SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 15-Mar-2023 11:00 AM to 20-Mar-2023 11:00 AM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS FOR CLARIFICATION

1. The specifications include a section on Hazardous Materials however there is no mention of any hazardous materials within the plans or specs. Please indicate if this is in reference to the lead within the onsite soils and what steps if any will need to be taken to address this.

ANSWER: This section is provided as a guide for any and all hazardous materials encountered in the course of this project, both existing onsite and contractor generated.

While it is not anticipated that there will be specific hazardous materials encountered, such as asbestos, lead-based paints, PCB's or other regulated waste, the possibility still exists and this section provides the guidance for such encounters.

2. On page C5.6, it is stated that the Government is to provide the SIT emplacements and the contractor is to install. Page E5.2 states that the SIT is to be installed by Government.

Please confirm who is responsible for supplying and installing the SIT's.

ANSWER: The SIT emplacement is the concrete "bunker" that the SIT is installed in.

The Government will supply all SIT emplacements for the Contractor to install. Once installation of the emplacements is complete with all electrical and communications equipment completed by the Contractor, the Government will provide and install the SIT's for operational testing and ultimately for operational use.

3. The following plan sheets appear to be copies of previous plans from work on this range within a new tile block for this project: C.5.5, C5.6. Please confirm these sheets are for reference only similar to the E sheets that are in the same format with a For Reference Only Note.

ANSWER: Sheets C5.5 and 5.6 show the actual engineering designs for the concrete target emplacements for the Contractor to plan installation of the emplacements and all Contractor-installed equipment to be installed in the emplacements. It is clearly stated on these drawings that they are for reference only. The electrical sheets that show the titleblock from the original range construction project in 2008, which are sheets E0.1, E0.2, E0.3, E0.4, E0.5 and E0.7, are shown as such so that specific demolition may be performed. They are not necessarily for reference only as there are specific notes that have been added for this project describing the work that the Contractor is expected to accomplish based upon these drawings.

4. Sheet C1.2 states that the contractor shall salvage all existing target equipment for reinstallation. Please confirm what this equipment consists of. This would include Targets, SITs, Sandbags, Fiberglass covers, Electrical equipment, etc.

ANSWER: This statement applies to all equipment that is installed in the target emplacements. All removable target equipment, such as the SITS, sandbags and fiberglass covers should already be removed by the Customer, however, if those items are present after project commencement, they should be turned over to the Customer. The electrical equipment is to all be removed entirely and become the property of the Contractor. This is more clearly stated on Sheet E0.1.

5. Sheet E5.1 – SIT Emplacement Detail. The drawings indicate (1) horizon Unistrut for mounting of all boxes. Each type of box has two separate mounting holes (top and bottom). If we provide two points of attachment at each box, four pieces of Unistrut will be required. Would it be allowed to use either treated 2x lumber or a solid piece of aluminum plate for this reason? Please advise.

ANSWER: Unistrut is required to provide an air space behind the electrical panel and the data enclosure. This is a standard that we have employed on almost all other ranges in the recent past. It allows for maximum flexibility and adjustability and a standard mounting method.

6. Sheet E5.1 – SIT Emplacement Detail. The nonmetallic conduits are directly attached into the power panel. If we do it this way our conduits will need to be stubbed up perfectly to hit the knock outs in the panel. Would it be allowed to use direct burial rated wiring in place of pvc conduit? Please advise.

ANSWER: No. The conduit is required to be stubbed from the target emplacement so that in the future, if the need arises, cables can be replaced without having to dig underneath the emplacement.

7. Sheet E5.1 – SIT Emplacement Detail. Are cast aluminum bell boxes and covers acceptable instead of FD boxes and covers?

ANSWER: No. Changing the design to aluminum causes more problems than it solves.

It would be better to stick with the specified ferrous FD boxes.

8. Sheet E5.4 -- Pistol Range. Lane 7 requires US6(7). According to the legend that would indicate a quantity of 7, #6, 3 wire circuits in a 1.5” nonmetallic conduit. Please clarify all lanes.

ANSWER: To clarify, each single conductor 3-wire circuit is in a dedicated 1.5” conduit from HH4 to the first target in their respective lanes (15 total 1.5” conduits). Please see the nomenclature describing the conduits and circuits leaving HH4 going to lanes 7 through lane 1, lane 7 shows there are 7 conduits with 7 single conductor three wire circuits. Continuing in the joint trench, the quantities for both conduits and circuits drop by 1 at each lane as the conduit leaves the trench and goes down the lane to the first target in the lane. You will also notice that there is no (y) quantity for the last lane (1 or

15) as that is a single 1.5” conduit with (1) single conductor three wire circuit.

9. Sheet E5.4 -- Pistol Range. Past range projects have required a 4 wire power circuit to each lane, 2 phase conductors, an ungrounded conductor, and a ground conductor to each target (not 3 wire) Please clarify.

ANSWER: The specifications call for a bare grounding conductor to be included with each power cable.

10. Sheet E5.4 -- Pistol Range. Please clarify the exact type of power cable required.

ANSWER: There were inadvertently two wire types listed in the specification, all wire should be XHHHW-2.

11. Sheet E5.4 -- Pistol Range. If the communication cable is not direct burial rated, the cable can’t be exposed under the data enclosure as shown the SIT detail on sheet E5.1. Please clarify the exact type of communication required?

ANSWER: See legend on sheet E5.4 & E5.6 for the performance specification for cable.

Regarding a specific cable specification, Belden cable 28329as was used as design intent for conduit fill but not specifically specified. Please provide cable that meets the application requirements for installation in conduit and/or direct burial (armored).

12. Sheet E5.4 -- Pistol Range. General note 6: Is it acceptable to direct bury all cables utilizing armored direct buried cable from HH2 to each target instead of nonmetallic conduit with cable inside of it?

ANSWER: No, the intent is for all cables to be in conduit from the tower to beyond the pistol range. The reason for this is that we have drainage pipe above the electrical and communication circuitry in the pistol range (see note 9 on sheet E5.4). If a cable should need to be repaired or replaced in the future, we do not want to have to dig it up as it may cause damage to the drainage system. This condition does not exist in the ARF so the cable will exit the raceway system at a handhole on the south end of the pistol range and continue as direct buried.

13. Sheet E5.14. Please clarify the exact 6/C twisted copper data cable required from the data cabinets to the interface adapter.

ANSWER: Please provide cable that meets the application requirements for installation in conduit and cable tray, see reply to question 11.

14. Spec section 260523—2.02A. The specs only indicate one type of communication cable for this project. The drawings indicate a pvc jacketed cable for the pistol range and a direct burial type cable for the rifle range. Please clarify the exact type of cable required for the pistol and rifle targets.

ANSWER: Please provide cable that meets the application requirements for installation in conduit and cable tray, see reply to question 11.

15. With the process of getting approved submittals after award of project, then ordering material and the lead-time of the cable it will be hard to get this project completed in the 120 days ANP. Please Advise?

ANSWER: Per Specification Section 01 12 10, no work on the site may be done until the Notice To Proceed is issued. The Notice To Proceed will not be issued until the Contractor has issued written notice to the COR that the Contractor has received all Government and Contractor supplied materials.

16. Drawing E5.4 legend entry for USX(Y) states”…number of single phase, single conductor, three wire power circuits…”. Does this mean US6(2) would be (2) #6 wires or

(2) #6 three conductor cables?

ANSWER: This refers to (3) single conductor wires that make up a 3 wire circuit where

(X) refers to size in AWG, and (Y) refers to quantity of three wire circuits at that location, see reply to question 8.

17. Drawing E5.9 shows details of the data panels. Note 3 states “Each cabinet shall be equipped with (10) Surge Suppressor Cards. Is the electrical contractor to provide these cards? If so, please provide either specifications on these cards or manufacturer and part number.

ANSWER: All data suppression cards in the project to be provided by contractor (InVeris #20-3020).

18. Drawing E5.1 depicts the typical SIT layout. A note regarding the data panel states “Provide Inveris Training Solutions part #20-3286”. Is the electrical contractor to provide this cord, or is it being provided by the target vendor?

ANSWER: The contractor shall provide this cord.

19. Drawing E5.5 has a note detailing conduit and wire quantities between HandHole 4 and HandHole 5. The note states “(3) 4” NMC and (4) US4(12)”. Is this a typo or are there to be (48) power cables within the (3) 4” conduits?

ANSWER: Yes, this should be 12 US4 Cables, NOT (4) sets of 12. The (4) in parenthesis is an error, please ignore.

20. Drawing E5.4 “Pistol Range Data Plan” depicts the oneline layout for data cabling between targets. The legend states that “TCX(Y)” is 12 conductor twisted copper communication cable. However, there are (8) targets; if each target gets one pair (2/c), wouldn’t 16 conductor twisted copper comms cable be required?

ANSWER: Each target/suppression card receives (6) conductors and the other (6) are a set of spares per target/card. This 12 conductor communication cable is not per target but per lane and all the targets on that lane communicate on the daisy chained communication circuit.

21. Similar to question 5, however dealing with the rifle targets. There are (7) targets; would this require 14 conductor twisted copper comms cable?

ANSWER: See reply to question 20.

REAL ID Act implementation and how it impacts U.S. military installation access.

Federal agencies, including the Department of Defense, are prohibited from recognizing driver’s licenses and identification cards that are deemed non-compliant according to the REAL ID Act. Due to the pandemic, its disruption of states abilities to issue the Real ID-compliant driver’s licenses DHS has extended the deadline. The U.S Department of Homeland Security (DHS) will begin enforcing the Real ID law on May 3, 2023.

Wisconsin DMV issues REAL ID compliant products (marked with a *) in accordance with the federal Real ID Act of 2005. To get a Real ID, a driver needs to present documents to the DMV proving their age and identity, Social Security number and residence address. This generally means bringing a birth certificate or passport, a Social Security card or tax form such as a W-2, and two proofs of address.

Visitors at Gate20 and Main Gate requesting installation access who do not have a REAL ID Act-compliant form of identification and cannot provide supplemental identify-proofing documents must be escorted at all times while on Fort McCoy by a USAG or Tenant DOD ID card holder.

Supplemental identity-proofing forms of identification that the driver may use at Gate 20 or Main Gate in conjunction with a state driver’s license to request access to Fort McCoy are as below:

Transportation Worker Identification Card (TWIC) United States Passport or United States Passport Card Birth Certificate or Document with a person's full name and address Veteran Health Identification Card (VHIC) Issued by the US Department of Veterans Affairs.
