Q: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?

If not, is this a new requirement?

A: This is a new requirement

Q: How many government owned roll offs are at Fort Drum? Will this Contract require any contractor owned roll offs?

A: We have 4 compactor containers and we are buying some open top containers, we will not use any contractors roll offs

Q: What would happen if the Syracuse MRF were to be closed down for some reason?

A: If the MRF shuts down it on the hauler to find another MRF

Q: Would the hauler be able to place one of their personal containers at the transfer site while hauling the GFP container to Syracuse and back?

A: Yes. They could drop a container but Government is not responsible for Contractor owned container

Q: On page #1 of the bid documents, what does item #8 discount terms mean?

A: Discount terms are the conditions set by the Contractor if payments are made by Government within so many days of invoice submission. This will not affect your pricing. More times than not, we will receive this block back blank and we will add 30 days in the contract, which means that the Government has 30 days to pay the contractor once invoice is processed, if not, interest will occur.

Q: Are you expecting the first 11 pages of bid document returned to you?

A: Please return the first 11 pages filled in to better help us understand the quote submitted.

Q: Regarding recycle loads with a contamination % higher than what is accepted by the MRF: Disposal of a contaminated load will be charged to the Contractor by the MRF on a per-ton basis, depending on the % of contamination. (For example: if a 10 ton load has 25% contamination, 2.5 tons will be charged the disposal fee per ton for non-recyclable material.) Price breakout A002, B002, C002, and D002 indicate a unit for the disposal cost of contaminated loads on a PER LOAD basis. Can the definition of the unit “Each” please be changed from “LOAD” to “TON”?

A: The quantity will remain at a load and not ton. No change to PWS

Q: Section 5.1.3 states each recycle container may weigh up to 13 tons.

A: What is the average weight for each 35 yard load? 13 Tons estimated What is the average weight for each 30 yard load? 13 Tons estimated How many loads of each size container will be hauled in a 12 month period? 231 Estimated What is the total weight expected for a 12 month period? 3003 Tons (Loads X Weight) No Change to PWS

Q: Are the 35 yard closed containers Compactors? Or is all material loose, non-compacted material?

A: The 35 Yard Closed Containers are not compactors, however, the material inside the container will be compacted. No Change to PWS

Section 5.2.2 states: "If the load is rejected for egregious reasons (ie hazardous waste, ammunition, classified material, etc), the Government may direct the load to be returned to Fort Drum so the Government caninvestigate the issue.” Once a load is dropped at the MRF, material can only be hand loaded back into non-compaction containers.

Q: Can a separate CLIN be created to allow pricing for this potential event?

A: See pricing schedule A002, B002, C002, D002. These are the CLINS for rejected material.

Q: Alternatively, since this type event is unlikely, can the Solicitation be amended to allow negotiation of reimbursement to the Contractor for hand loading of material that must be returned to Ft. Drum for investigative purposes? No. Contractor must use CLIN A002, B002, C002, D002

Q: What types of materials will be included in the mixed recycling to be hauled to a MRF?
