Section C - Descriptions and Specifications

SPECIFICATIONS

GENERAL DESCRIPTION OF SUPPLIES

CTG .223 Cal. 77-80.5gr HPBT Match

Descriptions of the ammunition requirements/specifications for the individual line item(s) listed above are supplied as attachments.

This solicitation encompasses a several line items, configurations, standards and/or requirements. The potential vendor must be capable of supplying all items on this solicitation, and all individual line item samples must pass the standards put forth in the attachments, or the bid be rejected (no partial contracts for individual line items).

To meet specific agency needs, the Government reserves the right to require more stringent specifications than those set forth by the Sporting Arms and Ammunition Manufacturers Institute (SAAMI). For this solicitation, the ammunition shall be manufactured to the dimensional specifications and performance standards set forth in the individual line item specification sheet(s). In the absence of these more stringent Government standards, SAAMI specification become the default specification.

Cartridge Lots. Each lot shall consist of individual components, (brass, primer, propellant and projectile) that originated from an OEM manufacturer’s single lot and are loaded with an identical propellant charge weight.

Any change in an individual components’ lot necessitates a change in the lot number for that loaded ammunition. All ammunition provided for a single lot shall be manufactured on the same production run. No lot shall be smaller than 25,000 rounds. For the purpose of this solicitation, the definition of “lot/day code’ is that the item shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product.

GENERAL CONTRACTOR REQUIREMENTS

The Government is requiring all of the ammunition submitted as bid samples in response to this solicitation be of the same ammunition lot(s) offered or if custom loaded, to be loaded on the same commercial production equipment which would be used to produce the ammunition if an award is made.

Vendor shall provide results of quality assurance testing, dimensional inspection and live fire performance to demonstrate dimensions, function, chamber pressures, accuracy and velocities are in accordance with the required Government specification and/or recommended SAAMI.

After contract is awarded the contractor shall not make any unannounced alterations to the ammunition design or components, including powder, primer, cartridge case, projectile, or suppliers without prior notification and written approval by the COR.

The contractor shall deliver within 90 days after receipt of order the ammunition that is satisfactory to the Government as reflected in bid sample and quality assurance testing.

The vendor must specify in the bid proposal that the item/line number in the solicitation is to be filled with a single lot or, if the quantities of a line item cannot be met with one single lot, provide a listing of all the lot numbers and the quantities in each of those lots the vendor proposes will be used to fulfill the contract.

GENERAL INSTRUCTIONS FOR PROPOSALS

This section specifies the minimum requirements for the preparation of proposals.

The proposal shall consist of:

Volume #1: Technical Proposal

Volume #2: Price Proposal

Volume #3: Ammunition Bid Samples (upon notification following government review of Volume 1 and 2).

PROPOSAL PREPARATION INSTRUCTIONS: VOLUME #1 TECHNICAL PROPOSAL

The technical proposal shall consist of the offeror’s approach in accomplishing the stated program objectives.

At a minimum, the Offer or shall discuss and/or provide verification of the following items:

• Description of the products being offered

• Technical specifications of the products being offered

• Identification of the lots and quantities being offered

• Vendor test data (i.e., accuracy tests, velocity tests) of those lots

This information will be provided for each line item using the Vendor Technical Data Form provided as an attachment.

PROPOSAL PREPARATION INSTRUCTIONS: VOLUME #2 PRICE PROPOSAL AND

OTHER DOCUMENTS

The price proposal volume consists of the actual offer to enter into a contract to perform the desired work. It also includes other information such as required representations and certifications, other statements made by the offer or, and any other administrative information.

PROPOSAL PREPARATION INSTRUCTIONS: VOLUME #3 AMMUNITION SAMPLES

After review of vendor submissions for volume 1 and 2(technical and price), those vendors selected to advance to phase II and III, live fire testing, must supply bid samples in accordance with specifications.

Sample must arrive at designated location 15 days after vendor notification of selection to advance.

Before a contract shall be awarded to a potential vendor, that vendor must submit a 200 round sample for bid sample testing and inspection conducted by the government to verify the vendor’s ability to meet the written technical specifications and standards for accuracy, velocity, function and workmanship. These standards are supplied as attachments in the line item specifications for each separate line item related to this solicitation.

The vendor will supply the government agency listed as the contact in the solicitation with the tracking number and estimated arrival date along with an invoice and description of the contents.

The vendor must verify in the bid proposal that the item/line number in the solicitation is to be filled with a single lot or, if the quantities of a line item cannot be met with one single lot, provide a listing of all the lot numbers and the quantities in each of those lots that will be used to fulfill the contract. In order to ensure bid sample testing and approval may be completed for each of the vendors proposed lots, samples must be provided for each of these individual lots.

1. This sample requirement may be waived, only by the end user in writing, when items identical to those in this solicitation specification sheet have previously been purchased and delivered by the offer or and accepted by the Government unless;

a. The product delivered from the offer or under a previous contract failed to meet technical specifications or

b. The bulk of the product delivered from the offer or under a previous contract had variations from the first article testing samples after the sample were approved or

c. There are previous instances where the offer or failed to fulfill an awarded contract for similar product(s).

EVALUATION FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

Technical Specification

Ballistic Performance (accuracy, velocity, chamber pressure, etc.)

Price

For this ammunition solicitation, technical specifications and ballistic performance are each more important than price. When combined, technical specifications and ballistic performance are significantly more important than price.

EVALUATION of PROPOSAL

Evaluations will consist of a three phase process. Failure to meet any of the standards during any phase will halt the test and result in disqualification of that bid.

PHASE I: Review of Vendor Submissions for Technical Proposal, Past Performance & Price

PHASE II: Government Inspection and Testing of Provided Bid Samples for Selected Vendors.

(Dimensional Compliance; Accuracy and Velocity Testing)

PHASE III: Government Functional Reliability Testing

INSPECTION AND ACCEPTANCE

PHASE I

Phase I shall consist of a review of the written technical proposal and price.

Upon completion of Phase I evaluations, an offer which successfully passes all aspects of the technical portion and offers reasonable pricing shall continue to Phase II evaluations.

TECHNICAL PROPOSAL

The Government shall assess the offeror’s technical proposal to determine whether the company has the capability to satisfy the requirements as described in the solicitation.

The technical proposal shall consist of government agency review of vendor supplied information on ammunition technical specification, accuracy test results and velocity test results. This information shall be presented on the government supplied form ‘Vendor Technical Data Sheet’.

EVALUATION OF PRICE

The Government intends to evaluate price utilizing a price analysis.

PHASE II and III

AMMUNITION BID SAMPLES

Phase II live fire testing will be conducted on the bid samples provided by the vendors selected to advance. The following guidelines apply to bid sample submissions.

• If the vendor submits COTS (Commercial-Of-The Shelf) ammunition for the proposal, the bid samples must be from the same lot number(s) the vendor will provide if an award is made.

• If the vendor submits custom loaded ammunition for this proposal, the bid samples may be from a different lot and will be used solely to determine the manufacturer’s ability to meet the standards. However, if an award is made using this method, once the ammunition is in production and prior to shipment of the bulk ammunition, a sample from that production lot must be submitted for government testing using the same criteria and acceptance standards. These samples must pass all the same standards/specifications.

Phase II Compliance to dimensional specifications. A pass/fail methodology will be used. Individual cartridges will be inspected for compliance with dimensional specifications set forth in the line item(s) specification sheet or, in the absence of specified Government requirements, in accordance with the recommended specifications established by the SAAMI. This will be done by randomly selecting ten cartridges from each submission and physically inspecting them for compliance. If any cartridge is found to be out of compliance the submission will be eliminated from further consideration.

Phase II Accuracy testing. A pass/fail methodology will be used. The ammunition will be tested and accuracy shall be measured as described in each line item specification sheet. A sample that does not meet any one of the requirements will be disqualified from further consideration.

Phase II velocity testing. Instrumental and will be conducted in accordance with specification sheet for each line item. A pass/fail methodology will be used.

Each sample submission will be tested for instrumental velocity simultaneously with accuracy and in accordance with the line item specification sheet for the following;

a. Average velocity

b. Standard deviation

c. High velocity

d. Low velocity

e. Extreme spread (between minimum and maximum velocity)

At the conclusion of Phase II evaluations, the remaining submissions will advance to Phase III evaluations.

Phase III

FUNCTION

FUNCTIONAL CHARACTERISTICS:

• Candidate ammunition must burn clean and leave minimal residue.

• The ammunition must function reliably from assembled firearms in varying environmental

(temperature) conditions.

• Chamber pressures must remain within SAAMI recommendations or government specifications in all environmental conditions.

• The bullet pull force will be sufficient so as not to dislodge or move the projectile from its seated position in a previously un-chambered cartridge during recoil, when feeding/chambering or when ejecting a chambered but unfired (live) round.

• No weapons malfunctions attributable to the ammunition

• No ammunition related defects observed

FUNCTIONAL TESTING

The ammunition will be fired through weapons for the purpose of evaluating the functional reliability of submitted sample ammunition. The weapons used for the Functional Reliability Testing (FRT) shall be listed in the line item specification sheet.

FRT firing will commence with an inspected, cleaned, and lubricated firearm. No more than 200 rounds may be fired in each weapon without the weapon being inspected, cleaned and lubricated.

Ammunition related defects include, but are not limited to:

a. Deformed case

b. Inverted primer or bullet

c. Inert or defective primer

d. Squib load

e. Inconsistent bullet seating depth

f. Inconsistent powder charge

g. An excessive residue build up in the weapon

h. Split case

i. Case not within SAAMI or government additional specifications

j. Blown primer (excluding weapon induced failures)

Malfunctions induced by the shooter or which are caused by a weapon failure or defect shall not constitute an "ammunition related malfunction/defect" for purposes of this evaluation. Malfunctions that have an indeterminate cause will not constitute an "ammunition related malfunction/defect" for purposes of this evaluation.

Ammunition-related malfunctions can include, but are not limited to:

a. Failure to feed

b. Failure to chamber

c. Failure to lock

d. Failure to fire

e. Failure to unlock

f. Failure to extract

g. Failure to eject

h. Failure to cock

WARRANTIES

The contractor warrants the product(s) to be free of material defects and of merchantable quality within the meaning of the Uniform Commercial Code. Material defects consist of folds, wrinkles, deep draw scratches, dents, burrs and corrosion. The external surfaces of completed cartridge shall also be free of foreign material including, but not limited to; oil, grease, dirt, debris or metal chips.

Offeror further warrants that the product conforms to all applicable quality and performance standards established by the government and by the Sporting Arms and Ammunition Manufacturers Institute (SAAMI) in effect at the time of manufacture, and guarantees that the product will maintain a useful shelf life under reasonable storage conditions for a period of five (5) years from the date of purchase.

Government shall conduct Quality Assurance (QA) testing of post-award production lots to ensure ammunition meets the performance parameters upon which the contract was awarded. In the event an ammunition-related failures or an ammunition-specific defect is encountered the Government reserves the right to have the entire affected lot replaced at no additional cost.

After the contract is awarded, all ammunition received as part of that contract must be identical to the sample(s) approved. If after the contract is awarded, the ammunition delivered as part of that contract fails to meet any of the performance parameters, standards or specifications, or it is determined that any component(s) differ from those of the sample(s) that was previously approved, the vendor shall be responsible for the total cost of replacement of the remainder of the unfired cartridges from that lot
