About this file
This document contains the Questions and Answers for Request for Information (RFI) W911SG24B0010 for the WSMR Repair RR7 Culverts project. The RFI provides clarification on several aspects of the planned construction work, including the locations and lengths of the culverts to be replaced, the requirements for grading and asphalt, the use of fire hydrants and borrow pits, and the specifications for the bypass roads. The responses indicate that the project will involve replacing 4 culverts along Range Road 7 at WSMR, with 48-inch corrugated metal pipes rather than precast concrete box culverts as initially stated. The bypass roads will be constructed of compacted dirt rather than temporary paving. The contractor will be responsible for coordinating with the COMMO department and disposing of demolition materials. The solicitation for this project, W911SG-24-B-0010, is a Firm-Fixed Price construction contract set aside for Service-Disabled Veteran-Owned Small Businesses, with an anticipated delivery date of 365 days after the Notice to Proceed.

ANSWER: Means and methods are not dictated by the Government.
3) Sheet 05 Note 3- States for the contractor to re-grade the arroyo streambed and side slopes 50’ from end of culvert on both sides. Please confirm this is limited to the 4 new culvert locations.
ANSWER: 50’ is the limit of the grading, please be aware that on the east side there is the WSNP fence that will limit the grading. Grade up to the fence without disturbing it.
4) Per sheet 09 note 1. There are Commo lines along the East side of Range Road 7 the contractor shall protect the Commo lines. Commo lines will need to be placed in a split duct system and encased in concrete. Will there be a need to cut the wire, lower, and reconnect?
ANSWER: No, contractor will need to coordinate with the COMMO department via COR.
5) Please prove detail for grading and asphalt on top of the new culverts, for example we need depth for cover fill on top of the culverts
ANSWER: Follow NMDOT standards for minimum cover.
6) There are not details for guard rails, or concrete parapet to protect traffic from falling into the arroyo. Please confirm it will stay open or will need guardrails or enlarged headwall.
ANSWER: No guardrail required.
7) Please provide dimensions on the win walls and aprons.
ANSWER: Follow NMDOT standards for dimensions.
8) Pg 52 of the solicitation Scope of work states “The project consists of constructing 8 – 10 X 12 pre‐fab concrete box culverts with wing walls and aprons” please confirm this is correct information. The roadway shall be reconstructed as per plan sheets. The plans do not depict the installation of a prefabricated concrete box culverts. Will the government please clarify where the concrete box culverts are to be installed on the plans?
ANSWER: This project does not require precast box culverts. Each culvert requires 48” CMP.

ANSWER: Yes, contractor can also use the water source at MM 13 on RR 7. This water source will require a backflow preventor and contractor must supply standpipe.
10) Enough borrow material does not exist to construct the bypass road at the Government Specified Borrow location. Will the government specify a secondary borrow pit that contains required amount of material necessary to construct the bypass road?
ANSWER: Bypass road will now be broken into 4 small bypass roads and each culvert.
11) Can the Government specify how much material is available at the government specified borrow location(s)?
ANSWER: No
12) Rather than a bypass road that extends the length of all 4 culvert locations, constructing a bypass road at each separate culvert location would require less borrow material, therefore the cost to build would be less. Will the government allow the contractor to construct the bypass road at each separate culvert location?
ANSWER: Bypass road will now be broken into 4 small bypass roads and each culvert.
13) Are there a specific length of culvert runs for the bypass?
ANSWER: Bypass is 30’ wide
14) Are there a specific length of culvert runs for the main road (RR7)?
