QUESTIONS AND RESPONSES

Question: Sec 02524, part 1.03.D, Method of Drilling - You have listed out that the only approved method is dual rotary? I would like to put in a request for mud drilling the upper enlarged hole. It is a code approved method for drilling. We would only be using it for the upper enlarged (20”) drill hole for setting the 16” finish casing in. The specs say that once the 16” casing is set in place that the annular space is to be flushed with drilling mud before grouting. So I see no problem with mud drilling the upper enlarged hole. There will be no drilling mud in the lower 16” production hole. This is the same method of drilling that was used by our firm when we drilled the new well #26 on base for the housing project. It went flawlessly. I feel with the dual rotary as the only approved method you are cutting out all the small businesses that do high quality work. There are only 3-4 rigs in the whole state that are dual rotary. There are hundreds of rigs that are capable of drilling large holes with the mud drilling method.

Response: Section 02524 has been updated to include Bud Rotary or approved equal.

Question: Sec 02524, part 1.03.E.1.c, Grouting the Well - You have listed out that you would like us to use a grout shoe. These things are very unreliable. Out of the past 5 jobs we have had 4 of them not perform well. The float valves or ball checks stick and you end up with a ton of cement in the 16” casing. Code states that we can place the conductor pipe down the annular space (between the 20” hole and the 16” casing) and pump grout into the annular space keeping the conductor pipe submerged in cement at all times. That is a code approved method. So we are wondering if we can put in a request for a change order for no grout shoe?

Response: No. Grouting of the well will be completed as listed within the Specifications.

Question: Drawing E5.1 - what are these abbreviations? GAW, GAP, GSW Response: Refer to Note 5 on the feeder schedule. Generator Annunciator Wiring, Generator Annunciator Panel, Generator Start Wiring.

Question: Generator - Spec book calls out for LP system, drawings call out for natural gas system? Which is it?

Response: Generator shall be Natural Gas as indicated on the plans. Specifications Sec 16235 have been updated.

Question: Is Excel Energy providing new underground transformer, and if so where is the location on site?

Response: Pad mounted transformer by Xcel Energy. Refer to plan sheet C1.3 for location. Coordinate final location with Fort McCoy and Xcel Energy.

Question: Spec book calls 100 AMP main lug, 10 AIC panel on page E5-1 of drawing calls out for a 150 AMP main breaker 22 AIC panel. Which is it?

Response: Panel 5031 shall have a 150A MCB and 22kAIC rated.

Question: Drawing W1-1 Item 45 Carrier conducts 1” on ceiling, why not put 1 1/2” PVC conduits underfloor and up under 6” water pipe from well, right under injection ports, like other wells are usually done. Drawing 1/W5.1 shows the low approach for chemical tubing. This cleans up appearances and nothing will hang from the ceiling to bump or bang around while doing maintenance.

Response: Complete carrier conducts as listed within the drawings.

Question: Well top A/ W3.1 well head detail, can't figure what your well top is built like? Shouldn't it be like Charlie Cameron of DNR LaCrosse office has had us do with 16” weld slip flange and 5/8 steel plate to bolt to it with red rubber gasket?

Response: This detail is intended to show the contractor an overview of how a submersible well pump and pump base come together. Each contractor has their own means and methods of construction for this water tight seal. As per the drawing the contractor shall complete the water tight seal per WDNR NR 811.32.(1)(b).

Question: Stiller pipe should have 2- SS screws across bottom on 90 degree to each other so transducer can't fall out and down the well. Well 31 profile B/W3.1.

Response: This detail is intended to show the contractor an overview of how the final well can be finished. Each contractor has their own means and methods of construction. The required 1 ½-inch PVC stilling tube shall be large enough to safely house the contractors proposed transducer. The stilling pipe shall be secured within the well and allow water to enter into the stilling tube while not allowing the transducer to exit the bottom of the PVC pipe.

Question: 6” pump discharge column pipe B/W3.1 centralizers are not needed with VFD soft starting in a straight well. No foot valve needed with a submersible.

Response: For the 6-inch discharge column pipe centralizers are not required but are recommended to keep the column pipe centered within the casing. WDNR 811.37.5 ( c ) requires a check valve to be installed for submersible pumps. Provide an in-line 6-inch check valve based on the recommendations of the pump manufacturer and column pipe sizing.

Question: W5.1 drawing A&B show a bolt type union below the isolation ball valves under air/vacuum and air release valves, no union point really needed, especially below isolation valve, why not just SS threaded nipple from D.I. Blind tapped flange up and into isolation valve and 2nd SS nipple valve into release valve. No union at all?

Response: This detail is intended to show the contractor an overview of how the final air release/vacuum valves for the well can be completed. Each contractor has their own means and methods of construction to complete this work.

These changes should be noted during your shop drawing review submittals as discussed in section 01300.

Question: Plan Sheet P1.1 - No main plumbing vent up through roof of pump house?

Response: Not required.

Question: 3” os means what on plumbing Isometrics?

Response: 3” open site drain. Terminate with 3x4” reducer a minimum of 2” above finished floor.

Question: Do you want 2 ball valve shut offs on water heater, if both shut off, it becomes a bomb if safety relief fails? Usually only 1 ball valve used on cold inlet.

Response: Provide both shut-off valves per plan.

Question: Will Sioux Chief Products for floor drain be equal to, called out FD'S?

Response: Sioux Chief is acceptable.

Question: Eye wash a self-contained unit, no water of drain for it. Sec W1.1. Item 47?

Response: Refer to the plumbing drawings per note 47. You will find the fixture on P1.1, EW-1, the water and drain.

Question; Drawing 1 Page P1.1 shows 4” main lean-out and 4” pipe leaving the building, drawing 4 shows 3” for both?

Response: Install sanitary per floor plan. Transition to 4” prior to leaving the building.

Question: For Page P1.1 Drawing 4- The 1” copper water is derived from 6” pump discharge piping and goes to ceiling, why not go down underfloor and come up along wall. Keep cleaner look, nothing hanging down from ceiling to bump or bang around when doing maintenance.

Response: Routing piping below grade is acceptable.

Question: P1.1 item 15 Dia electric union, not usually required for the 1” copper discharge pipes to the air/vacuum or air release valves, do we need here? W5.1 A&B details.

Response: Provide dielectric union at connections on dissimilar metals.

Question: Sec 13420 magnetic flow meters, will Badger Mfg. be an acceptable brand, as we used in well 30?

Response: Other magnetic flow meters will be acceptable if they are approved during the shop drawing review process and if they are considered an approved equal. Please follow the shop drawing submittals as discussed in section 01300.

Question: Labor rates, no listing for plumbers or HVAC and duct work employees?

Reponse: The Buiding Wage Determination is now being used instead of the heavy wage determination. Please see the updated Attachment 4, Wage Rate Requirements Updated 8MAR18.

Question: Acceptable manf. of submersible well pump, can Gould's be added to list? For Centrifugal pump also?

Sec. 11218, 2.01A and 11220, 2.01A?

Response: Other submersible well pumps will be acceptable if they are approved during the shop drawing review process and if they are considered an approved equal. Please follow the shop drawing submittals as discussed in section 01300.

Question: I believe we have a redundant circuit breaker in this drawing, please confirm the emergency line circuit breaker is not needed in the service entrance transfer switch. Thank you.

Response: Provide both circuit breakers as shown on plans.

Question: 02524-1 1.03 D 1a&b Dual rotary, we asked in our 1st set of questions, can mud drilling of the upper enlarged well hole be approved? No answer as of yet.

Response: See reply above.

Question: 02524-2 1.03 E 1b Casing 16” ID should be OD. 15.25 ID Response: OK. These exact dimensions should be noted during your shop drawing review submittal as discussed in section 01300.

Question: 02524-2 1.03 E 1e&f Lower hole 15 1/8” bit in 15.25” casing 16” casing is 15.25” ID with clearance needed, we’re down to a 15 or 15 1/8” bit, not 16” lower hole.

Response: OK. The dimensions listed in the plan set are nominal dimension since each well driller exact method of drilling is not known during design. These exact dimensions should be noted during your shop drawing review submittal as discussed in section 01300

Question: Development 02524-2 1.03 E 1 g and 02524-5 part 3 D 2 e 1 and 4. No time limits are asked for to develop--10 min., 1 hr., 2 hr etc. of air development and how much per hour for a total we need to figure in the event we need additional hours. 02524-7 12 hrs? Then 24 hrs?

Response: This section 02524- Water Production Well requires the well contractor to complete a high capacity well in accordance with NR 811 & 812 with the performance listed. Development hours will be up to each individual well driller and the type of well drilling method chosen. The final outcome of this specification is to have a completed well performing at 400 gpm.

Question: 02524-7 5 b what is exploratory boring, we are just drilling 16" final well? 12 hrs exploratory then 24 hours final well? Do we need two pumps 1 in test well and 1 in final well? To do test pumping? If we are testing the 8" existing test well, we would need a 2nd test pump?

Response: During the design of this well there was an exploratory boring that was is caped on site. The contractor will have access to this exploratory boring during pumping tests to monitor the flow parameters and report them back to the COR.

Question: 02524-2 F 3 Are these 2 samples to be 8 hours apart? F 2 Turbidity .01 NTV ? Or should it be 10 PPM NTU We had a problem with this explanation on well 26 project, as to what the actual requirement was to be.

Response: Yes. Please see the attached WDNR well drilling approval letter dated August 28, 2017. Yes.

Turbidity should be < 10 NTU not .01 NTV.

Question: 02524-3 D 2 Test hole sand samples ? With final well samples? The test well samples should have been sent in by that well driller, when he drilled the test well.

Response: 3.03 C.1c indicates that the well driller shall provide the engineer with a complete set of formation samples with the final well. This was completed during the test boring and during the final well drilling it shall be completed again as to show consistency to where the well will be finished.

Question: 02524-3 1.05 C 1,2,3 Where can we get water, or can we put our own temp. pump in test well for drilling water, with no cost and our own fittings on well head. Can we get the power from well 21 pump house?

Response: It shall be the contractor’s decision for means and methods of construction. Therefore if water is required for your means and methods you will be required complete this on your own at no extra costs to the Government. It may be possible to use water or at Well 21 during construction, but not guaranteed. This will need to be coordinated with the COR when construction starts.

Question: 02524-3 D 1&2 Can we get misc. power out of existing well 21 pump house for minor needs? And question 8 above?

Response: See reply above.

Question: 02524-4 2.01 B Drive shoes are not needed when cement grouting into pre drilled hole, per DNR rules, we shouldn't need one here, and it was asked for a grout shoe, which in previous questions we asked to remove the use of a grout shoe.

Response: Grouting questions were answered in previous question above.

Question: 11281-3 4 b Stainless steel strapping to hold sub. pump cable, is old school, 2" wide elect/tape made for holding the air line and sub. wire to column is what we do today. We tape on every 10 ft or 2 times per length of pipe in the well. Stainless steel is sharp and can cut into wire occasionally.

Response: OK. Means and methods of connecting/securing cables should be shown within the shop drawing review submittal proses as discussed in section 01300

Question: 11218-4 2.02 A foot valve is not what you use with sub. pump, should be a check valve for use with it being a VFD type for this VFD controlled sub. pump.

Response: A check valve is required for submersible pumps. Please see the reply to the previous question above.

Question: 11218-5 D 3 Strap stiller tube to column, can't do and still attach to plate top. Put double tapped bushing in plate through welded coupling port, and hang in well. This is what was accepted in well 26 and we did it, just hanging it into well, works fine.

Response: The stilling pipe shall be secured within the well. Means and methods of connecting/securing stiller tube should be shown within the shop drawing review submittal process as discussed in section 01300

Question: 11218-5 3.01 A Should be check valve not foot valve, and should be at 1st joint above pump connection, which is below static water level, or may be in the nose of the sub. pump on certain brands of pumps.

Response: A check valve is required for submersible pumps. Please see reply from previous question above.

Question: 11220-2 2.02 4 Centrifugal pump 120v 1 phase- why not 240v instead and 3 phase and 240 or 460 V motor, as long as we have 3 phase power in the pump house? Less maintenance on 3 phase motors.

Response: Project shall be bid with 120V pumps as specified.

Question: Drawing pg. W 1.1 Item 30 3" air cushioned swing check valve, where does it go, can't find?

There is a silent 3" check valve. Also item 26 4x4 DIP tee? Don't see where needed?

Also W 3.5 item 17 This must be an extra blind flange, don't see it on plan?

Response: Note 30 can be omitted. Note 38 includes a silent check valve eliminating the need for note 30.

Question: 15116-4 Natural gas piping 1- Underground gas pipe specs ss coated, corrugated style gas pipe, no spec for underground gas line.

2-- Flex conn. to generator? Or solid black threaded pipe and fittings hooked to the generator gas connection.

Response:

1. ASTM D2513 thermoplastic polyethylene gas pressure pipe with butt-weld or socket-type polyethylene fusion joints and fittings.

2. Solid black threaded pipe hooked directly to generator.

Question: No main building vent is shown for DWV system on Pl.1 drawing, no vent, for the plumbing in building?

Response: Correct, not required.

Question: 15233-3 2.04 Process pressure transducer. A says "furnish press. transducer and all associate electrical" isn't this furnished by controls people? "SCADA" and installed by electrician, we just furnish 1/2" NPT tap on back of 6" tee or 6" spool, before water pipe goes into ground? As per item 22 drawing W 3.2 and KW 5.1--Who furnishes transducer, we can pipe dope it and install it on our pipe? Should be furnished by "SCADA" and or electrician for their equipment.

Response: Sheet E5.1 indicates that water level transducers are required for this project. It is up to each individual contractor who among your subcontractors will provide this equipment. It shall be provided per section 11218 and section 16700.

Question: 11247-5 2.05 B Vent piping asks for 2", when chemical co. just requires½" poly tube. Had the same issue in well 26, and 1/2" vent piping was used.

Response: See revised specifications.

Question: Who is the natural gas supplier for Ft McCoy, WE energies or Excell, and how do we get in touch with to get a price for natural gas service to the building and generator?

Response: Xcel Energy.

Question: Who does Ft McCoy use to furnish caustic soda and the sodium hypochlorite chemicals, as we have to purchase the 1st fill for chemical tanks on this project, and feel we should use the same provider the Fort uses.

Response: Fort McCoy currently purchases chemicals from Martelle Water Treatment, Janesville WI.
