DEPARTMENT OF THE ARMY

U.S. ARMY MISSION AND INSTALLATION CONTRACTING COMMAND

419th CONTRACTING SUPPORT BATTALION

1108 SOUTH R STREET

FORT MCCOY, WI 54656

April 9, 2020

SUBJECT: COVID-19 Response Measure for Contractors Entering DoD Facilities

On March 13, 2020, the President of the United States declared a National Emergency pursuant to the National Emergencies Act, in addition to the previous declaration under the Public Health Service Act, due to the global spread of Coronavirus Disease of 2019 (COVID-19). Since this declaration, all DoD facilities have decreased personnel access to the installation for the protection of the force via minimal essential manning and telework requirements. The health and safety of the total force is essential to mission success.

All contractor personnel and contracting officer representatives (CORs) are to adhere to social distancing measures in an effort to mitigate the spread of COVID-

19. All contractors and CORs are instructed to maintain at least six feet distance from each other, except contractors may momentarily come closer when necessary for workplace safety requirements or to deliver or accept goods or services. Additionally the Secretary of Defense has directed that all individuals on DoD installations will wear cloth face coverings when they cannot maintain six feet of physical distance in public areas or work centers.

It is imperative that you are educating your employees on the risks and have processes and policies in place to ensure your employees are not accessing the installation if they feel sick or otherwise suspect they may have been infected with the COVID-19 virus. Your preventative actions will contribute greatly to the suppression of communication of the virus. Your employees and your company may face adverse action both contractually and administratively if your employees or your business place any DoD facility at risk by attempting to access the installation for a contract-related reason (such as coming to work) while sick or infected. Adverse administrative consequences include but are not limited to the immediate removal of contractor personnel, restrictions to worksite access, or revocation of DoD facility installation access.

Contractors are encouraged to monitor their workforce and direct employees to seek testing and self-quarantine. It is important that all personnel working on DoD facilities, whether military, DoD civilian or DoD contractor utilize sick leave (or other authorized absences from work) to stay home and protect the greater community when they pose a health risk due to illness or exposure. If directed by a medical provider or public health authority to home quarantine or isolation, comply with those orders. Contractor personnel should contact their company’s HR manager for information on sick leave or other programs to assist ill and quarantined employees.

Prime contractors are responsible for enforcing this requirement on contractor and subcontractor personnel. CORs are responsible for monitoring worksite conditions to ensure enforcement. CORs should report violations of social distancing guidelines to the Contracting Officer.

For any specific questions regarding your contract and the performance thereunder, please reach out to the COR or myself. Contractor site or contract manager (or equivalent) are required to acknowledge receipt of this letter in writing to their COR and Contacting Officer. The point of contact for this letter is your Contracting Officer

Sincerely, TONY R. STEINHOFF

Contracting Officer
