SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
RFI #3
1. The PWS states "The Contractor shall remove snow and ice from stairways, ramps, landings, building entrances and exits, and any other designated surface areas within 50 feet of the building in accordance with the approved Snow and Ice Removal Plan." Within that 50' in addition to the above, are areas of black top roadways. What portions of the "roadways" are considered to be within 50' of the building? Is the area out further than 50' performed by another contractor or by Public Works?
RESPONSE: Contractor is not responsible for snow removal or cleanup of roadways. Contractor is responsible for removal of all snow and ice on stairways, ramps, landings, building entrances and exits, and any other designated surface areas within 50 feet of the building. For instance, in the case of Davis this would cover the stairways down to Brewerton Road and the sidewalk along Brewerton Road but not Brewerton Road. It would also include the sidewalks along DE Russy Road alongside and behind Davis Barracks but not DE Russy Road or the lot behind the barracks.
DPW is responsible for the removal of snow on all roadways, parking lots, etc.
RFI #1
1) PWS Para. 1.2, Objectives, refers to Technical Exhibit TE001 which identifies buildings and building types, square footage, etc. TE001 is later referenced as Wage Determination (pages 57 and 59) but contains paragraphs numbered TE002. . . which address Government Furnished Property and Services. However, there is no mention of specific facilities, facility types and square footage. Will the Government please clarify the specific facilities to be supported?
RESPONSE: The facility to be supported is the Davis Barracks, Building 755 United States Military Academy, West Point, New York and is identified as such in paragraph 2.1.3.1 PLACE OF PERFORMANCE.
TE001 correctly identifies DOL Wage Determination data and TE002 correctly defines Government Furnished Property and Survives requirements
2) PWS Para. 2.2.9.2 requires a labor Strike Contingency Plan 30 days prior to start. Is there an existing Collective Bargaining Agreement applicable to this solicitation or the current maintenance of the facility?
RESPONSE: No, the Strike Contingency Plan is directly related to the contractor’s labor workforce and any CBA associated with that (contractor) workforce.
3) PWS Para. 2.2.11.4 (k) requires the contractor to participate in one hazardous waste response drill each year. Are these drills conducted by the Government at Davis Barracks or will the contractor be required to identify such a drill and travel to an off-site location to participate?
RESPONSE: No, the Hazardous Waste drill will be conducted by the contractor at Davis Barracks. Government representatives will monitor the drill.
4) PWS Para. 3.3.3, Work Reception, subparagraph (a) contains a restriction on use of phone-forwarding options for receipt of Priority 1 work request after duty hours. Will the Government please clarify this requirement and the restriction?
RESPONSE: The phone-forwarding options requirement is focused on not having an automatic forwarding of the work requirement to any subcontractors, independent contractors, warranty contractors or contractor maintenance personnel. The intent is that all work requirements be received and controlled so that proper control and acceptance of the work requirement is ensured.
5) PWS Para. 3.3.9 and subparagraphs address Supply Services to include purchasing, receipt, inspection, issue, storage, stock control, warehousing and inventory functions.
· Is there an established warehouse with adequate racks, bins, chemical storage cabinets, and/or shelving to securely contain all materials and equipment?
RESPONSE: No.
· Is there a loading ramp or dock or will the contractor be required to provide lifting equipment to load/unload and transport materials?
RESPONSE: Yes, there are several areas on the first floor of the building where materials can be loaded and unloaded. Please refer to the drawings for location. Loading and unloading of contractor material and equipment is the responsibility of the contractor. The government will not provide any equipment for this purpose.
· What is the largest (or heaviest) potential equipment or material to be picked up and delivered?
RESPONSE: Please review the provided equipment list for equipment sizes and weights.
· What is the limitation on distance to travel for pickup of materials from vendors as required by paragraph 3.3.9.1.2 (e)?
RESPONSE: No limitation is defined. It is expected that the contractor would use the most cost effective and efficient delivery and/or pick up methods and procedures available to the contractor.
6) PWS Para. 3.3.9.1.2 contains the statement, “A copy of the Stock File containing historical data showing stock numbers, part numbers, nomenclature, 12-month usage, quantity on hand and current requisitioning objectives.” Is this to be provided by the Government or developed by the contractor? Will the Government please clarify this statement?
RESPONSE: Developed by the contractor and provided to the government.
7) PWS Para. 3.3.10.11.1, HVAC Maintenance, states "Work shall be performed in structures that shall include, but will not be limited to, warehouses, office buildings, and complexes with special requirements such as communications centers, automatic data processing centers and training facilities." Will the Government please provide a specific list of the buildings and types of equipment to be supported?
RESPONSE: The contractor will perform work at the Davis Barracks, Building 755 United States Military Academy, West Point, New York and is identified in paragraph 2.1.3.1 PLACE OF PERFORMANCE. The barracks facility does contain communications, data centers (rooms) and training facilities (rooms) where the contractor may be required to perform maintenance work. Equipment to be supported was provide in the equipment list and is also identified in the drawing package provided by the government.
8) Is the contractor to provide the certified storage containers for Ozone Depleting Substances as stated in PWS Para. 3.3.10.11.1.1?
RESPONSE: Yes.
9) PWS Para. 3.4.11 [3.3.11?] addresses snow and ice removal and includes the use of the terms "loading and hauling". Is snow to be hauled to a designated dumping location? If so, please identify the site and location.
RESPONSE: Paragraph 3.4.11 should be labeled 3.3.11. In the event that significant snowfall is experienced, the contractor may be required to load and haul away snow as a result of the Snow and Ice Removal Services at Davis Barracks. The contractor will be responsible for the loading and hauling away snow to a dumping location of the contractor’s choice or use. No dumping of snow on government property is authorized.
10) PWS Para. 3.3.11.1 (d) requires the contractor to provide the de-icing agent. Can the Government provide specifications or the approved type/brand of de-icing agent?
RESPONSE: The contractor will recommend the de-icing agent (type/brand) that the contractor proposes to use and submit for approval to the KO as part of the Snow and Ice Removal Plan.
11) PWS Para. 3.3.11.3 states “Sufficient de-icing agents and abrasives materials shall be stockpiled to support snow removal and ice control plans.” Can the Government provide an estimate as to the quantities to be stockpiled and the location of the storage area?
RESPONSE: The contractor must determine the amount of de-icing agent and abrasive materials that they may need to keep on hand to meet the PWS requirement. A storage area will be provided on the First Floor of Davis Barracks in the vicinity of the Maintenance Office and Work Area. The Maintenance Office and Work Area also provides space for storage.
12) PWS Para. 3.4.12, GROUNDS MAINTENANCE SERVICES, states “The Government will accomplish grounds maintenance through a combination of work performed under the Contract and work performed by others. The Contractor shall perform grounds maintenance services.” These statements appear to be in conflict. Is all grounds maintenance work to be performed under this contract? If not, what parts are accomplished “by others”?
RESPONSE: Yes, all grounds maintenance will be performed by the contractor.
13) PWS Para. 3.3.10.17, LAUNDRY EQUIPMENT AND APPLIANCES, requires the Contractor to provide laundry equipment and appliance services which includes removal, delivery, repair, replacement, and installation of laundry equipment and appliances. Are these limited to washers and dryers? Will the contractor be required to purchase the appliances? Is there an economical limit on time and material costs associated with repairs?
RESPONSE: A decision has been made that the government will provide all laundry equipment and appliance services via separate contractual arrangement. The contractor has no responsibility for laundry equipment and appliance services.
14) PWS Para. 3.3.12.1 (d) states “Areas for vegetation control are delineated into different maintenance levels that include improved areas and unimproved areas. A map showing the extent of area delineation for mowing requirements is provided on supplied drawings.” Will the Government provide a more specific reference (e.g. drawing number)?
RESPONSE: L-101 and L-102 providers the landscaping planting plan.
15) PWS Para. 3.3.12.2, LEAF REMOVAL, states “The Contractor shall perform leaf removal and disposal annually in late fall from all common areas, and 15’ beyond the edge of curbing on all roads.” Please quantify the approximate length of “all roads” in miles.
RESPONSE: The contractor will be responsible for Leaf Removal along De Russy Road from the intersection of De Russy Loop to behind Davis Barracks, approximate length of 2,000 Feet.
16) PWS Para. 3.3.12.3.1 TRIMMING AND PRUNING states "A map portraying all areas for trimming and pruning is provided in the Compact Disc Exhibit." Will this be supplied or is it part of the drawing package? If so, can the specific drawing be identified?
RESPONSE: Compact Disk Exhibit refers to the drawing package. L-101 thru L-502 provides the Landscaping/Planting Plan.
17) PWS Para. 3.3.12.5, DRAINAGE AND GENERAL SERVICES. Requires the Contractor to perform a monthly inspection of grounds to identify conditions that obstruct the drainage pattern for the installation and identify work requirements as unscheduled work. A map of the grounds to be inspected, drainage and fencing is provided in the drawings. Can the Government be more specific as to the map provided (e.g. drawing number)?
RESPONSE: Facility and grounds drainage is covered in the Civil Drawings areas contained in the Drawing Package. There are multiple drawings associated with the drainage system. C-001 through C-526 provide the details necessary to plan and fulfill this requirement.
18) PWS Section 4 – Performance Requirements Summary Matrix contains a table that is split between pages 45 and 46. Please confirm that the table is complete, as displayed, since it appears to run off the page to the right but cannot be moved or edited.
RESPONSE: The complete Performance Requirements Summary Matrix is provided below.
19) TE002.12 states “The Government will not furnish propane, diesel, and motor gasoline (MOGAS) for Government-Owned, Contractor-Operated (GOCO) equipment used in performance of services specified in the Contract.” Will the Government provide a list of the GOCO equipment available for contractor use on the contract?
RESPONSE: There will be NO GOCO equipment furnished by the government under this contract.
20) TE003.4.1 states “The Contractor will be responsible to supply government approved consumable supplies for cadet rooms, latrines and common areas in the Barracks facility, such as trash liners, toilet paper, paper towel, and hand soap. In addition they will supply urinal screens.” Is the contractor’s responsibility to procure, stock and issue these items, or will we be required to service dispensers and containers in a custodial fashion?
RESPONSE: At this time is there NOT a requirement for custodial or janitorial type services.
21) During the site visit, there was discussion about providing custodial services in either the cadet areas, the restricted areas, or both. Will the Government please clarify any requirement to perform custodial or janitorial type services?
RESPONSE: At this time is there NOT a requirement for custodial or janitorial type services.
22) RFP page 26 of 93 includes FAR 52.222-41, Service Contract Labor Standards. Will the Government consider including the adjustment clause, FAR 52.222-43, to allow for equitable adjustment when the Dept. of Labor changes the prevailing wage or fringe benefits?
RESPONSE: No
