W911W6-19-R-0006 Attachment 1 - A-Team Mission Systems Development & Integration Question and Answer #2

Q1. “A-Team Mission Systems Technical Requirements” document paragraphs 3.1.1.1 through 3.1.1.8.

QUESTION: The referenced tasks require the Mission System Integrator’s (MSI’s) to collaborate and submit defined “mutually agreed to” feedback to the Government. Will the Government define the process/methodology by which MSI’s reach agreement? Will this process be part of the Government’s Integrated Program Plan (IPP) that is currently listed in the solicitation as Government Furnished Information (GFI) provided at contract award? For those items requiring Government approval, how and/or who will the Government provide feedback to for update and configuration control (i.e. all MSI’s, a topic area “lead MSI”)?

RESPONSES:

i. The Government will work with the MSI leads at the start of the program to define the process for MSI leads achieving mutually agreed upon feedback.

ii. It will not be part of the IPP that is provided at Contract Award. The process will be defined after award. The Government will update the IPP in conjunction with the MSI leads to incorporate the process.

iii. During the Phase I Collaborative Tasks period, the Government will provide feedback to all of the MSI leads for update and configuration control.

Q2. “Attachment 1 Description of Research Effort” document section 2.3 ‘Mission Systems Development and Integration’: “The Government will finalize the selection of subsystems technologies, platforms, and payloads for integration by the MSI Leads in the early stages of Phase II in time for the start of system design, integration, and test activities.” QUESTION: The number, type, maturity, etc. of these subsystem technologies and Government Furnished Equipment (GFE) payloads may impact the scope of work envisioned for the MSI’s Phase II activity; however, the MSI will not have insight from the Government on these areas until after the opportunity to update their Phase II bid has passed and selections made. Does the Government intend to update or clarify this intention to be earlier in the process or is it the Government’s intent that the Offeror should make a reasonable set of assumptions on this complexity, and state as-such in their proposal?

RESPONSE: The Government's intent is to minimize risks to the MSI's Phase II activity and finalize selections as early as possible. However, the Government cannot state with certainty that all selection decisions will be made prior to updates and selection of Phase II bids. The

Offeror should make reasonable assumptions and state as such in their proposal. Section 7.0, Instructions to Offerors should help address this question, particularly in the third sub-paragraph, “For preparing their Phase II proposals, Offerors must use the MSITD-B and

MSITD-R operational scenarios provided in Appendix D, Outline of Demonstration Approach.

Appendix D also provides information on team composition and platform capabilities to use as a basis in developing the technical proposal.” The second and third sub-criteria in the fifth sub-paragraph of Section 7.0 should also be informative toward Offerors making a reasonable set of assumptions and clearly stating them in their proposals.
