EVALUATION FACTORS
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
Basis for Award:
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation and judged by overall assessment of the evaluation, represents the Lowest Priced
Technically Acceptable offer. The following factors shall be used to evaluate offers:

Sub factor 1A: Staffing Plan
Factor 2: Price
EVALUATION CRITERIA
TECHNICAL - SECTION I – Shall not exceed 20 pages and contain no pricing or past performance data.
Section I Technical Proposal submissions shall be limited to 20 single-sided pages (8.5x11 inch;12 font). Any additional proposal material in excess of the page limits will be removed and will not be evaluated. Section I must be clearly marked “Section I - Technical Submission, must include only the Offeror’s technical submission. Section
I must not include pricing or past performance information. Section I must consist of a written narrative that is the submitter’s response/proposed solution to the requirement contained in the Performance Work Statement (PWS) and its attachments. The technical discussion must be practical, straightforward, specific, concise, and complete.
Proposals that merely offer to conduct the work in accordance with the Government's requirements, "as described in the PWS," or citing "generally accepted procedures" will be considered unacceptable and rejected. Offeror must demonstrate an understanding of the PWS required through a comprehensive discussion of each of the following:
Factor 1: Technical Approach
Offeror must illustrate how services will be performed to ensure efficiency and effectiveness of tasks, including cross-utilization of staffing. The Offeror’s response must clearly demonstrate a full understanding and the magnitude of the PWS requirement, not merely regurgitating the requirements in the PWS.
Identify the methodology and analytical techniques to ensure Scripting documents to be created are written verbatim and individualized to the role player’s scenario, separately scripted pattern of life and scenario progression to ensure that all PWS requirements are met.
Describe your qualification and corporate capabilities specifically related to performance work required in the PWS
Provide a plan for integrating with exercise planners before and during the exercise. All Planning materials are written in accordance with current signal surveys of the training environment, and proof is provided to explain how the signal survey was taken into account to meet
Sub-factor 1A – Staffing Plan
Offerors shall address the methodology and detail how the offeror proposes to perform in accordance with the requirements in the Performance Work Statement (PWS). The minimum standard: the proposal clearly demonstrate the methodology and detail how the offeror proposes to perform in accordance with the PWS. The offeror provides examples of previously generated training materials similar to those requested in the PWS, specifically scripting documents and SIGINT injects, and the offeror provides resumes for the personnel generating these materials and supporting the event that clearly meet the criteria laid forth in the PWS.
Evaluation Procedures: Proposal will be evaluated on the demonstrated ability to provide a technical approach that integrates the tasking into a cohesive effort that can be accomplished with minimal risk. The Offeror’s overall technical approach (including Staffing Plan) will be evaluate based upon how well the required aspect of the approach indicate successful performance of this risk
The Technical Approach Sub-factor will be assigned and adjective rating of: Acceptable or Unacceptable. Should any of the technical Sub-factors receive and unacceptable rating – the overall Technical Approach factor will be rated Unacceptable.

Acceptable Proposal clearly meet the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 2 – Section II must be clearly marked as “Section II – Price Submission, and must include only the Offer’s pricing submission. The Offeror’s shall include the solicitation pricing schedule with pricing for all CLINs identified. Failure to provide pricing for all CLINs may result in rejuction of proposal. Categories proposed must match the labor categories specified in the PWS.
Evaluations procedures. The Price will be evaluated to determine completeness, realism and reasonableness. No adjectival rating will be assigned to Price.
i. Completeness: To be complete, the Offeror must provide all pricing that is necessary to adequately evaluate the proposal. The Government will evaluate all offers for award purposes by adding the total. The Government may determine that an Offeror is unacceptable if the price are significantly unbalanced. Unbalanced pricing exists when price of one or more contract line items or supporting labor breakout is significantly over or understated.
ii. Realism- The Government may determine that an Offeror is unacceptable if pricing is unrealistic.
Unrealistically low pricing provides services at little or no profit and often reflect a lack of understanding of the requirements.
iii. Price reasonableness: Reasonableness will be determined by comparing the Offeror’s total proposed price to the total price proposed by the other Offerors. Comparisons will focus on the total CLINs for the basic requirement.
Additionally, total proposed prices may be compared to the Independent Government Estimate (IGE) and market labor rates to determine the reasonableness of price.
FORMAT FOR PROPOSALS
The proposal shall be submitted electronically and formatted on 8 1/2 X 11 paper with one-inch margins and using
Times New Roman font with no less than 10-point font size (smaller fonts are acceptable for graphics, figures, Tables, footnotes and legends). Proposal pages exceeding the volume limitations, margin limits, and font size, as stated in this solicitation, will not be considered. The Offeror shall use a uniform paragraph numbering system.
Offerors must submit separate cover pages clearly marked as to the RFQ identification, date of submittal, acknowledgement of any amendments, the Offerors name, address, Taxpayer ID number, CAGE code, and the
Offeror’s POC name, phone, and e-mail and all certifications required in the solicitation. The cover pages shall not count against any page limitation.
