7) A site visit is scheduled for May 14, 2020 at 11:30 AM (CST) Local time. The POC for the project is Rosalyn Howard at (608) 388-4617.

In response to the COVID-19 pandemic and the President's declaration of a National Emergency concerning COVID-19 on 13 March 2020, MICC Ft McCoy is following the recommended safety guidelines imposed by the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to mitigate the spread ofCOVID-19. Therefore, the procedures for Site Visits are hereby changed as detailed in the following paragraphs:

1. RSVPs for site visit are required 2 business days (MICC is open Monday through Friday only) before the site visit. Please note if the site visit is on Tuesday, all site visit RSVPs are due on the preceding Friday. Please email the Contract Specialist your company's attendance, along with the number of subcontractors attending. In the email include the solicitation number and "site visit" in the subject line.

2. The names of individuals who are projected to attend are not necessary. The MICC is only looking for the number of individuals attending. We will be limiting groups to 10 at a time, so staggering of groups may be necessary.

3. Only one individual per firm is allowed to attend the site visit. (1 individual from the prime and 1 individual from each subcontractor’s firm)

4. Face masks must be worn by all attending parties. MICC Fort McCoy will not be providing face masks.

5. Six feet social distancing space must be maintained at all times by all parties.

6. Bathrooms are accessible before the site visit for hand washing. Contractors may return to the MICC for access to the bathroom after the site visit for hand washing.

7. Violation of these rules may be grounds for individuals to be removed from the site visit.

These ground rules are intended to be followed by all attending the site visit and those conducting the site visit. This is to ensure the safety of the entire team, including the individuals attending and those conducting the site visits.

These measures ensure all parties are following the CDC Guidelines to prevent the spread of COVID-19. If you have any symptoms or are unsure of your COVID-19 status, please do not attend the site visit. Please follow CDC Guidelines for self-isolation if you have any symptoms as identified by the CDC.

Please ensure you arrive at Fort McCoy early enough to gain access to the installation prior to the beginning of the site visit. All parties will meet at the Contracting Office, 1108 South R Street, Fort McCoy, WI, before visiting any site locations. Late arrivals will not be accommodated nor will any additional site visits be scheduled.

Please utilize the time before the site visit to review and become familiar with all the documents.

Questions will not be answered at the site visit. All questions must be emailed to the Contract Specialist by the deadline stated in the solicitation. All questions will be answered and an amendment will be posted to beta.sam.gov showing all questions received and all applicable answers.

Please check beta.sam.gov for all amendments and updated documents before your firm submits a bid, quote or proposal.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 2:00 PM, local time on May 20, 2020. Include in the subject line of the email the Government's solicitation number;

failure to do so will lessen the Government's ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that attendees plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The site visit will begin promptly without considerations for late or lost attendees; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

9) In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. The applicable wage determination is incorporated into the contract in Attachment 5. The WH-1321 poster is located at http://www.dol.gov/compliance/guide/index.htm

10) Contractors are referred to EPA’s list of EPA-designated products available at http://www.epa.gov providing products that contain recovered materials.

11) In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio- based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov

12) SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

a. A DUNS number is required for SAM registration. If your company does not have a DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238210 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 238210, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2019) in SAM to be eligible to receive an award for this solicitation.

13) VETS-4212 Registration: You shall register on the VETS-4212 site to be considered for award.

14) FAR 52.228-13 is applicable to this requirement. The Contractor shall submit alternative payment protection if the award is at or above $35,000.00 and less than $150,000.00.

15) FAR 52.228-1 is applicable to this requirement. The Contractor shall submit performance and payment bonds if the award is at or above $150,000.00.

16) Evaluation of Offers: The Government will evaluate quotes received in response to this solicitation solely on the basis of price and price related factors. Offerors shall submit a price for each item specified in the Schedule of Supplies/Services and Prices/Costs”. No quote for a quantity less than that specified in the Schedule will be accepted. All prices quoted in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

Questions and Answers

Q1. Will offsite precast concrete pole bases be accepted?

A1. That will be acceptable pending pole base design review in the construction phase.

Q2. Is the scale house on Ft. McCoy available to contractors to weight waste material taken to the Ft. McCoy recycling facilities?

A2. Yes, provided the contractor performing the hauling has base access privileges.

Q3. Is the wooden pole at the top of the magic carpet to be removed, or only the lights removed off the wooden pole?

A3. According to the keyed notes on the drawings, the whole pole and fixtures get removed. There will be an amended drawing note to relocate an existing NEMA 3R circuit breaker enclosure for existing electrical supply associated with the Magic Carpet that is not associated with the lighting system.

Q4. Is direct bury tray cable (Type TC, NEC art. 336) acceptable in lieu of direct bury MC cable?

A4. No. Fort McCoy specifies PVC jacketed MC cable to prevent damage to underground electrical installations from damage by heavy vehicle traffic, burrowing animals and incidental exposure due to excavations.

Q5. Is cable in conduit (Type NUCC, NEC art. 354) acceptable in lieu of direct bury MC cable?

A5. No. Fort McCoy specifies PVC jacketed MC cable to prevent damage to underground electrical installations from damage by heavy vehicle traffic, burrowing animals and incidental exposure due to excavations.

Q6. Is ground compaction testing needed if electric cable is installed by vibratory plowing?

A6. No.

Q7. Page CE 5.1 of attachment 2 states 5000 psi concrete strength, Page 67 part 4.01 states 4000 psi concrete strength. Does the concrete need to be tested to 4000 or 5000 psi?

A7. Specifications will be amended to read 5,000 psi.

Q8. Will you please clarify that this is a Small Business Set Aside and not a VOSB, and that registration on VETS- 4212 is just for reporting number of veteran employees, if any.

A8. “This solicitation is a 100% Small Business set-aside under NAICS code 238210 with a size standard of $16.5 Million.” See Solicitation page 1 section 10 and Supplemental Information #3.

“VETS-4212 Report is to be completed by all nonexempt Federal contractors and subcontractors with a contract or subcontract in the amount of $150,000 or more with any department or agency of the United States for the procurement of personal property or non-personal services. Services include but are not limited to the following services: utility, construction, transportation, research, insurance, and fund depository, irrespective of whether the government is the purchaser or seller. Entering into a covered Federal contract or subcontract during a given calendar year establishes the requirement to file a VETS-4212 Report during the following calendar year.”

“LEGAL BASIS FOR REPORTING REQUIREMENTS: Title 38, United States Code, Section 4212(d) mandates that Federal contractors and subcontractors subject to the statute’s affirmative action provisions in 38 U.S.C. 4212(a) report, at least annually, the number of employees in their workforces by job category and hiring location, and the number of such employees, by job category and hiring location, who are qualified protected veterans. In addition, Federal contractors and subcontractors must report the total number of new hires during the period covered by the report and the number of such new hires who are qualified protected veterans. Further, Federal contractors and subcontractors must report on the maximum and minimum number of employees during the period covered by the report.”

SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:
