1. What is the response date?

Govt Response‐ Per block 8 of the solicitation, bids must be received by 2:00 PM (Central Standard Time) on 4 Feb 2019.

2. Do you have a scheduled walk through?

Govt Response‐ A site visit is scheduled for 9:00 AM (CST) on 10 Jan 2019. See page 55 of the solicitation.

3. What is the current annual value of the contract?

Govt Response‐ The annual value of the current contract is approximately $1.3 million. Task orders are issued on a monthly basis to reflect the actual order for that month. There is a small amount of fluctuation as buildings are renovated, closed, or re‐opened.

4. Is there any additional information I will need to gain access to Fort Riley?

Govt Response‐ Please visit the Fort Riley access control webpage for the latest information.

http://www.riley.army.mil/Units/Garrison‐Command/Emergency‐Services/Access‐Information/

For the majority of you, if you don’t have a CAC card, access will be granted by filing out the Fort Riley Form 103‐1 at the above referenced website. The Fort Riley visitor center is located at the Marshall Army Airfield exit off of 1‐70 (Exit 301). They will process the form and grant a 1 Day pass. Our office is in Bldg 1792, which is in Camp Funston, right inside the 12th Street access control point. This access control point will not process the 1 Day pass however, as they are designated as the commercial gate for the installation. The Fort currently has a trusted traveler program, where if one person has a DOD issued ID card, the riders are allowed on post with any government issued ID.

5. If contract is union, how many union employees are currently employed in the contract?

Also if non union how many employees are currently employed?

Govt Response‐ The current employees are non‐union. The January 2019 employee list on file shows 30 janitors, 1 quality control inspector, and a project manager.

6. The wage rate listed "Janitorial Quality Control Inspector", are all other employees classified under same wage rate?

Govt Response‐ All other employees, minus the QC Inspector and Project Manager, are classified as janitors on the wage determination.

7. Subpart 22.12—Non displacement of Qualified Workers Under Service Contracts. Can we retain existing workers and not hire unless they leave based on our bid price?

Govt Response‐ Under FAR Clause 52.222‐17, you would be required to offer, in good faith, a position to the qualified predecessor’s contract employees that are non‐exempt, minus some exceptions in the clause. You must comply with all paragraphs of 52.222‐17. Under the current contract, the QC Inspector and Janitors are non‐exempt. Remember, you are required to pay service contract employees the rate on the wage determination, regardless of your bid price.

8. I did not see ground maintenance and snow removal in the Technical Pricing Exhibit E even though present in Technical Exhibit A. Will ground and snow removal be paid under supplemental agreement with scope?

Govt Response‐ There is no separately priced line item for this. Overhead cost.

9. If asked to hire more than required due to need, can the contract be amended to cover cost of additional labor?

Govt Response‐ Task orders are issued based on quantities ordered for that month. The quantity ordered multiplied by the line item price will be what is paid.

10. Antiterrorism (AT) Level I Training: This training is usually administered by the Base concerned. Will the Base be administering this training or will it be done outside by in coming contractor at his cost?

Govt Response‐ Yes, midday service. The job orders shall show the frequency of required cleanings for the facilities.

17. Is there a requirement to use environmentally preferred, biobased, and/or Ability One products?

Govt Response‐ No. Please refer to PWS paragraph 7.5.2.1‐ Cleaning Chemicals.

18. For another wise eligible SB 8a offeror that does not have successful performance on NAICS 561720 contracts but does on other NAICS contracts, would the government find an offeror eligible for award with a SBA Certificate of Competency letter with proposal?

Govt Response‐ The Contracting Officer will follow procedures in 19.600 and 19.802 concerning eligibility and competency.

Govt Response‐ Amendment 1 addressed this short‐coming for Pre‐Award information.

Govt Response‐ The unit of measure of CSF on Tech Exhibit E represents 100 square feet. For those tasks that have CSF in column C on Tech Exhibit E, your price in columns E, G, I, and K is for 100 square feet of that task. On the sample job orders given at the site visit, 100 square feet is represented by CF, but the number listed on the job order is the actual SF (square feet).

32. Can I have a window count?
