QUESTIONS AND ANSWERS - 1
Solicitation: W911WN-15-T-0030 Project: Hydraulic Pump Systems with Structural Steel Support Frames
Questions and Answers - 1
Q1. Is there an OEM for the system?
A1. These hydraulic pumping systems are comprised of on the shelf items (pumps, motors, piping, valves, etc..) meeting the specifications. A potential vendor would need to piece that system together to meet the requirements. The only custom fabrication would most likely be the steel frame.
Q2. Does the U.S. Army Corps of Engineers have a preference on the manufacturer of the hydraulic pumps & motors?
A2. Imo Pump is the preferred hydraulic pump manufacturer, and Baldor the preferred motor manufacturer. However, any suitable pump and motor will be considered.
Q3. Would the U.S. Army Corps of Engineers like the contractor to attempt to duplicate the existing HPU set up as shown in the pictures, or attempt to replicate the existing layout of the HPU’s equipment?
A3. The USACE would prefer the contractor to attempt to duplicate the existing HPU set up as shown in the photographs of previous HPUs acquired for Allegheny Locks and Dams 6 and 7.
Q4. Is it possible to schedule a visit with at locks 8 & 9 to review the existing HPUs and their location so that any limitations in the space can be considered (ie: Paragraph 2.5.1 states the length of the hydraulic reservoir may be limited due to space limitations)?
A4. The HPUs requested in this contract will be installed at an alternate location from the existing HPUs.
A site visit to Allegheny Locks and Dams 2 (Pittsburgh, PA), 3 (New Kensington, PA), 6 (Freeport, PA), or 7 (Kittanning, PA) is recommended to view the general layout for installation. For requests to visit any of the Locks and Dams listed above, please contact Contract Specialist, Tony Abate at anthony.abate@usace.army.mil or 412-395-7474 for a Point of Contact (POC) and information.
Q5. The specifications call for flexible lines, which we assume are to allow for an easy fit up with existing supply and return lines. Is there a required length for the flexible hoses? The pictures show flex hoses that appear to be at least 4’ in length.
mailto:anthony.abate@usace.army.mil
A5. Approximately 30’ of flex hose for each hydraulic line is required.
Q6. Refer to Specifications - Paragraph 2.1.2.2 Capacity: Please confirm that the operating viscosity range (225 to 1000 SSU) is correct.
A6. This viscosity range is correct.
Q7. Refer to Specifications – Paragraph 2.1.4 Pump Assembly Base: Are machined steel pump-motor adapter installations permitted in lieu of foot-mounted and aligned pump/motor installations for this project?
A7. No. Foot mounting and gear type flexible couplings as specified in Specifications Paragraph 2.1.2.1 are the preferred method of connecting pumps to motors in assemblies such as these.
Q8. Refer to Specifications – Paragraph 2.1.5.2 Oil Filter: Can USACE provide information about the “greater system” that would assist with a designer selecting an appropriate filter?
A8. Shop drawings and additional information from previous Hydraulic Pump Systems contracts for other Allegheny Locks will be made available to the vendor awarded the contract.
Q9. Refer to Specifications – Paragraph 2.1.5.2 Oil Filter: This specification section mentions a drawing.
I was unable to locate a drawing or schematic of the desired power unit(s) in the FBO Solicitation posting. Can you please advise if a drawing and/or schematic is available?
A9. Shop drawings and additional information from previous Hydraulic Pump Systems contracts for other Allegheny Locks will be made available to the vendor awarded the contract.
Q10. The USACE’s responses to the above questions will significantly affect the design of the proposed hydraulic power unit. In light of this, can a two or three week extension be offered to give bidders enough time to assemble well thought out and engineered equipment proposals?
A10. The bid will not be extended. The Bid Due Date is still 15 June 2015.
Q11. Refer to Specifications Paragraph 2.1.2.1 General:
a) Can the USACE please clarify what is meant by the specification text: “Operating demands on the pump will vary from maximum rated delivery to the low volume demands required when starting, stopping or inching miter gates and operating emptying and filling valve cylinders”?
b) Will the specified fixed displacement pumps be used (presumably with speed [VFD] controlled motors) to deliver a range of flow rates?
A11. The pumps shall be fixed displacement, constant speed. Inching operations are achieved by modulating the manually-operated four-way valve.
Q12. Refer to Specifications Paragraph 2.1.2.1 General:
a) Can the USACE please advise if Joint Industrial Council (JIC) type reservoirs are to be used, but suitably modified to resist the stated leak test pressure?
b) In this case, should the single-bolt end access covers typical of JIC type reservoirs be eliminated or be replaced by access covers of a different construction (deviating from JIC norms) to resist the test pressure? Or should reservoirs that “strictly” conform to JIC standards be used and tested at an appropriately low (and safe) pressure for leaks?
c) Alternatively, can/should the “Joint Industrial Council” wording in the specification be disregarded?
d) If standard JIC style reservoirs are allowed and the specified test pressure is maintained at 10 psi, will bidders that choose more conservative and safe designs be offered special consideration by the USACE over those that choose to test (unsafely in INSYSMA’s opinion) standard JIC reservoirs at pressures above their ratings?
A12. JIC type reservoirs with single-bolt end access covers are acceptable. Use a test pressure that is appropriate for JIC reservoirs. Bidders are encouraged to review and submit their bids based on the information in the Specifications.
Q13. Refer to Specifications Paragraph 2.1.3.1 Rating: The single phase requirement of this specification section was just noticed. It is unusual for motors of this size (15 or, perhaps 20 horsepower) to operate on single phase power. To meet this requirement with the other specification requirements, custom motors will likely be required. Can the USACE please confirm that single-phase motors are, indeed, required?
A13. Correct. Only single-phase power is available.
