21. RAPID GATE

Fort McCoy is offering an Installation Access Control Solution called the RAPIDGate Program. This program is available, with installation approval, to new and existing vendors, contractors, subcontractors and service providers who require routine access to Fort McCoy and desire streamlined entry into the Installation. This program is available at a registration cost to the company, with an additional fee per employee.

Through two integrated processes - Access Privilege Management and Enrollment/Registration - the RAPIDGate Program enables electronic verification of identity and access privileges at Fort McCoy's access control points (ACPs).

Companies choosing to participate in the RAPIDGate Program will have streamlined access onto the installation. Participants will have access through all gates that size permits (Main Gate and Gate 20) and will be subject to RANDOM vehicle inspections. At the Main Gate RAPIDGate participants will be able to use either lane, enabling fast access onto the installation through that gate.

Non-RAPIDGate participants and companies that choose not to participate in the RAPIDGate Program will be required to access the installation through Gate 20, whereby a Temporary day pass will be issued for each person. Contracts with a duration period of 30 days or less will be required to apply for a pass under an exception to policy. The maximum pass period AS an exception to policy is 30 days with approval by the DES Physical Security Branch. To apply for a 30 day pass, the company is required to provide Physical Security a copy of the contract award, along with identification.

Companies that service Fort McCoy may enroll in the RAPIDGate Program by calling 1-877-RAPIDGate (1-877-727-4342). The Program will confirm with the installation Physical Security Branch that the company has legitimate business on the installation. Once the company has enrolled, its employees can register at the self-service KIOSK Registration Stations located at the Fort McCoy Visitor Control Center (VCC) in building 35.

The RAPIDGate Program confirms the individual's employment status with the company, and then performs identity authentication and background screening. Employees who qualify are issued a personalized RAPIDGate ID Credential Badge. The Program performs background screening on a regular basis to verify continued eligibility in the Program.

Questions about the Fort McCoy RAPIDGate Program should be addressed to info@rapidgate.com with the subject line RE: RAPIDGate Program, or to the Physical Security Branch, Directorate of Emergency Services at 608-388-8445 or mark.a.reaves.civ@mail.mil.

EVALUATION OF BIDS

BASIS OF AWARD

This requirement for quarry materials at Fort McCoy, WI, shall be awarded utilizing Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made with reasonable promptness to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein.

The Government will evaluate proposed prices for balanced and reasonable pricing, using price analysis techniques. Proposed prices evaluated as unreasonable or unbalanced may be grounds for eliminating the bid from award eligibility.

EVALUATION CRITERIA

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors.

a. RESPONSIVNESS OF BID. For a bid to be determined responsive and considered for award, the bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing, and maintain integrity of the sealed bidding system (Subpart 14.301).

In order to be considered responsive the Bidder:

· Shall submit a properly signed SF 1449, with Original Signature

· Shall submit acknowledgement (if any) of all Material Amendments,

· Shall not qualify the terms and conditions of the solicitation in the submitted bid

· Shall comply with the instructions of the solicitation.

· Shall submit a complete sealed bid package prior to the cutoff for receipt of bids

Non-Responsive bids will not be considered for contract award.

b. PRICE EVALUATION. Unit Prices will be evaluated to determine if they are reasonable, complete and balanced. The price analysis techniques in FAR 15.404-1(b) may be used as guidelines as per guidance provided in FAR 14.408-2 to determine reasonableness of price. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information may be required from the bidder to support the proposed price.

1) Total Evaluated Price: The total evaluated price will be a single numeric value, not to exceed 2 decimal places, calculated by the Government, that represents a single value which will be the value used to determine the lowest price and apparent winning bid. The steps and formulas utilized to calculate the Total Evaluated Price are as follows:

a. Contractor fully completes the SF1449 Contract Line Item Numbers (CLINs) to include the “Unit Price” and “Amount” in each CLIN (0001-0060); all values are not to exceed 2 decimal places.

b. Place the following totals in the spaces provided below:

Total Year 1 (CLINs 0001-0012): $______________

Total Year 2 (CLINs 0013-0024): $______________

Total Year 3 (CLINs 0025-0036): $______________

Total Year 4 (CLINs 0037-0048): $______________

Total Year 5 (CLINs 0049-0060): $______________
Total Years 1 through 5: $_______________

FAR 52.217-6, 30% (30% of “Total Years 1 through 5”): $______________

Offeror’s Total Price: $_______________

Offeror's Total Price= (Total Year 1) + (Total Year 2) + (Total Year 3) + (Total Year 4) + (Total Year 5) + (FAR 52.217-6, 30% of “Total Years 1 through 5”)

Total Evaluated Price= (Offeror's Total Price)

2) Balanced Pricing: Offerors are cautioned against submitting a bid that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

3) Definitions:

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy. The offeror’s bid is in compliance with the Price instructions in the solicitation.

c. Option for Increased Quantities. In accordance with FAR 52.217-6, should the need for additional quantities arise, the Government may exercise its right to increase quantities in accordance with 52.217-6. The period of performance Year being used at the time of exercising of the option will dictate the unit prices to be used under the clause, in other words if the option for increased quantities is exercised during year 3, the unit prices in year 3 will be used. The evaluation of FAR 52.217-6 (30%) will be based on the price Total of Years 1 through 5 CLINs.

d. Option to Extend Services. The government will not evaluate its option to extend services (see FAR Clause 52.217-8) as part of price evaluation. This option is only intended to extend the ordering period for any quantities not used, not add additional quantity and only will be evaluated based on extending the period of performance. Offerors shall not submit a price for the potential six month extension of services period (see FAR Clause 52.217-8). The Government may choose to exercise the Extension of Services at the end of any performance period, utilizing the rates of that performance period.
