2. Do you have a scheduled walk through?
Govt Response‐ A site visit is scheduled for 9:00 AM (CST) on 10 Jan 2019. See page 55 of the solicitation.
3. What is the current annual value of the contract?
Govt Response‐ The annual value of the current contract is approximately $1.3 million. Task orders are issued on a monthly basis to reflect the actual order for that month. There is a small amount of fluctuation as buildings are renovated, closed, or re‐opened.
4. Is there any additional information I will need to gain access to Fort Riley?
Govt Response‐ Please visit the Fort Riley access control webpage for the latest information.
http://www.riley.army.mil/Units/Garrison‐Command/Emergency‐Services/Access‐Information/
For the majority of you, if you don’t have a CAC card, access will be granted by filing out the Fort Riley Form 103‐1 at the above referenced website. The Fort Riley visitor center is located at the Marshall Army Airfield exit off of 1‐70 (Exit 301). They will process the form and grant a 1 Day pass. Our office is in Bldg 1792, which is in Camp Funston, right inside the 12th Street access control point. This access control point will not process the 1 Day pass however, as they are designated as the commercial gate for the installation. The Fort currently has a trusted traveler program, where if one person has a DOD issued ID card, the riders are allowed on post with any government issued ID.
5. If contract is union, how many union employees are currently employed in the contract?

Govt Response‐ There is no separately priced line item for this. Overhead cost.
9. If asked to hire more than required due to need, can the contract be amended to cover cost of additional labor?
Govt Response‐ Task orders are issued based on quantities ordered for that month. The quantity ordered multiplied by the line item price will be what is paid.
10. Antiterrorism (AT) Level I Training: This training is usually administered by the Base concerned. Will the Base be administering this training or will it be done outside by in coming contractor at his cost?
Govt Response‐ Antiterrorism Level I training is conducted by the employees on the contractors time. The link in the PWS appears to be out of date. The appropriate link is for Non‐CAC holders is https://jko.jten.mil/courses/atl1/launch.html. Amendment will be issued.

Govt Response‐ Yes, midday service. The job orders shall show the frequency of required cleanings for the facilities.

Govt Response‐ Amendment 1 addressed this short‐coming for Pre‐Award information.
23. Do the instruction to offerors provided in this clause (FAR 52.212‐1 Deviation 2018‐O0018) apply to this IFB at time of the bid submission?
Govt Response‐ Yes.
24. Please provide the complete document (Tech Exhibit C).
Govt Response‐ After consulting the Garrison OPSEC Manager and Anti‐Terrorism Officer, Tech Exhibit B and C will not be released publicly, only to the awardee. If desired, you can make an appointment to view the job orders with me, with nothing leaving the installation but your notes.
25. Are the offerors required to submit the attachment 6 along with their proposal or is this document supposed to be submitted after award?
Govt Response‐ This question referenced 1.2.1.1.1.1. Amendment 1 corrected this paragraph.

31. Can you please explain CS and CSF again please you explained at the site visit but I need you to explain one more time?
Govt Response‐ The unit of measure of CSF on Tech Exhibit E represents 100 square feet. For those tasks that have CSF in column C on Tech Exhibit E, your price in columns E, G, I, and K is for 100 square feet of that task. On the sample job orders given at the site visit, 100 square feet is represented by CF, but the number listed on the job order is the actual SF (square feet).
32. Can I have a window count?
Govt Response‐ That information is not available, but realize that no window on this installation is over three stories.
33. What is the current contract number?
Govt Response‐ W911RX‐15‐D‐0001
34. Please provide copies of all mods.
Govt Response‐ No. Publically available contracting information can be obtained utilizing the
“ezsearch” function at the fpds.gov website, by searching W911RX15D0001.
35. I have noticed a large increase in task 12, wax wood floors, from the previous solicitation at Fort
Riley. Are these numbers accurate?
Govt Response‐ No. Amendment will be issued to update Tech Exhibit E. Nearly 30 buildings were left off the initial Tech Exhibit E, so most quantities (minus task 12) are increased.
36. Are all the Evaluation Factors listed on page 57 of the IFB under paragraph 1 required to be included in the Contractor’s IFB response or will some be used only after the Government has made a selection and additional information is required? Specifically, referring to subsection 1.2.1.1.1.1. which states
Attachment 8 financial information is required in the bid.
Govt Response‐ Please include Attachment 8 with TAB D, Reps and Certs.
37. We would like to know of the 30 janitors how many are 8hr F/t and many 4hr P/T?
Govt Response‐ This is a performance based contract. That information is not available.
38. Amendment 003 to the solicitation updated the Pricing Schedule (Technical Exhibit E) to include PWS Paragraph 7.5.2.3 Rest Room Consumables. The quantity listed is 495 Each. Please clarify what
“Each” represents, since the items in Section 7.5.2.3 can be individual rolls or cases of paper products and liters/gallons/cases of hand soap.
Govt Response‐ The unit of measure ‘Each’, for this task, represents one restroom.
39. Have you noticed the cell J44 formula error in your Amendment 0003, Tech Exh E? Will you provide us a corrected Tech Exh E?
Govt Response‐ Yes. Thank you for the catch. Amendment will be issued to correct that cell.
40. I am little confuse on exactly when the site visit is schedule and is it mandatory? Also the exact day the bid is due?
Govt Response – An organized site visit was conducted on 10JAN19 (Page 55 of the IFB).
Attendance to the site visit was not mandatory. See Block 8 (Page 1 of the IFB) for when bids are due.
41. Can we email this amendment to you because each time you put up amendment close to bid submission date we would Ruch to Fedex and it cost us more if we are not Resident of the City where the base is located.
Govt Response – No electronic submissions of bids or bid packages is allowed, see paragraph Section L. 1.1.3 (Page 54).
42. Question 12 in the Questions from Industry indicated the total value of the contract including base and option years to be $6,345,985.38. Does this amount include any extensions and if so how many months?
Govt Response‐ This amount includes a six month 52.217‐8 extension.
43. The original Total Contract Price (Base & Option Years) awarded in 2014 was $5,482,929.84. The net difference between the awarded Total Contract Price and the current Total Value Price is an increase of $863,055.54. Other than wage determination increases and fluctuations in orders from month to month, has there been significant increases in service that have contributed to this net difference?
Govt Response‐ The FAR Clause 52.217‐8 six month extension and wage adjustments have been the only significant increases.
44. Attachment 7 provides a Wage Determination that includes an hourly classification rate of $14.19 and $4.27 for Health and Welfare for Janitorial Quality Control Inspector. Is this individual entitled to receive up to 56 hours or 8 days of sick leave that the SCA Wage Determination includes for Janitor?
Govt Response‐ Yes. Please refer to FAR Clause 52.222‐42 and its note.
45. Can we please have the estimated EACH numbers for the following lines on exhibit‐E: 3.2.20, 3.2.2.22, 3.2.2.23, 3.2.2.24?
Govt Response‐ Estimated EACH numbers are not available for those tasks.
46. In reviewing the subject referenced solicitation files, does the government want a Technical response within TAB A for PWS 2.1.3.4 (Page 55 of 59), or just confirmation of our ability to perform the work at meet Attachment 5 ‐ Deliverables?
Govt Response‐ Including this assurance/confirmation to meet the requirements of the PWS as a sentence in the transmittal letter is adequate.
47. I have downloaded and printed the Amendment of Solicitation/Modification of Contract. Am i just supposed to fill in block 15 or is there more i have to fill out.
Govt Respone‐ You are required to sign block 15 for each amendment in order to acknowledge receipt and understanding of that amendment.
48. Any due date set or still making changes?
Govt Response‐ Bid opening is still scheduled to take place at 2:00PM (CST) on 4 Feb 2019.
49. Should Exhibit C have the list of buildings, levels/types of cleaning, and Task/frequencies?
Govt Response‐ Please see the response to Question 24.
50. The due date of the 4th is on Monday which means if we want to ensure delivery we ship our proposal for delivery 1 day prior to the due date in case anything happens. Will either one of you two gentlemen be available on Saturday to receive proposals that are shipped?
Govt Response‐ No. However, 2PM local time was selected as all major mail carriers have, under normal conditions, made their deliveries by that time to our office.
51. Will there be any more amendments forthcoming by Thursday or even Friday?
Govt Response‐ There isn’t an amendment projected as of the writing of this response, but there is still one day remaining for industry to ask questions. If a question is asked that requires an amendment this late in the game, we would likely move the bid opening.
52. In regards to question 17 about obtaining all the hand soap, toilet paper, trash liners, and hand paper towels from Envision Xpress, they are just as confused as to what to quote us as we are. We have been given the information of 495 restrooms, but how many stalls for toilet paper, how many hand soap dispensers, hand paper towel dispensers? How many times does each bathroom need to have their trash emptied and replaced with a new liner each week?
Govt Response‐ The Fort Riley command has decided to have the ‘consumable’ task removed from the PWS. Amendment will be processed.
53. Please clarify if the government intends for the responder to provide all 59 pages of SF1449 including the signed page to be considered Tab B Or should we just print the signed page 1 and label it Tab B? In other words, does the reference to 1449 Signed found in the table on page 54 refer to one page or all 59?
Govt Response‐ Page 1 of the 1449, with block 30 signed is the only page required in Tab B.
54. If we are expected to provide all of the 59 pages in Tab B, do we then:
* reprint Section B (pages 3‐7) and label it Tab C and provide again in that section?
* reprint Section K Representations and Certifications and labelthose pages Tab D?
Govt Response‐ You are not expected to print all 59 pages for Tab B. Pages 3‐7 would be your Tab C. For Section K, you could either print those pages out of the solicitation or print your SAM Reps and Certs.
55. What’s is the wage rate that is being paid for the project manager for the incumbent?
Govt Response‐ That information is not available. The position is exempt under the incumbent.
56. Of the approximate 100,000‐acre total of the installation, would you be able to provide me an approximate acreage or approximate percentage of land that requires ground maintenance and snow removal?
Govt Response‐ Bldg. 384 has approximately 1/3 acre of grounds maintenance responsibility.
57. The government states that the awardee will be provided individual square footage. The government admits that this information is available. This information has been shared with the incumbent. The government has provided an advantage to the incumbent and his Protégé (Shell Soft), who is likely to benefit from this information as well.
Please provide the individual square footage prior to bid opening so all bidders may have the same ability to compete.
Govt Response‐ Technical Exhibit C is being released under Amendment 5.
59. The government states that the information is not releasable. Yet, in the same response, the government states that the information is releasable to those who schedule an appointment to obtain the information. The government admits that the information is truly releasable and may have been released to a limited group of competitors. The government has contradicted itself in as much that the information is in fact releasable, but only to those who schedule an appointment for viewing.
Please provide the information to all bidders so that this competition can be fair and equal to all bidders wishing to compete.
Govt Response‐ The government will provide, in addition to the release of Tech Exhibit C, all floor plans provided during the site visit to the attendees upon receipt of the non‐ disclosure agreement signed by all site‐visit participants.
60. The government states that TE B&C will only be provided to the awardee. The government also states (see Question #24) that the information will only be provided to the awardee. The government has contradicted itself since all information is available for viewing and note taking (no qualifications provided as to methods of note taking such as cell phone photo copying).
Please provide all bidders copy of TE B&C.
Govt Response‐ Technical Exhibit C is released with Amendment 5. As stated in response #59, the floor plans released at the site visit will be released upon receipt of a non‐ disclosure agreement, which can be requested from the Contract Specialist. Tech Exhibit B will be released in full to the awardee.
61. The government states that copies of sample job orders (contrary to the government’s previous position that this information is to be provided to the awardee only) were provided to site tour attendees.
Please provide all bidders a copy of the sample job orders provided to site tour attendees.
Govt Response‐ All orders were released with Amendment 5.
62. The government states that the window count is not available. If so, what support basis was relied upon by the government in calculating the reasonable estimated annual quantities for any TE E window related items?
Please provide all information the government used to calculate the window related TE E units.
Govt Response‐ All information, in square footage, is available in Tech Exhibit C.
63. The government states that nearly 30 buildings were left off of the initial TE E. Only the incumbent has the ability to determine all costs and risks associated with cleanings provided to all the various types of building under this IFB. The government is withholding information readily available and releasable by its’ own admission (viewable upon appointment).
Please provide the list of 30 buildings. Please provide the complete list of buildings applicable to this IFB.
Govt Response‐ The release of Tech Exhibit C shows all 133 building job orders.
64. The table of contents indicates that Exhibits B and C are part of this IFB. Exhibits B and C are not found in the IFB.
Please provide Exhibits B and C.
Govt Response‐ Tech Exhibit C has been released. Tech Exhibit B is the floor plan of the building that correlates to the quantities in Tech Exhibit C, and will be released to the awardee.
65. The government cites FAR 52.208‐9 to support direction that all supplies (for Government Use) are to be purchased from the Envision Store on Fort Riley for all tasks. The FAR does not support exclusive vendor selection:
(a) Certain supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504. Additionally, certain of these supplies are available from the Defense Logistics Agency (DLA), the General Services Administration (GSA), or the Department of Veterans Affairs (VA).
We cannot determine our costs for TE E PWS item 7.5.2.3 since the government has not provided us the Envision Store price schedule for all supplies, not just toilet paper, paper towels, and hand soap.
Please provide the Envision Store price schedule for all supplies to be used by the government under this contract.
Please confirm that the government will provide equitable adjustment to the contractor due to supply item price increases of the government’s exclusive vendor.
Govt Response‐ Amendment 5 removes the requirement to provide restroom consumables, with the exception of trash can liners. The Envision store on Fort Riley is operated by a NIB vendor. To inquire pricing information, the Envision store can be reached at
(785) 239-4801. The government will not provide an equitable adjustment for Envision store pricing.
66. The government stated that the EA indication is a restroom (see Question #38). Yet, the TE E description states rest room consumables.
Please define the word “consumables”.
The government states that the units are individual restrooms (aka EA). The Estimated Annual Quantity of restroom servicing’s is 495. Correct? If not, please define.
Please provide the basis for the government’s Estimated Annual Quantity of 495 restrooms.
Based upon the government’s definition of EA, one restroom location being provided one servicing equals 1 of 495. Is this correct?
Govt Response‐ That PWS paragraph was updated to remove the ‘consumable’ term.
Tech Exhibit E was updated to remove any quantities from that task.
67. What's the net cleanable square footage of the campus please?
Govt Response‐ That information can be obtained from Tech Exhibit C.
68. Will work be base on task orders only?
Govt Response‐ Yes.
69. Is payment made thru WAWF or SUS?
Govt Response‐ Payments will initially be made through WAWF, but we anticipate transitioning to SUS later.
70. It states that janitorial employee list as of 2019 is 30 employees and this is not including quality control inspector and project manager. Are 30 employee required for this contract?
Govt Response‐ No. This is a performance based contract.
71. Are supplies such as toiletries provided by the government?
Govt Response‐ No.
72. Did the current company meet satisfactory for providing janitorial service?
Govt Response‐ That information is not relevant for this question and answer session.
73. Would you please clarify whether the proposal instructions at Section 1.1.2 of IFB W911RX‐ 19‐B‐0006 require one CD total or one CD for each of the Tab sections of the response.
Govt Response‐ One CD total.
File details come from the government source that posted it.
