The bulkhead for Gates Nos. 2, 3, and 4 consists of four units, which when place on the sill (Elevation 704.7) will extend to Elevation 728.7. Initial installation of these bulkhead units and removal of the bulkhead units upon completion of the painting work will be performed by the Government using off-site personnel and equipment. See also paragraph
INSTALLATION OF BULKHEAD UNITS, BRADDOCK LOCKS AND DAM.
The Contractor shall be responsible for coordinating his work with the placement and removal of the bulkhead units at Charleroi Locks and Dam and for moving the bulkhead units at Braddock Locks and Dam. It may be necessary for the Government to remove the bulkhead after it has been placed (see paragraph EMERGENCY USE OF BULKHEADS OR OPERATION OF GATES).
The Contractor is cautioned that water does leak or spray around or between the bulkhead units. Such leaks shall be caulked by the Contractor in a manner approved by the Contracting Officer to prevent leakage from interfering with the cleaning, metallizing, and painting operations. The use of divers to caulk the leaks will not be permitted. All costs of caulking the leaks shall be borne by the Contractor.
1.7.2 Operation of Dam Gates
The Government will provide lock force personnel to operate the gates and position them above the gate sills to facilitate the work. Operation of the gates by anyone other than lock force personnel will not be permitted.
Two hours advance notice to the Lockmaster will be required for positioning a gate. The gates will be positioned between the hours of 8:00 A.M. and 3:30 P.M., Monday through Friday only, excluding Federal holidays.
Requests for gate operation shall be made within the same periods and at least 2 hours prior to the time the movement is required. The top unit of each movable-crest gate at Charleroi Locks and Dam will be initially positioned at an elevation at which the primary lift bar is away from the gate sufficiently to permit cleaning, metallizing and painting the lift bar and the gate surface adjacent to it. The top unit will then be positioned

For the remainder of the cleaning, metallizing and painting at Charleroi Locks and Dam and all cleaning, metallizing and painting at Braddock Locks and Dam, each gate will be positioned a sufficient distance above lower pool as requested by the Contractor. The Government will reposition the gate for the Contractor once per day with a 24 hour advanced notice, Monday thru Friday.
1.7.3 Positioning Bulkhead Units, Charleroi Locks and Dam
The Government will position the bulkhead units in a dogged position in a gate bay to permit painting. The bulkhead unit will be suspended from the dogging mechanisms on the adjacent dam piers, with the bottom of the bulkhead unit at approximately Elevation 767.5. The Contractor shall notify the Contracting Officer 48 hours in advance of the time a bulkhead is required to be moved. Only one such operation will be performed per bulkhead unit; the bulkhead unit will not be moved during the progress of the work for the Contractor's convenience.
1.7.4 Bulkhead Hoist and Auxiliary Crane, Charleroi Locks and Dam
The bulkhead hoist and auxiliary crane on the service bridge will not be made available to the Contractor for the performance of the work. Cranes for handling the Contractor's equipment and scaffolding must be furnished by the Contractor and at his expense. The Government will place the bulkhead and operate the gate as specified above.
1.7.5 Service Bridge
The service bridge areas must be kept free of all obstructions in order to perform daily operations of the dam. The service bridge area cannot be made available to the Contractor for the storage of materials and equipment. Any lines or hoses must be placed in such manner that they do not interfere with the operation of the bulkhead hoist, crane or gates; and do not obstruct the walkways. The location of such lines and hoses shall be subject to the approval of the Contracting Officer.
1.7.6 Dam Piers
The elevator in the Land Wall pier at Charleroi Locks and Dam will not be made available to the Contractor for access to the service bridge. The stairwells in the piers may be used by the Contractor, however, the stairs and handrails shall be maintained in a clean and safe condition at all times. No materials, supplies or equipment shall be stored in the stairwells in the dam piers. Any materials deposited in the stairwells or on handrail in the dam piers shall be promptly removed.
1.8 EMERGENCY USE OF BULKHEADS OR OPERATION OF GATES
Should river conditions require opening gates adjacent to the gate being worked, the Contractor will be ordered to remove all protective coverings from the machinery within two hours after notice by the Contracting Officer. The Contractor's attention is directed to the fact that, should high flow conditions be anticipated that would necessitate the operation of the gate being worked on or a situation occur which would require use of the bulkhead, he will be ordered to halt cleaning or painting operations, remove all protective coverings from the hoisting chains or cylinders, and machinery, remove containment structures, remove all planking from the bulkhead, remove all scaffolding, and remove floating plant from the dam, as directed, within four hours after notice by the Contracting Officer.
SECTION 01 30 00.10 Page 10
Containment structures shall be removed to the extent necessary to prevent interference with flow through the dam or being damaged by induced air currents, however, support items which do not interfere with flow may remain in place. The Government will not be responsible for any damage to such protection measures caused by emergency use of the gates in the event they are not removed by the Contractor in a timely manner. Payment for removal and replacement of scaffolding and protective coverings to permit use of the gate being cleaned and painted, removal and replacement of floating plant associated with removal and replacement of scaffolding and protective coverings, and removal of protective coverings to permit use of the gates adjacent to the gate being cleaned and paintedwill be made as specified in Section 01 22 00.00 10 MEASUREMENT AND PAYMENT. For removal and replacement of scaffolding, floating plant and protective coverngs for work at Braddock Dam, the payment shall also include removal, storage, and reinstallation of the bulkhead units. These payments shall include all costs, including impacts and delays resulting from disturbing the Contractor's work operations, due to emergency use of the bulkhead or operating the gate being painted, or removing protective coverings and containment, as applicable. A payment will be made each time the work is directed. The time allowed for completion of work will be adjusted to include the time for the period from the Government's initial directive to stop cleaning, metallizing and painting operations until the time that the Contractor is directed to resume work. Payment for repair of damage to work which has been completed will be made in accordance with Section 00700 CONTRACT CLAUSES, paragraph Changes.
1.9 SCHEDULING AND SEQUENCE OF WORK
No painting will be permitted during the period December 1 through March 31 each year due to seasonal temperatures and water levels. Any gate on which cleaning and painting has begun shall be completed with all paint coats before work is begun on another gate. Damaged closure plates shall be repaired on the bottom units of Charleroi movable-crest tainter gates before surface metallizing is commenced on the gates. Metallizing of specified surfaces shall be performed prior to painting adjacent surfaces or the back side of metallized surfaces. The work shall be scheduled so that any gate on which work is begun can be completed before stopping work for the winter. Gates shall not be returned to service, except in emergencies as specified in paragraph "EMERGENCY USE OF BULKHEAD AND OPERATION OF GATES", until completed. When cleaning and painting operations are suspended for long periods, such as winter weather, all scaffolding and other materials shall be removed so that the bulkhead and gate can be returned to service. No separate payment will be made for such removal and replacement of protection materials. After all painting of all tainter gates has been completed, the two bulkhead units shall be cleaned and painted.
1.9.1 General
The gates at Braddock Locks and Dam shall be completed prior to commencing the work at Charleroi Locks and Dam.
1.9.2 Braddock Locks and Dam

1.9.3 Charleroi Locks and Dam
Due to construction of the new River Wall, which will be in progress during the contract period, the Contractor shall commence painting on Gate No. 1 first. The bulkhead will be place in Gate Bay No. 1 and Gate No. 2 will be restricted opening as specified in paragraph Dam Gate Operating Schedule.
Gates No. 1 and Gate No. 2 will have restricted operation until the construction work at the downstream River Wall is completed. (See paragraph Other Contracts.)
1.10 DAM GATE OPERATING SCHEDULE
The dam gate operating schedules attached at the end of this section are applicable for governing gate movements by the Government at Charleroi Locks and Dam and Braddock Locks and Dam under normal conditions (all gates available). This schedule is the basis for minimizing the effect of flow through the dams on the work at the site and maintaining customary river stages above the dams. The operating schedules will be adjusted as necessary to accommodate the closing of gates for the work under this contract. The gate operations, and consequently the painting work, must also be coordinated through the Contracting Officer with the other contracts at the site. To the maximum extent possible, river conditions permitting, the following gate closings will be made:
a. The gate being cleaned and painted will be closed and the bulkhead will be placed.
b. The gate(s) immediately adjacent to the gate being cleaned and painted will be restricted operation. The adjacent gates may be operated when necessary to maintain customary river stages above the dams.
1.11 INSTALLATION OF BULKHEAD UNITS, BRADDOCK LOCKS AND DAM
