water, will the bulkheads be allowed to remain in Gate 3, or will the Government remove them and then require additional time to set them after the water has receded?

A20. Yes. The bulkheads may remain in place from start to finish of work in Gate Bay 3, unless as described by Spec Section 01 35 00.00 08, Para. 1.15 “Emergency Use of Bulkhead Units.”

Q21. Per 02 41 00 par 3.2, does the Government have an anticipated weight of debris to be removed from between the bulkheads and gate, or from the gate itself, from experience in replacing other gates at the dam?

A21. No. Existing Gates will contain minimal debris in web pockets. Bulkhead units typically flush clean upon removal of each section, but there may be similar minimal debris in web pockets.

Q22. Per 02 42 00 par. 3.1.6: “If materials containing lead are disposed of, the Contractor shall perform all required testing of the coating system and submit a certified copy of the test results along with a certified Uniform Hazardous Waste Manifest to the Contracting Officer.”

What is the frequency of the required paint testing? One-time? Each gate? One-time for similar components between gates? Each load?

A22. This would be predicated on the disposal facilities requirements and per waste manifests required.

Q23. Will signage be required for Gate 2, and Gate 1 if awarded?

A23. No. Signage for Gates 2 and 1 will be installed on the gates by the gate fabrication contractor prior to delivery.

Q24. Will the Government provide a coating inspector for Government-furnished materials to indicate where touch-up and coating repairs shall be made upon receiving the items?

A24. Yes. A joint inspection will be performed with the Contractor personnel upon receipt of Government-furnished material to delineate any repair areas.

Q25. Are the fasteners for the end truck connections Government-furnished Material?

A25. Yes, the end truck connection fasteners are Government-furnished material.
