HET Solicitation Questions and Reponses from Friday, January 12, 2018

1. In reference to section 1.8.9 does the contract manager need to be on site? If so is this daily, what are the mandated hours? Contract Manager is required to be on site daily.

2. Can you please clarify what you need to be onsite. Do you want 10 trucks and 10 trailers on site everyday? And in the equipment pool section it say 17? is it 10 or 17? Can you look at this whole sentence and see if that is a misprint. Paragraph 4.0 clearly states a minimum of 10 Trucks is required on site.

3. Equipment pool: the contract will ensure all wheel drive trucks are quipped with 8 and 9 axles, double drop-iow boys and must have at lease 17 ( 17 what )? I need to know what need to be on site everyday basically. Paragraph 4.1 states contractor will have at least one vehicle equipped with 70 ton winch capability for recovery operation; however, the Government will have an M88 Recovery Vehicle on every site to assist in recovering any unserviceable equipment in the field environment.

4. Does this solicitation require daily shipments or are there days/weeks in which there are no shipment requirements? Shipments can be twice a week or more depending the units training event calendar.

5. Will schedules allow for same truck/trailer to deliver multiple pieces throughout the day or all loads to be loaded simultaneously? Yes if there are more than 10 loads per shipment, contractor can used same truck/trailer to deliver shipment as long as the vehicle/trailer is fully mission capable/serviceable.

6. Paragraph 4.0 requires minimum of 10 Heavy Transporters on-site to support. Can this fluctuate at the Contractor’s discretion as long as the mission is supported at date and time specified?

Contractor is required to maintain 10 trucks on site unless COR has been notified.

7. Will the return trips be scheduled the same day in most cases? Most trips are scheduled on different dates unless vehicles are being requested for static displays or ceremonial events.

8. Are your volumes shown in the Solicitation for round trip moves? No but the maximum number of vehicles will be transported to the range should not exceed 20 vehicles per unit. It normally takes about 2 to 2-1/2 hours to load and transport vehicles to most ranges. The time all depends on the efficiency of the contractor.

9. Does the FSC need to be broken out under CLIN 0005 or is it understood that it will be paid at the weekly DOE average and not necessarily 13%. Currently around 10%. Can it be set at a NTE % for Base and Option years? Yes the FSC must be broken down under CLIN 0005.

10. Will there be opportunity to discuss proposal prior to final award. The Contracting Officer will determine that if there is a need.

11. When will award be made? To be determined before the period of performance.
