23. There is a “work management” CLIN and a “CLS 411” Clin. Please describe the parts of the PWS should be reflected on each CLIN.
Is work management supposed to be reflected in CLIN x001, “F.M. Work
Management Services?” - Yes These services track and coordinate all work with the COR.
What is reflected on CLIN x003 “CLS 411?” – This the labor for all maintenance and PM work needed for the contract.
Are all OMOs and PMOs on the CLIN titled “CLS 411”? Is the category of work. So all PMO’s amd OMO’s are included in CLS 411.
Does the contractor have to provide a CMMS? What is CMMS?
If so, on which CLIN should the cost be included?
What CLIN should offerors reflect the cost of administrative requirements?
Clin 001
24. Should there be a “Deliverables” section or list in the solicitation? NO
25. Work Orders:
Which of the work orders listed are covered under the ffp of the contract and on which CLIN must offerors include the price. All work orders are covered under the FFP. Clins 001,002,003 should be used to cover these costs.
Can the government please provide the referenced list of “government PMOs”? List of Equipment Provided
The last order type seems to list work that is not part of the scope of work.
Are these services required? These services are required if needed. This is the reimbursable clin.
26. Preventive Maintenance: “The Contractor shall include fixed prices for each of the Government identified PMOs with a summary of the work scope for each and description of the schedule for their performance.”
Are these Volume IV Price Proposal instructions? No, Price proposal instructions are listed in the Addendum to FAR 52.212-1, Instructions, Conditions, and Notices to Offerors.
If these are instructions for the Price Proposal Volume IV, should this information be included in the price volume? YES
Can you provide the list of government provided PMOs? Contractor will provide PMO list off of the list of assets that will be provided.
Does the government have a preferred document format for this information? No
Can the government please provide a list of building assets covered by the fixed price monthly price? The equipment list was included to solicitation W911SD-23-R-0090 and published to SAM.gov with this amendment.
Can the government please provide a list of services which are reimbursable? Services above and beyond the SOW. Any work agreed upon between the COR and Contractor of work not included in the maintenance of the building.
Under which CLIN are FFP PM services included? Clin 0001 Work Management,002 Materials & 0003 labor.
“The Contractor may propose additional PMOs, including the work descriptions, schedule, itemized prices, and justification for the added PMOs. Prices shall be itemized by labor, equipment, and subcontractor costs…” Are these additional Price Proposal instructions? Yes What are the PMOs that are not “additional”? At this point there should be none, Only thing I can think of is if added equipment is added to the building that needs PM, but do not foresee that in the future.
What CLIN are these additional PMOs reflected? These would be a MOD to the contract and added by the Contracting Officer.
How can offerors determine what these might be? Any extra PMO’s would be a MOD so should not be figured in original bid.
Which volume must contain, “the work descriptions, schedule, itemized prices, and justification for the added PMOs?” Any Added PMO’s would go through the KO and COR for approval and a MOD would be issued for the additional labor and materials needed to perform that PMO as needed throughout the contract.
If required, is this information subject to the page limits of the Volume in which it must be included? No page limits
“Material costs cannot be set or determined at the time of award. Materials shall be charged to the Government at the time of invoice after the execution of the work.”
Are all maintenance materials 100% reimbursable? NO Are maintenance materials like filters and belts all 100% reimbursable?
NO
Are replacement lights 100% reimbursable? NO If there are material costs that should be reflected in ffp CLINs, please indicate in which. The Clin for Supplies Is the cost of all repair parts and materials 100% reimbursable? NO If the cost is not reimbursable, can you please describe under which circumstances repair parts and materials are reimbursable? Under the IJO Clin

If they are reimbursable, on which CLIN should the price be included?
28. Unscheduled Tasks Definitions say the “Unscheduled Maintenance” is used non-recurring maintenance or unscheduled repairs…performed through DMOs or OMOs. This definition refers to a 32 work-hours threshold, which does not appear elsewhere in the document.
P. 60 section “4.1.2 OMO Labor Limit” says, “A few DMOs will approach the prescribed labor limit of thirty-two (32) onsite workhours…” and in other locations in this section, the definitions refer to a “prescribed” labor limit of 32 hours, but no threshold is actually prescribed in the PWS or attachments.
How is the determination of if DMOs/OMOs/Unscheduled Maintenance, etc. are reimbursable made? COR, KO and Contractor will agree what is not included in the contract
Is the contractor responsible for the first 32 hours of any DMOs/OMOs/Unscheduled Maintenance, etc., or if the threshold is exceeded, does it become fully reimbursable? 32 hours is a baseline. Only PWO’s are re-imbursable
On which CLIN should offerors include the cost of non-reimbursable work orders? IJO Clin

Which subcontractor services are reimbursable? NONE should be included in the FFP
How is it determined when DMOs/OMOs/Unscheduled Maintenance, etc.
become IJOs? They should not become IJO’s. They are included in the Contract. Any new work is considered an IJO.
Can the government clarify the threshold at which unscheduled services including repairs, new work, replacements, and unplanned maintenance services are reimbursable? Only New Work PWO’s are reimbursable.
Para 4.2
Under which CLIN are the non-reimbursable, covered services included?
001, 002,003
29. Section 5.0 Work Performance: “The Contractor shall ensure that all work meets or exceeds the specifications for the listed CLS. PWS Title Attachment No., 411, Facilities Maintenance Vertical Attachment 5” “Costs for management of the PM program shall be spread across all PMOs.”
This seems to align with the title for CLINs x003 which is titled: CLS 411.
Since it does not appear the government provided a list of PMOs, does this list of services described in the pws cover the maintenance tasks required? A list of assets will be provided to determine the PMO’s
Should the cost of management be included on CLIN x0001 include management and administration for the contract? YES
Please indicate if maintenance is required for each service, or if a visual inspection, such as tours, are required for each asset service. As per manufacturer recommendations. A cabinet full of manuals is provided and can be used to determine the scheduled maintenance and frequency

Please indicate if repairs are required, and if they are reimbursable, and at what level. Repairs are included. PWO’s non-recurring major repair, maintenance, renovation, alteration, new work are reimbursable.
30. CLINs x004: IJOs What Scope of work is associated with this CLIN? I Believe in the SOW
PWO is the same as IJO. Page 13… PARA 4.2 Why is the Quantity “1?” We do not know the qty and it is normally a set $ amount that we can work off of. Qty is not known, as per PARA 4.2 PWO’s cannot exceed $150,000.00
IJOs are provided on an as needed basis, and the estimated amount of each cannot be known by the contractor. The PWS indicates the government must approve and fund IJOs, How can offerors determine the amount for this CLIN? It is a set $ amount $150,000.00
Since according to the PWS, IJOs can vary tremendously, to ensure fair price evaluation, can the Government provide an estimated price for IJO CLINs based on their budget? YES IJOs should be evaluated when required as it varies. $150,000.00
31. Section 5.0 Work Performance on pdf page 29 says “The following instruction(s) addresses Directorate of Public Works (DPW) work management and the documents required to perform the work on real property facilities. IMCOM Facilities Maintenance Instruction…The contractor shall ensure all requirements contained in these instructions are adhered to…The Contractor shall ensure that all work meets or exceeds the specifications for the listed CLS… 411 Facility Maintenance -Vertical Attachment 5.”
If offerors must fill out the tables on Attachment 5, please provide the following information about what is required on the forms and on which CLINs the prices are required:
Are all the services listed on the two tables reimbursable? NO Which services are? PWO’s are reimbursable.
If the services needed for OMOs and PWOs cannot be determined at present, how are offerors supposed to provide estimated hours for the tasks listed on this table? QTY is unknown and a value of $150,000.00 is set PARA 4.2.
Since the level of difficulty for the types of services are not listed, how will offerors know what skill level of worker is required? Contractor responsibility EXPERIENCE
Can you please tell us WHICH of the “routine task/services” listed on the tables are expected to be performed the scope of work? All of them DMO’s, PMO’s, PM,s OWO’s, OMO’s are included.

Aren’t DMOs and PMOs reimbursable? NO Please read Facility Maintenance Instruction section
Is the cost for any of the “routine tasks/services” listed on the table included in the offerors ffp? Yes all of them.
If so, under which CLIN should each of the “Routine Tasks/Services” on the tables be included? 001,002,003

If so, which CLIN does the total price go on?

The Offeror shall provide convincing rationale to address how the Offeror intends to meet the requirements of the Performance Work Statement in accordance with Addendum to FAR 52.212-1 of the solicitation. The Contractor is responsible for all Labor, Materials, Supervision, documentation, scheduling, etc for all PM, PMO’s, Maintenance, DMO’s OMO’s.
The only work that is reimbursable will be the PWO’s and the set cost is $150,000.00 per year. This work needs to be approved by the KO and COR before any work can be completed.
