SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 05-Feb-2024 10:00 AM to 06-Feb-2024 10:00 AM.

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

Q1: At least for the initial cleanup phase of the overall cleanup for the Army Reserve in Milwaukee, will chemicals be allowed to control the weeds especially after trimming, especially the gravel areas, solar panel area, and along the fence? Knowing the site, it will be next to impossible to remove each brush overgrowth down to the roots unless you are completely redoing it. The cost will be prohibitive for any company to perform these tasks without systemic chemicals to get to the roots.

A1: All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q2: Would the use of an herbicide spray (utilized at the appropriate rate) be allowed in the gravel areas?

A2: All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q3. If not, what products would be acceptable for the removal of the weeds in the gravel areas?

A3: All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q4. Is the use of an herbicide spray allowed along the fence line?

A4. All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q5. If not, what products would be acceptable for use along the fence line?

A5. All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q6: To what extent can we use glysophate along the fence lines, in the cracks (sidewalks, parking lots, and roads), and gravel? Will there be a time we could use glysophate on 6" inches or smaller stones?

A6: All weed control shall be completed in accordance with the PWS. Please see the PWS regarding chemical weed control.

Q7: Are you going to publish any questions/RFI's that were mentioned yesterday. Also, a list of attendees?

A7: See the Supplemental Information of the Solicitation regarding published questions. This is a Request for Quote (RFQ), The government will not release names of the offerors.

Q8: Additionally, will there be a site visit sign-up sheet uploaded?

A8: No sign-up sheet will be provided.

Q9: Were there any performance issues with the previous contractor?

A9: Information regarding the performance on prior contract is considered proprietary information and will not be released.

Q10. Did the scope change at all?

A10: The RFQ contains all required services.

Q11. Who is the incumbent for the previous contract? What was their period of performance and contract value? What was the contract number?

A11. See Supplemental information of the solicitation. No additional information regarding the prior contract or prior contractor will be provided.

Q12. Would you need Snow removal in any of the specified areas?

A12. The required services are included in the RFQ, no additional services are required.

Q13. Would you consider extending the deadline of submissions by one week? This would allow for contractors to revisit the site once the snow has melted, giving contractors a better idea of the current ground conditions.

A13: The government will extend the quote due date at this time. Please see Amendment 2 for quote due date and time. No additional site visit will be held at this time.

Q14. What is the Army's expected payment terms to contractors? Net 30? Net 45?

A14. See FAR Clause 52.212-4 Contract Terms and Conditions – Commercial Products and Services. Unless discount terms are specified by the offeror, the government will process payment in accordance with the Prompt Payment Act.

Q15. We attended the site visit today and noticed that there are some trees (DBH of 3” and larger) within 5 feet of the fence line. The SOW states that the fence line shall be cleared 5 feet on each side. Does this include the removal of these trees?

A15. This does not include the removal of trees (DBH of 3.5” and larger).

Q16. Will a staging area be available to the contractor? If so, where would it be located?

A16. In accordance with Part 3 of the PWS there will be no Government Furnished Facilities.

Q17: I wanted to bring to your attention that we are encountering difficulties accessing the OPSEC attachment.

Could you kindly assist in rectifying this matter at your earliest convenience?

A17: The document is accessible through SAM.gov, but if a offer is experiencing difficulty open the document via SAM.gov please email Courtney Davis prior to the quote due date and time, she will email the document to the offeror directly.

Q18. Mowing type 1 has 2-5 inches, but edgings show height not to exceed 2 inches. Should the edging match their adjacent mowing requirements? Likewise, mowing type 2 has 3-8 inches and the edging still shows 2 inches maximum.

A21. Trash and any debris outside of the fence line shall be removed to match the PWS. Debris does not include pallets, tires, or construction pieces.

Q22. Will we have a location to store anything on site (Chemicals, SDS, eye-wash, etc.)? If so, is it secure, would it be shared with anyone else, what is the size, and is it accessible from the outside?

A22. In accordance with Part 3 of the PWS there will be no Government Furnished Facilities.

Q23. If the government's debris, crooked fencing, or unseen items cause damage to contractors’ equipment, who pays?

A23. The contractor is responsible for their own equipment. Prior to equipment use the government suggest the contractor complete a thorough walk through of the area to prevent damage. IAW PWS 1.6.8 the contractor will be held accountable for any damage caused by the contractor to government equipment is responsible.

The contractor shall be responsible for any damage cause by the placement and removal of the dumpster.

Q28. Would there be additional paperwork or requirements for green card employees or subcontractor employees coming on the military installation for this work?
