ANSWER #25: The KO and/or COR will do their best to avoid requiring the Contractor to respond to any emergencies outside the normal hours and days of operation. QUESTION #29 1.1.3 (Scope of Work) As briefly discussed during the Site Visit, the Recycling Center facility is available for use by the contractor. If the Contractor elects to use this facility, is the Government planning to dictate what recycling services will be performed? What equipment will the Government provide?
ANSWER #29 RESPONSE: It is up to the contractor to determine what recycling services are economical to provide and while maximizing recycling. See section 3 of the PWS for a description of government furnished property. The following equipment in the Recycle Center will be available for Contractor use: 1 each baler, 1 each paper shredder, 1 each conveyor system, 1 each compactor. All equipment is provided as is. Maintenance, repairs, and replacement costs are the responsibility of the contractor at no additional cost to the Government. NOTE Clin #0027, #1027, #2027, #3027 and #4027 have been removed. There is not a separate pricing for use of the Recycle Center.

The COR will contact the customer. If the COR cannot coordinate access within 10 minutes, the Contractor shall document the attempt and the site will be serviced during its next scheduled pickup.
QUESTION#32 3.1.9 discusses the West Point Recycle Center equipment and the Contractor’s responsibility. This paragraph indicates this operation is a “requirement” by the Government. Is the Recycle Center remaining OPEN with contractor management/labor? Please clarify.
ANSWER #32 RESPONSE: The use of the Recycle Center is available to the Contractor for use if desired. Use of the Recycle Center is not mandatory. If the Contractor uses the Recycle Center it can be used in any way to support the West Point recycling program. If the Contractor chooses to use the Recycle Center it will be at no additional charge to the Government. See also Q&A #29 above.
QUESTION #33 4.1.3 (Container Serial Numbers and Labeling): Is the contractor required to supply appropriate materials to identify/label containers and equipment as described? Is the Government assigning serial numbers?
ANSWER #33 RESPONSE: The contractor is required to provide appropriate materials to label containers. The Government is not assigning serial numbers. The Contractor shall propose a labeling and serial number system for Government’s approval. Once labeled, the Contractor is responsible for maintaining labels and labeling new containers for the duration of the contract.
QUESTION #34 5.2.3 (Recyclables In Refuse): Is the primary intent to divert waste from landfill or profit through sale of recycled commodities?
ANSWER #34 RESPONSE: The intent is to minimize contract costs while maximize recycling as much as possible. All proceeds from recycling are to be provided to the Treasury, see Section 5.2.3.
QUESTION #35: 5.3.10 (Container Tracking): Is the Government providing labels as described?
ANSWER# 35 RESPONSE: Labels are provided by the Contractor. The only label(s) the COR will provide are labels stating the following: “THIS CONTAINER IS FOR GOVERNMENT GENERATED WASTE ONLY. PRIVATE USE WILL BE CONSIDERED THEFT OF GOVERNMENT SERVICES AND VIOLATORS WILL BE PROSECUTED” This label will be provided once and any replacements or if there is not enough to support all containers it will be up to the Contractor to provide.
QUESTION #36 5.10.3 (Collection Costs Report): To what end is the contractor providing capital cost data?
ANSWER #36 RESPONSE: The information will be used by the Government for system evaluation and comparison.
QUESTION #37 It has become apparent the disposal of recycled materials will result in a fee for disposal for many commodities. This cost isn't identified in the solicitation and will result in higher operation costs for the contractor. How does the Government plan to reimburse the contractor for this unavoidable cost?
ANSWER #37 RESPONSE: Clin #0028 Tipping Fees Per Ton is the CLIN that is in place for the Contractor to estimate their cost to dispose of all waste materials, to include recyclables but except sludge, grit and organics. Also see sections 5.2.4, 5.2.6 and 5.10.1. There are several CLINs established in the contract for the pick-up and removal of recyclables around the installation and for specific events that the Contractor will place this cost to. The disposal cost/tipping fee will go on CLIN 0028, as described above.
Section 5.2.4 Recycle/Refuse Collection states in the last sentence that "The Contractor shall be paid by the tonnage of recyclable/refuse material picked up".
Section 1.1.3 Scope of Work states "The Contractor shall determine the most cost effective manner to minimize collection and disposal costs, maximize recycling and waste diversion rates.". This is a requirement for the Contractor to determine the most cost effective way to minimize these cost during the award time of service.
The Contractor is required, as stated in Section 5.10 Reports, to identify the collections cost and revenue data for each material disposed of in a report and provide it to the GOV for budgeting and tracking records.
