1. Was there a prior Plains JOC? If so, could you please share the previously awarded coefficients?
a. Award Notification that was publicly released at the time of Award will be released showing this information.

2. The attached TE-2 Plains JOC Coefficient Spreadsheet consist of only one page and the spreadsheet tab is labeled as "Sheet 1." There is no mention of "Base Year" or "Option Years 1 and 2". Is this spreadsheet only meant to cover the Base Year? Should there be other spreadsheet tabs to cover Option Years 1 & 2?
a. Due to the annual increase in pricing of the “Unit Price Book” the coefficient does not change from year to year under a JOC Contract.
3. Usually when submitting a bid, a copy of the CLIN Schedule is completed and is attached after the SF1442 in TAB A. Please confirm that for this solicitation, that the CLIN Schedule (Section 00010- Solicitation Contract Form) located on pages 3 through 10 of 55, does not need to be filled in, nor does a blank one need to be included with our bid submittal.

6. What is the incumbents coefficient?

7. Kaiyuh Services LLC is a subsidiary of Gana-A’Yoo Limited, and is an 8a contractor interested in the referenced solicitation. Our question today pertains to your requirement for the bidder to have a bonafide place of business in one of two SBA Regions. Kaiyuh Services LLC began Midwest operations during the middle of December 2015, and has occupied an office locally since 1 Jan 16. We are on the cusp of receiving our bonafide status in early March 2016. As this is very much day-to-day, do we need to qualify for the bonafide office at the time of proposal, or at the time of award?
a. Ultimately the Award decision will be made by the SBA due to the program requirements, we advise you to ask the SBA the questions
8. What are the exclusions to the RS Means Price Book, i.e. Division 1, minimum production lines items, etc?
a. The coefficient definition calls out what is considered in-direct costs and part of the coefficient.
9. Will the project be negotiated in-person at Fort McCoy, or will this be done over email/phone?
a. Negotiations can be in writing and/or phone and/or via email; See also Supplemental Information Paragraph 6) Joint Scoping. When in-person joint scoping do occur they are normal done at site of work
10. Does the contractor provide the government with estimating software?
a. No
11. Identify which subsections of Division 1 of the RS Means is allowed
a. The coefficient definition calls out what is considered in-direct costs and part of the coefficient.
12. Solicitation documents, specifically the Statement of Work (SOW) indicates, "provide flexibility of design staff, design personnel, contractor to provide technical design personnel, etc." Is it the intent to provide design/build services for this solicitation? If so, what are the design requirements as far as design timelines and design sub mission milestones?

13. Can the Government indicate which subsections of Division 1 of the RS Means should be included in the contractor’s coefficient?
a. The coefficient definition calls out what is considered in-direct costs and part of the coefficient.
14. Will the Government provide the listing of task orders with contract awarded amounts and locations for the previous Job Order Contract?

15. Please confirm if Wyoming is part of this solicitation?
a. Yes, Sheridan, WY.
16. Per the SOW, Section C.1.4 subpart c. TECHNICAL / PROJECT MANAGEMENT STAFF, "The Contractor shall maintain sufficient technical design and project management personnel to perform the scope of the required work, and to respond to the Government’s requirements within the times specified for multiple, concurrent actions which will require simultaneous execution." How do we know or estimate the number of simultaneous executions that may take place so there is sufficient technical and management staff?
a. After minimum guarantee is met, delivery orders will be issued and there is no way of knowing the number of delivery orders to be issued.
17. There are 21 site facilities listed on the TE-2 Coefficient spreadsheet. Are there any other sites to be added, or does this contract just include the 21 facilities listed?
a. Bid on what you received in solicitation, any additions/deletions will be addressed as they appear.
18. It costs time and money to put estimates together. Is there a way for the contractor to get compensated if the Government decides not to move forward on a project after the estimate has already been completed?
a. No, historically this happens once or twice a year.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification.
