W911S8-21-B-0002 PPI’s

1) 2.3.2 requires a minimum outage time for the swap of the boiler, if the contract duration is 180 days, quotes are due June 10th and it can take up to 90 days to issue an award that places award in September, add in the submittal process and approval to include NTP and procurement of the boiler your looking at contractual completion in mid-March 2022 for BOD I don’t see a large enough window in this time where temperatures will remain above 50 to do the required work.

Should temporary hydronic heat be added to a requirement of this SOW as CLIN 002 and 003 will also have an impact on the buildings heat while performing those clins?

See SOW section 1.4.1.1 – added provision for temp heat.

2) Both 14.1 and 14.2 Asbestos Remediation’ “Lead Remediation“ are also required to be submitted and accepted before work is started. If this effort is believed to constitute differing site condition(s), then submit an RFI identifying the situation.

Is the contractor to include cost at bid time for any Abatement or lead paint remediation or will this be a contract mod if encountered in the work?

It is not the Government’s intent for the contractor to include asbestos or lead remediation in their bids at this time. Should the contractor come into contact with suspect materials, it is the contractor’s responsibility to either test for or assume the suspect material is ACM or LBP/LCP. If the contractor comes into contact with suspect material, they should submit a RFI at that time and provide testing info if obtained. Any asbestos or lead remediation required on this contract will be accomplished via a contract modification should such remediation be required.

3) CLIN-002 1.4.2.1 replace expansion loops, is the intent to replace with a factory assemble prefabricated expansion loop or to field fabricate on as shown in attachment #4?

The contractor may replace the existing loops with a factory prefabricated/preassembled expansion loop as long as the replacement includes the components listed in the SOW and the piping size, type, and connection method match existing. Alternatively, the contractor may field fabricate the replacement components.

1) P-1 & P-2 are on existing seismic bases, the likeliness of these bases working with the new pumps are slim as they are seismically designed for the existing pumps. Should new seismic bases be installed?

Added demo of existing pump bases to 1.4.1.3; added installation of new bases in 1.4.1.5.

2) HV-1, 2, 3, 4 all have heating coils, No GPM is stated on the schedule. Can a GPM per each HV unit be provided?

The Government does not have knowledge of the GPM for these coils.

3) In the details and during site investigation it appears no Pete’s plugs are on existing coils or detailed out on the as built. Should these be added?

The contractor may install Pete’s plugs if they would like to in order to make P & T readings easier to take, but it is not required. If the contractor chooses to install these at their own expense, the installation of the Pete’s plugs meets JBLM Design Standards.

4) Can the existing system be confirmed it met the original balance requirements? It appears the system has been altered from its original state. To balance the water system should the contractor provide a pre tab survey to ensure the system is meeting the original documents?

The Government cannot confirm the system meets original balance requirements as changes have been made to the hydronic system since the original balance. The contractor may perform a pre-tab survey at their own expense if they wish, but it is not required. The contractor is required to meet the test and balance and DDC sequence of ops requirements laid out in the SOW.

If No pre tab survey is to be completed, how will discrepancies be addressed during the TAB portion of the project?

The contractor shall TAB the system to the original TAB as close as possible. Should discrepancies be noted, the contractor shall address them with the project PM and/or COR. The PM and/or COR will inform the contractor if the issue can be solved on-site or if a RFI is required. Small discrepancies shall result in field changes to the TAB. Large discrepancies may result in a contract modification.

5) For new T stats will surface mount piping and boxes be acceptable or will piping need to be concealed in the walls?

Surface mount conduit and conduit boxes are acceptable. Contractor shall follow NEC guidelines.

Conduit that is installed in an area that makes is susceptible to damage (ex: foot height) shall be RGS or have provisions for protection.

8.1.2 and 8.1.3 both state inspections are required prior to the building being occupied. Can you confirm the building will be occupied during all construction phases?

The building will be occupied during construction. These statements were confusing and have been removed from the SOW.

9) If the building is to be occupied, who will be responsible for relocation of occupant’s belongings IE furniture, work benches etc. to perform the work?

The Government estimates that the need to relocate various belongings will be minimal. Should the contractor require things to be moved, they shall coordinate this with the Government PM and QAR and the Government will ensure the building occupants move their belongings as required.

10) 1.4.1.2 states to retain close couple tees, upon the site investigation it was found the tees were of smaller size than the main piping. Are these tees to remain or be changed out to full line size to accommodate the new boiler GPM and pressure loss requirements?

This was worded poorly. See new statement about close couple tee and temp connections in 1.4.1.13.

11) 1.4.1.4 requires the use of grounded Bearing, can you please confirm what the intent of that comment is Electric motors that are correctly designed to operate sustainably on a VFD must include circumferential microfiber shaft grounding rings? The addition of this technology to an electric motor provides a warranty against bearing fluting. Most electric motor OEMs offer product lines that are inverter-rated, inverter-duty, inverter-ready with circumferential conductive microfiber shaft grounding rings factory-installed.

The inclusion of shaft grounding rings meets the requirement of this statement. Past failures to ground motor shafts have led to bearing fluting as the contractor points out. By grounding the shaft, the rest of the motor’s internal components are protected from shaft voltage.

12) Heater water diagram in as built shows 3” pipe serving both P-1 and P-2, if the pumps are to run lead lag per the sequence shouldn’t the piping be full line size (4”) or are we to install per the as built?

See SOW section 1.4.1.13, “Piping shall be rated for the system temperatures and pressures and match boiler flow requirements.” This section also states to install piping IAW manufacturer requirements.

SOW does not state that piping shall be IAW as-builts. If the boiler manufacturer recommends 4” pipe to/from the boiler and the pumps, that is what the contractor should install.

13) Are we to re pipe the existing door heaters per the as built? The detail indicates automatic air vents on each heater, but it did not appear they were installed or visible on the job walk.

See section 1.4.2.3 of SOW. Piping need not be per as-builts. Piping shall be IAW SOW.

14) The mechanical space did not appear to have a CO detector in it. Are we to install one? If so, please indicate Battery operated or hard wire and if required to tie into the existing fire alarm system.

Added paragraph 1.4.1.16 to SOW. CO detector to be installed and hard wired.

15) Confirm the water heaters, and associated plumbing equipment to include discharge temperature of the water heater will be removed from the SOW?

Removed WH-1 through WH-3 from 1.4.4.1; (1); (a). Water heaters and associated equipment/temps are not to be included in the DDC work.

16) For existing HV units all units produce more the 2000CFM. Are we to install duct smoke detectors to kill power on the units and integrate into the DDC?

New DDC shall monitor the status of the existing duct smoke detectors. Contractor is not required to install new duct smoke detectors.

17) Can it be confirmed all Mechanical equipment not to be upgraded with new is functional, and operational while meeting performance requirements as scheduled?

The Government cannot confirm the operational or performance characteristics of the existing equipment.

Should any discrepancies or deficiencies be noted during the construction performance, they should be addressed accordingly with the PM and/or COR. Discrepancies or deficiencies noted during TAB or PVT shall be detailed on the TAB and/or PVT report to the Government.
