SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 06-Apr-2021 11:00 AM to 13-Apr-2021 11:00 AM.

The following have been modified:

QUESTIONS AND ANSWERS

Question (1) Drawing M 1.1 States "Natural Gas Service Including Piping Up To Gas Meter and Gas Meter by Excel Energy". Is the cost of the service the responsibility of the contractor? Or the Base? We are assuming that from the meter to the equipment is the responsibility of the Contractor?

Question (1) Government Response: Xcel Energy will provide the new gas service lateral and gas meter and DPW Energy Branch will cover the costs only for the service lateral and meter. All other work, fuel piping extending from the gas meter to all gas fired equipment units, preparatory work and stub-ups, support, inspection and testing, documentation, and connections are the responsibility of the Contractor at Contractor's expense. Refer to Specifications and Drawings dated March 2021 for requirements including but not limited to Section 01 10 10 Paragraph 1.01 C.4. (all) and Part 5, and drawing sheet M4.0 (keynote M8).

Question (2) Because the building will be empty during the work, will storing materials, gang boxes, and tools in the gym be allowed?

Question (2) Government Response: Per Section 01 10 10 Paragraph 1.08 D., the Contractor must submit a written request to the COR for a designated storage area at or near the facility. The facility will be unoccupied during the construction phase, but it will not be empty (there will be typical facility systems, equipment, and contents). After the Contractor submits a request for on-site storage, the COR will determine an appropriate designated storage area if available. There is not any guarantee of storage within the facility. Refer to Specification Section 01 10 10 Paragraphs 1.01 A.4., 1.08 (all), 1.09 (all) and 1.10 (all).

For clarification, the Contractor must maintain acceptable environmental conditions during construction to protect building systems, equipment, and contents from all types of damage. The Contractor must provide temporary heating, cooling and ventilation systems during all outages to maintain acceptable environmental conditions (refer to Section 01 10 10 Paragraphs 1.04 C.1 and C.2.).

For clarification, the Contractor must provide submittals in compliance with Specifications and as specified in Section 01 33 00.

For clarification, the Contractor must provide proper storage and handling of all products for installation in compliance with Specifications to protect against damage.

Question (3) Can the removed ceiling tile be stored in the building, if the areas of work will be done in phases?

Question (3) Government Response: Refer to the Government Response above for Question (2). There is not any guarantee of storage within the facility.

Question (4) Are there any of the mechanical systems slated for demolition to be turned over to base personnel? Possible stock/replacement parts?

Question (4) Government Response: No, there is not a requirement for mechanical systems specifically identified for demolition to be turned over to the Government for re-use.

Question (5) The M plans do not show the removal or replacement of the VRF system piping to the fan coil units nor the heat recovery units. Is it the intent to reuse the existing VRF piping?

Question (5) Government Response: The design intent is to replace the existing LG VRF system(s) with new equipment of the same manufacturer as existing equipment. Per AE's discussion with local manufacturer vendor, existing refrigerant piping could be re-used for new equipment of the same manufacturer as existing equipment. Per design intent, extend refrigerant piping to new equipment units as required for connections in accordance with manufacturer's recommendations.

If the Contractor selects a different equipment manufacturer, provide new refrigerant piping for all new equipment, provide removal and proper disposal of existing refrigerant, and either abandon existing refrigerant piping in place with cap and seal or provide proper removal and disposal.

If the Contractor plans to use LG equipment and the equipment manufacturer (local vendor) recommends to replace the refrigerant piping, provide new refrigerant piping for all new equipment, provide removal and proper disposal of existing refrigerant, and either abandon existing refrigerant piping in place with cap and seal or provide proper removal and disposal.

Question (6) We can abandon the current refrigeration lines above the drywall ceiling and run the new VRF line sets above the drop ceiling, correct?

Question (6) Government Response: Refer to the Government Response to Question (5) above. Route new refrigerant piping along same route as existing piping where possible including above dropped ceilings (not above drywall).

Question (7) Plan page M2.0 has a key note to provide new refrigeration piping to FCU 19 only. The sheet note 2 states that existing refrigeration piping is not shown for clarity.

MD 1.0 does not show removal of existing refrigeration piping to the FCU or HR units.

Note M3 on page MD 1.0 says to reconnect existing refrigeration piping but that is on the Demo page not the new work page. There is no way to verify that the existing piping is the correct size for the new units and whether it is in clean condition to be warrantable. The Mfg.

does not recommend using existing piping and may not warranty the equipment.

Please Clarify.

Question (7) Government Response: Refer to the Government Response to Question (5) above. Sheet note 2 on drawing M2.0 is amended for clarity.

For Clarification: If the Contractor plans to use LG equipment and the equipment manufacturer (local vendor) recommends replacement of the refrigerant piping, the Contractor is responsible to include all costs associated with the replacement of refrigerant piping and provide a letter from the equipment manufacturer to replace the refrigerant piping.

For Clarification: Per drawing MD 1.0 Keynote M3 requires re-connection of refrigerant lines where new equipment is of the same manufacturer as existing equipment and in accordance with manufacturer's recommendations. Keynote M4 requires a dedicated new FCU-19 with a remote condenser on the roof to replace an existing CMC-4 unit.
