CIVIL DESIGN
Site Work Improvements
Civil design features to be used for the site improvements are described below.
General Site Features/Layout
The new 14 space parking lot and road pavement section will be 1-1/2” Top Course, 2-1/2” Binder
Course, 12” NYSDOT Type 2 stone, and geotextile separation fabric. Portland Cement
Concrete pavement (9” thick) will be used in the search canopy area in order to prevent oil from burning the asphalt while vehicles are stopped. Proposed parking areas will be outside the required 2 0 ’ standoff distance to buildings per UFC 4-010-01 DoD Minimum Antiterrorism
Standards for Buildings Table B1. New pavement markings and signage for the roads and parking lots will comply with current NYSDOT standards and the latest version of the MUTCD. 14 new parking spaces will be provided. The existing 4’ sidewalk along the parking area will be extended to the full length of the new construction. A Landscaping/Tree plan has been developed with trees selected to thrive in the local climate. A 5’ sidewalk will be constructed from the southeast corner of the building to the newly constructed search canopy area.

Site Grading and Drainage
This existing topography of the site is rolling terrain with swales to capture storm water runoff that vary in slope from 3% to 7% while varying in elevation from 483 ft. to 465 ft. The site generally drains towards the project and out to eventually outfall to West Creek. The site is covered with tree vegetation and is undisturbed. The predominant soil type in this area is glacial till consisting of
Hudson silt loam, 3 to 8 percent slopes with an infiltration rate potentially as low as 16 in/hr.
Proposed grades will accommodate the UFC regulations regarding minimum and maximum slopes for both grading of building frontage and within the proposed parking facilities addition. The stormwater management for the site will be accomplished through a combination of overland flow, infiltration beds in the ditches, bio-retention basin, and parking filtration strip along the parking lot as per the UFC 3-210-10 - Low Impact Development Manual. The bio-retention basin will be located near the low point just south of the parking area. The total land disturbance is approximately 1.4 acres. The development of the proposed profile of the road was controlled by three features: 1) it must tie in to the existing parking lot on the west side, 2) it must tie in to the edge of pavement of Iraqi Freedom Drive on the east side, and 3) it should keep the vehicle search canopy parking area relatively flat (2% or less). These three parameters were used to set the profile. However, due to the terrain it caused more ground to be disturbed than if it were a level site. As this design progressed we kept in mind the cut and fill involved and were able to somewhat balance the earthwork. The low spot at the bottom will be filled and the hill at the top will be cut.
Road side ditches will be used to collect water runoff from sheet flow and from the road. The swales will be directed to the same location as pre-construction. The south swale will contain an infiltration bottom capable of reducing volumetric flow and velocity with an infiltration bed at the low point. This will reduce and filter the storm water to meet the same standards as pre-development runoff. Filtration strips will be constructed along the low side of the parking lot to filter the oily waters from the parking lot. The strip will consist of a gravel bed 2’ wide and 2’ deep.
Finally a bio-retention bed has been designed at the low point left of station 11+00 on the plans.
The details are shown in the plans but will generally include the filtration bed, plants to help absorb the water, and a collection pipe in the bed to drain to the outlet structure. The outlet structure is a concrete box with an opening at the top one foot higher than the surrounding infiltration bed bottom, which will allow detention in the pond. Storm water will leave the site through a 15” pipe that will be end protected by rip rap to prevent erosion.
Since the overall disturbance for the VCC Area is more than 1 acre, a Stormwater Pollution
Prevention Plan (SWPPP) will be developed for the project. The objectives of the SWPPP will be implemented within the grading plan and drainage design to promote best management practices. Construction of proposed work will be coordinated in phases.

Existing and Proposed Utilities
Existing incoming electrical and water to remain in service. Existing outgoing sanitary sewer to remain in service. The sanitary sewer exits the building at the south east corner in route to a lift station manhole located to the south of the building between the sidewalk and the existing electrical transformer pad. The sanitary sewer exits the lift station towards the North West through a 2” line in route to a treatment facility located to the north west of Iraqi Freedom drive. This lift station is to remain and will be verified by contractor to be in good working condition. If the lift station is determined to not be in good working condition, replacement shall be in accordance with Fort Drum Exterior Utilities Design Standards chapter 3 - version 4 April 2016.
The existing incoming gas line shall be decommission along with the existing gas meter. Fort
Drum Public Works will install a new 3” gas line with 15 psi to provide gas service to the Visitor
Control Center Project. This line will travers Iraqi Freedom Drive on the interior of the Paul Cerjan entry gate and enter the site on the north east corner to the west of the Option 1 Vehicle Search
Canopy exit lane. This location will be the connection point for this design and the Public Works
3” gas install design. This location will also be the connection point for the new install Public Works
Telecom line. This 3” gas line will be installed to the east and south of this new Telecom line to be installed by Public Works. This new 3” gas line will proceed to the rear of the new building addition and will provide gas service for the Base Design (VCC and new Natural Gas Generator).
Gas service will also be provided to the Option 1 design (Vehicle Search Canopy) via a locked plug valve for future use.
Environmental, Permitting, and Cultural Resources
There is no wetlands shown on the Survey Plan. Boring permits have been granted from Fort
Drum for four areas along with one infiltration test to determine the infiltration rate for a detention pond to be located at the lowest topography of the drainage area flowing towards West Creek.
No area of the proposed construction site was determined to be of any Cultural Recourses significates.

CHAPTER 3
ARCHITECTURAL DESIGN
Base Design - Visitor’s Control Center Building:
The interior of the building will be gutted and renovated to meet the new program of the Visitor
Control Center (VCC). The program of the new facility will include the following spaces:
Processing Area
Waiting Area
Vestibule/Airlock
1 Administrative Office
Break Room
Mechanical/Electrical Room
Communications Room
Unisex Toilet
The exterior building design will be consistent with the existing building brick course work. The patterning of the brick will continue to the new addition. The roof is primarily a sloped gable metal roof system. The roof, fascia, and soffits are proposed to be similar to the existing metal roof material while making sure measures are taken to close off any under soffit areas for nesting wildlife.

The VCC expansion exterior walls will primarily be brick veneer (red/orange color) with banding accents of ground face veneer matching the existing building.
The new exterior windows will be a prefinished anodized bronze aluminum with bronze tinted insulated laminated glass to match existing. New galvanized hollow metal doors and frames will be used throughout the building. All exterior doors will be new insulated metal doors. The entry vestibule doors will be double doors with clear insulated glass.
The interior of the building layout was designed using the “Visitor Control Center 3 - Processor –
Non Hardened Criteria” and the recent comments received from Fort Drum COR.
Fire protection design will be a local alarm with sensing unit located in enclosed spaces such as the Mechanical room. Fire Truck access can be utilized from either direction of the project. The access road will be 12’.
Demolition
The route to a finished floor will be to demolish the existing floor finishes. Next, the slab will be cleaned, stained, scored, and sealed to be presented as the new finished floor. In the event the existing slab cannot be cleaned and prepared to match the new slab or the condition of the slab does not support the new aesthetic, it will be our proposal to install a new heavy duty solid vinyl tile that has a mottled grey color and smooth texture.

Demolition
The fundamental direction to address the flooring, is to demolish the existing floor finishes, and clean, stain, score, and seal the existing slab to be presented as the new finished floor. In the event the existing slab cannot be cleaned and prepared to match the new slab, or the condition of the slab does not support the new aesthetic, it will be our proposal to install a new heavy duty solid vinyl tile that has a mottled grey color and smooth texture. The basis of design for the floor finish is Worn Concrete (AROSTL39), from the Mannington Amtico line (see cut sheets). Its appearance will be similar to stained and sealed concrete, but in addition to durability, the vinyl tile allows for consistent aesthetics and limited maintenance requirements.
New Work
The focus for our proposed design is to illustrate and celebrate the work of the 10th Mountain
Division, and pay homage to the special training and skills represented by the men and women stationed on the Base. We introduce visitors to the aspects of hiking and climbing, both literally and figuratively, through the inclusion of imagery and aesthetic elements which provoke the sense of scaling and climbing in mountain warfare.
The new floor plan for the Visitor Center arranges the check in desk as the focus of the space through both the main and side entrances. The check-in is highlighted by direct lighting and an accent wall which dons the division’s name. The combination of these elements provides wayfinding and provides the check-in counter a hierarchy within the open space.
The proposed large scale graphic sits to the right of the check-in counter within the waiting area. This photograph (see below), or similar, would show troops training in a high-elevation mountainous region. The graphic would be printed on acrylic panel, which will be mounted to the floor and ceiling with a cable system, referencing repelling and climbing hardware.
The basis of design for this element is the Moxie Panels, by
Takeform. (See cut sheets)
Behind the check in desk, a brilliant natural stone veneer accent wall welcomes visitors to the 10th Mountain Division training site. The basis of design for the veneer wall is from
Micro Thin Slate (see cut sheet). The identifying text would be raised faux metal lettering, with the basis of design being from
Inpro’s dimensional lettering, installed on standoff brackets.
The installation tactic will not only call attention to the division’s name and give reference their focus, but also create a visual

BES Design/Build, LLC I 766 Middle Street, Fairhope, AL. 36532 I PH: 251-990-5778 I FX: 251-990-3716 interest in the space by casting a shadow and adding depth to the accent wall. This element, as well as the finishes of the check-in counter itself, will produce a broad natural palette with rugged textures.
The reception counter visually represents the hike to the peak of a mountain. The base tier represents the lower region of a mountain and its lush vegetation. The second tier still eludes to a wooded area, but emphasizes the growing scarcity of flora. And finally the pinnacle is represented by the crisp, icy coloration of the countertop surface.
The reception counter itself would have multiple work levels. One level will provide a work surface for employees and for ADA access, the other will function as a higher transaction counter. A solid surface material is proposed for both the transaction counter and work surface, to accommodate the expected heavy use, as the material is durable and repairable. The building and design regulations require a durable plastic laminate for the face of the check-in; the proposed layout utilizes two laminates for color, pattern, and to reiterate hierarchy. As a basis of design we propose for the façade is Wilsonart Laminates, and countertop from Corian (see samples and cut sheets).
All of the above fixtures and finishes, like the flooring, will be durable and low maintenance.

WAITING/ CHECK IN DESK
Within the Vestibule, we would like to propose a large scale map and directory that the visitors can review, and employees could use for aiding in direction. The map and directory would be mirrored by a place for literature and handouts. In the waiting room, we suggest displaying photos and mementos of the division on the wall. In doing this, the visitors could enjoy memorabilia, and discover the division’s history and pride as they wait through processing.
Due to Fort Drum’s environmentally friendly directive, we are proposing the use of natural colors and patterns. The interior paint would be in a natural palette, following regulations with the
Architectural Districts window and door colors and the Federal Standard 595. We proposed the use of FS25550/ CFD8DD Light Blue to mimic the clear blue sky at a mountain peak, and provide a light airy aura throughout the space. The overall palette, in combination with figurative accents, will give visitors a sense of the philosophy of the Fort Drum base, and emphasize the rigorous training and importance of the 10th Division in our nation’s armed forces.

Sustainability Objectives
Though LEED or GreenGlobe was not specified for this project, it was a priority to emphasize the environmental goal of Fort Drum. In almost all selected finishes, environmentally friendly characteristics are found. The environmentally conscious finishes are discussed below to provide a general, over view of what benefits they have to offer both in manufacture and by their installation within the space. Specifics on the products can be found behind each order form for further information. Less environmentally conscientious options are available, but are not mentioned here.
The Accent Veneer can be adhered with a number of adhesives, and only one adhesive is necessary for both floor and wall installations. No- or low-VOC adhesives be utilized to address
Indoor Air and Environmental Quality.
The Accent LED Lighting used to highlight elements in the space provides energy efficiency, does not require a separate driver box, and is cost efficient over time. One fixture supplies three adjustable lighting types, is dimmable, and has noise free operation to improve indoor environmental quality.
The suggested Ceiling Tile comes with a 30 year warranty against sag, mold and mildew, and provides low-VOC emissions. The tiles are Green Guard Gold Certified, and have a high recycled content as per FTC guidelines. They can also help in energy consumption, as they are thermally resistant, rated R-1.8.
The Crossville tile is Green Squared Certified. It contains a minimum 4% pre-consumer recycled content, and is manufactured using processes certified by scientific certification systems. The
Crossville Company recycles nearly 12 million pounds of previously discarded filtrate and fired tile waste in its manufacturing process, and accepts and recycles reclaimed, previously installed tile through its take-back program.
Luxury Vinyl Tile provides longevity and durability (limited 20 year warranty) and clean ability. The composition of it contains 4% of rapidly renewable resource content, by total product weight.
Plastic Laminate holds Green guard GOLD and is SCS Gold Certified for low indoor air chemical emissions and recycled content and FSA stewardship criteria compliance.
Solid Surface Countertops have long life cycles and requires little replacement over time, offering exceptional cost-effectiveness with reduced waste. Corian® can also be easily renewed to its original appearance. Corian Solid Surfaces meets emissions guidelines for volatile organic compounds (VOCs), hazardous air pollutants (HAPs) and are GREENGUARD Indoor Air Quality
Certified. It is third-party certified to be free of heavy metals and comply with the EU Directive

Terra Collection contains a minimum of 6% or 13% pre-consumer recycled content.
The Walk-off mat, by Boil has a 40% Minimum Post-Consumer Recycled Content based on total weight of product, and is recognized by Green Label Plus, LEED low emitting materials & 100% certified green renewable energy credits, and holds Certification ANSI/ NSF 140 Platinum.
The Johnsonite Wall Base uses minimal raw material suppliers, ensuring consistency and minimizing waste and energy consumption. It is made up of up to 43% natural raw materials, and rapidly renewable content. Also, Finishing Borders, contain an average of 14% pre-consumer recycled content. Johnsonite provides a Reclamation Program, which allows installers to send back unused and cut materials to be reclaimed and repurposed.
The Chair Rails, Corner Guards and Signage from Inpro has G2 Bioblend, biopolymer and recycled content, instead of PVC. They also meet the criteria set by Green Guard for emissions.
Option 1 – Personal Owned Vehicle Search Canopy with Waiting Shelter and Access Road:
A new sidewalk connect the Visitor Control Center with the new Search Area. The Search Area will have two structures, the Personal Owned Vehicle Search Canopy (POV) and the Waiting
Shelter.
The POV will consist of an enclosed canopy, using the facility guide provided. This POV Canopy’s purpose if to search the interiors of the cars. The canopy includes insulated roll-up doors to provide enclosure to protect occupants from the harsh natural elements, particularly during winter season. The Cost Estimate contains an Alt 1A page providing the Gov’t with the additional cost associated with the utilization of High Speed Roll-up Doors for vehicle entry and exit if so desired.
These High Speed doors may prove to be more efficient that the standard mechanical doors provided in Alt 1 for the conservation of enclosed heating for the canopy.
The Waiting Shelter structure’s main purpose if for visitors to wait while their cars are being searched. The search area was sited to segregate the owner from his/her vehicle so that they cannot see the officers searching the vehicle.
Option 2 – Entry Gate:
Site and building lighting were designed to meet the UFC standard. The control access point search area will be connected to the Ft. Drum Base through an entry gate and access road. The entrance gate will be a heavy duty double motorized swing gates.

Structural Systems
The VCC expansion consists of a 15 feet by 41 feet addition to the rear of the existing building.
The structural system for the expansion will be independent of the existing structure. The structural system of the existing structure consists of cold formed “zee” roof purlins supported by a rigid frame. The exterior walls are non-load bearing concrete masonry walls with brick veneer.
The expansion will match the construction of this existing VCC structure.
The steel vehicle canopy building is 55 feet by 27 feet overall dimensions. The design will utilize roof trusses supported by steel moment frame with a brick facade. The trusses are be supported by a concrete stem wall foundation.
The new Search Area Shelter will provide shelter for people while their vehicles enter the search process; it consists of a light gauge roof truss supported by a concrete masonry wall on a stem wall slab.
The entry gate foundation will consist of metal poles embedded into concrete.
Antiterrorism Standard Analysis
The three structures follow the design criteria of UFC 4-010-01 DoD Minimum Antiterrorism

APPENDICES
DRAINAGE
Drainage Design for the 3 Processor Visitors Control Center
Project Objective
This project consists of constructing a new 3 Processor Visitors Control Center at Fort Drum, including a new 14 space parking lot, existing building expansion (615 square feet), a passenger vehicle search canopy area and access roads, and search waiting shelter as shown on the attached site plan. The project is located adjacent to building #11010 along Iraqi Freedom Drive and will disturb approximately 1.0 acres.
Pre-Development Site Conditions
The existing topography of the site is rolling terrain with swales that capture storm water runoff varying in slope from 3% to 7% while varying in elevation from 483 to 465 feet. The site generally drains towards the project and out to eventually outfall to West Creek to the west. The site is undisturbed covered with tree vegetation. The predominant soil type in this area is glacial till consisting of Hudson silt loam, 3 to 8 percent slopes with an infiltration rate potentially as low as 16 in/hr. Proposed grades will accommodate the UFC regulations regarding minimum and maximum slopes for both grading of building frontage and within the proposed parking facilities addition. The stormwater management for the site will be accomplished through a combination of overland flow, infiltration beds in the ditches, bio-retention basin, and a parking filtration strip along the parking lot as per the UFC 3-210-10, Low Impact Development Manual. The bio-retention basin will be located near the low point just south of the parking area. The total land disturbance is approximately 1.0 acres, while the total drainage are of the site is 2.4 acres.
Post Development Conditions - Low Impact Development
The site will be cleared of trees, re-graded to suit the design requirements and parking and building expansion will be added. The total cleared area is approximately 1.00 acre. New impervious area added will include asphalt pavement, concrete sidewalks, canopy, and new building expansion. The total new impervious area added will be 0.40 acres. The new design will direct the existing swale into roadside ditches on both sides of the road and direct it to the outfall. In order to meet low impact development requirements outlined in UFC 3-210-10, roadside ditches will be four feet wide with infiltration trenches, and a bio retention pond will be constructed near the outfall at station 11+00 left side. The parking lot will sheet flow over the pavement to the ditch to allow more infiltration time. The parking lot will also include a stone filter

Estimating runoff
Runoff is measured using methods found in the New York State Stormwater Design Manual. The total drainage area for the site is 2.4 acres. The rational method will be used to size the two drainage pipes. The maximum length of water travel prior to construction is 510 feet. The construction of this road breaks the drainage area into two sides, with both of them coming to the same outfall locations as pre-construction. The post construction length of travel is 450 feet. The ditch slopes will be 4 feet wide on flatter slopes. This allows more time for the rain to soak into the ground.
Pipe Design
Pipes will be designed to flow at a minimum velocity of 3 fps in order to be self-cleaning. There are only two proposed locations for pipe crossings, both are on the north side of the road. The first pipe is needed under the sidewalk the second will be placed near station 11+00 under the road. The rational method will be used to size the two pipes. See calculations. Both pipes will be
15” reinforced concrete pipe.
Low Impact Development Features
In order to achieve and reduce post development runoff at least the pre-development characteristics of the site after development the following design features will be implemented.
Wider and flatter ditches—increases contact time with the ground to reduce runoff
Infiltration ditches---Added into the roadside ditches. This will filter the water and reduce the volume
Bio-retention bed---This will detain the water, filter the water and reduce the volume through infiltration and plant absorption
Stone filter diaphragm—located adjacent to on the down side of the parking lot to reduce and filter the runoff.
Calculations for determining water quality runoff reduction volumes---Infiltration trenches
Calculations for water quality runoff and reduction are based on New York State Stormwater
Management Design Manual 2015 chapter 4 and 9. This is considered a redevelopment project and will have an increase in runoff due to additional impervious area. The impervious area before construction is 0.16 acres and post construction is 0.40 acres. The redevelopment guidelines for treatment include treating 25% of the water quality volume for existing impervious areas and
