A site visit is scheduled for April 3, 2018 at 10:00AM PST. Interested attendees are asked to meet at the Los Alamitos JRTB, 4102 Constitution Ave, Bldg 912, Los Alamitos, CA. The POC for the site visit is Stephen Berger at 562-795-1293, cell: 650-546-6893. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to rosalyn.l.howard.civ@mail.mil no later than 11:00am PST on April 9, 2018. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.

VETS-4212 Registration: You shall register on the VETS-4212 site to be considered for award.

SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. a. A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration should indicate that you are a provider of NAICS 237310 under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2014) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2014) in SAM to be eligible to receive an award for this solicitation.

PROJECT MAGNITUDE

The magnitude of this project is between $100,000 and 250,000.

EVALUATION FACTORS

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the Section 00010. No bid for a quantity less than that specified in the Schedule will be accepted. All prices bid in response to this solicitation must include all costs associated with this project, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

BID GUARANTEE

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.

QUESTIONS & ANSWERS

Q1. Will it potentially be 2 EA phases included in this project?

Phase 1 - All Work West of Fire Lane Phase 2 - Fire Lane Work and All Work East of the Fire Lane

PLEASE VERIFY.

A1. Phases 1 and 2 will be required. Phase-1: West of Fire Lane, Phase-2: Fire lane and East of fire lane.

Q2. Will media TT-B-1325F Type 3 will be required for all markings to be installed? The ETL does not require apron markings to have reflective media. PLEASE VERIFY.

A2. Type 3 media should be used in all Yellow Striping.

Q3. Will 6" black contrast striping need to be placed on either side of all markings? The ETL does not require black contrast striping but without it the markings are hard to see on PCC especially at night.

A3. No Black contrast striping will be used except on grounding points.

Q4. Does the existing painted markings contained hazardous materials, specifically lead? If so, how is it to be removed and disposed of?

A4. There is no lead in any paint samples. Certifications on file at facility.

Q5. Will paint removal be required for all existing painted markings regardless of whether or not they are conflicting with the new configuration prior to installing the new configuration?

A5. Yes, with the following exception. Service road markings will be removed for a distance of 50 feet on either side of NEW fire lane.

Q6. Would high pressure water blasting be an acceptable paint marking removal method, which is a standard at most major airports? The SOW states that environmentally friendly chemical agents shall be used for paint removal but most affective paint removal products are not acceptable to be used in California and they tend to leave a residue that disallows proper bonding of newly painted markings. Complete removal debris collection using chemical agents is nearly impossible making lead paint removal with this method improper. Also, abrasive blasting is a potential method of removal but OSHA Silicate standards are extremely difficult to achieve using this method, and impossible for lead paint removal unless the area is tented, not to mention the potential FOD risk created by abrasive blasting.

Q7. Will as survey be required or will fully dimensioned plans be provided prior to bid date? Please provide fully dimensioned plans showing all linear dimensions, spacing, curve radii, aircraft parking details, including aircraft parking numbering that was not included on the original SOW.

Q8. It is stated in the SOW that PCC joint seal must be repaired if damaged due to paint removal activities. Please verify.

A8. That is correct.

Q9. Is it the government’s expectation to paint the service road from the projects Easterly Limits to the projects Westerly Limits? Are the service road paint marking to be included?

A.9. Service road markings will be removed for a distance of 50 feet on either side of NEW fire lane. No service road striping will be painted / repainted.

Q9.1. If so, is removal of existing service road markings required prior to repainting because per ETL 5.3.4 the paint must be removed before re-installation even if in the same location?

A9.1. Service road markings will be removed for a distance of 50 feet on either side of NEW fire lane. No service road striping will be painted / repainted.

Q9.2. If so, are the new service road markings to be the same pattern and detail as the existing service road markings?

A9.2. No service road striping will be painted / repainted.

Q9.3. Does service road "S" curve, located just east and west of the fire lane, have to be removed and realigned in order to allow for proper distance/spacing from new install taxiway Lead in/out?

A9.3. Service road markings will be removed for a distance of 50 feet on either side of NEW fire lane. No service road striping will be painted / repainted.

Q10. Please verify that this contract does not include installation of grounding points and/or tie downs.

A10. That is correct

Q11. Please verify that this contract does not include testing of any existing grounding points and/or tie downs.

Q12. Please verify that this contract only includes the painting of government tested/ approved grounding points.

A12. Approximately 26 currently marked ground points will be painted.

Q13. Can we email our bids instead of sending them in hardcopy, then give the winning bidder 10 days to deliver hard copies?

Q14. In regards to project oversight, can the superintendent perform the tasks of the Quality Control Supervisor, Safety Supervisor, and Site Supervisor/Superintendent?

A14. The Contractor is responsible for Quality Control, Safety, and Site supervisors/Superintendent.

Q15. Section 4.2 of the SOW specifies removal of the existing paint. Please confirm that the existing paint is non-hazardous, i.e. no lead content.

A15. There is no lead in any paint samples. Certifications on file at facility.

Q16. Please specify if FOD fencing is required during removal of the existing paint.

A16. Fencing is not required per airfield safety personnel.

Q17. Please confirm the project must be completed in two separate phases.

Q18. Section 4.4 calls for surface cleaning of each general work area. Please confirm that water blasting is an acceptable means of surface cleaning.
