Questions - W911RQ-24-R-X111

1/23/2023

1. The listed NAICS code for this requirement is 562112, indicating it is “Hazardous Waste

Collection”. There is no indication in the Performance Work Statement of what is considered hazardous waste. Will the Government indicate which waste streams are considered hazardous and which are non-hazardous?

Answer: There are no hazardous streams, a clerical mistake was made the NAICS will be updated to code 562111 “Solid Waste Collection”

2. The last time this requirement was posted, it was posted for NAICS code 562111 “Solid Waste

Collection” using the same PWS. What has changed in this requirement to prompt that?

Answer: There is no change see answer to question 1.

3. A responsible bidder will need to know what material is going into each container listed in

Attachment 1. Will the Government indicate that on the schedule accordingly?

Answer: The government does not have this data, however the type of solid waste to be collected will be IAW the PWS or as notated on the ELIN A0004 for sawdust. On occasion for example when there is a specific material like construction waste, the vendor will be notified at that time.

4. Attachment 2 includes the number of 4yd and 8yd containers serviced monthly but does not include the current or historical pick-up frequencies. A responsible bidder will need this information to provide a true-value price to the Government. Will the Government provide this data on Attachment 1, which should have been provided by and collected from the current

Prime Contractor?

Answer: The government does not have that data, due to the varying workloads throughout the depot, however the number of estimated pickups is listed on Attachment 0002

5. ELIN xxx10 calls for costs with the transportation of containers. Of the 300 services listed there, how many pickups are for 4yd and 8yd containers and how many are for 15yd and 40yd containers? Once again, for a responsible bidder to give the Government a true-value bid, this information is vital and should already be provided by the Prime Contractor.

Answer: Currently the 4yd & 8yd container material is stored until the front end loaders are full, then the front end load itself goes to the landfill, and that is considered one haul to the landfill as stated in ELIN A0010. Haul history to the landfill is being attached and ELIN A0010 is be revised to reflect a more accurate estimate from 300 estimated trips to 160 estimated trips.

6. Does Red River Army Depot provide an area on base for truck parking and container storage used for this account?

Answer: Yes space will be provided

7. For ELIN A0001, there are 59 Est. QTY per month, which corresponds to the number of 4yd

Containers required. For this line item, the following information is required for responsible bidders to supply a price. This information is already known by the incumbent and should be reported to RRAD.

Answer: There are up to 59 estimated pickups and will depend on the amount of waste in the bins at the time.

8. For the last 12 full months, how many 4yd Container pick-ups occurred in total? How many of that total were recorded as ¼ full? How many of that total were reported as ½ full? How many of that total were reported as ¾ full? How many of that total were reported as completely full?

Answer: The picks are the estimated amount per cubic yard container per month and does not reflect the hauls to the landfill as noted in ELIN A0010. The government will provide in this amendment actuals for ELIN A0010 total trips to the land fill.

9. For ELIN A0002, there are 45 Est. QTY per month, which corresponds to the number of 8yd

Containers required. For this line item, the following information is required for responsible bidders to supply a price. This information is already known by the incumbent and should be reported to RRAD.

Answer: Please refer to the answer to question 8.

10. For the last 12 full months, how many 8yd Container pick-ups occurred in total? How many of that total were recorded as ¼ full? How many of that total were reported as ½ full? How many of that total were reported as ¾ full? How many of that total were reported as completely full?

Answer: Please refer to the answer to question 8.

11. For ELIN A0004, is this Sawdust collected and taken to the landfill with the trash collected in the other 4yd and 8yd containers? How many times is this container serviced per month?

Answer: Yes it is collected with the same material, it is picked up and estimated 1 per month per IAW ELIN A0004

12. For ELIN A0010, please break down the makeup of the 300 monthly haul workload on an annual historical basis, for the last 12 months.

Answer: History for FY 23 to 18 JAN FY 24 will be attached with this amendment, the hauls to the landfill as listed on ELIN A0010 is being revised to reflect a more accurate estimate.

a. How many landfill trips were made to the landfill to dispose of the waste collected in the 4yd and 8yd containers? What was the total tonnage for this same time period?

Answer: The 4&8cy containers are picked up by the front end loader. The front end loader is what is hauled to the landfill IAW ELIN A0010. The contractor is paid to transport/haul to the landfill and not for the tonnage at the landfill.

b. How many landfill trips to the landfill were made to dispose of the waste collected in the stationary compactors (ELIN A0005 and A0006)?

Answer: Per ELIN A0005 & A0006 the monthly estimated number of bins/picks is 5&7 respectively.

c. How many trips to the landfill were made to dispose of the waste collected in the 15yd

Open Top Containers (ELIN A0007)?

Answer: Per ELIN A0007 the monthly estimated number of bins is 5 and the pickups is the same.

d. How many trips to the landfill were made to dispose of the waste collected in the 40yd

Open Top Containers (ELIN A0008)?

Answer: Per ELIN A0008 the monthly estimated number of containers is 16 and pickups is the same.

e. For ELIN A0009, how many relocations were performed for the last 12 full month period? Are these recorded as part of the 300 units in ELIN A00010?

Answer: There have been no relocations for the past 12 months, and this is not recorded as the solid waste that is transported to the landfill.

13. The current equipment located on the base, front-load trucks, roll off trucks, front-load containers (4yd and 8yd), compactors, and open tops, appear to be near “end of life”. The industry standard is 8-10 years. Given this requirement is MISSION-CRITICAL to RRAD, will the statement of work be amended to require “NEW” or “Like-NEW (less than 5 years old) equipment?

Answer: The PWS will not be amended at this time, all equipment onsite is not government owned, and all equipment must be maintained the standards IAW PWS.

14. The current solicitation is written to award the Lowest Priced Technically Acceptable bidder.

However, given this is a MISSION-Critical service for RRAD, the best value approach would be to balance price, technical capability, past performance, and possibly other factors into the evaluation. Will the Government consider this change as an amendment?

Answer: The government will not change the current evaluation terms at this time.

15. Could you inform me if this is a new requirement or a follow-on to an existing contract? If the latter, could you provide me with the Contractor Name and Contract #?

Answer: This is a new requirement, however, the existing contract number is W911RQ18C0009 with Waste solutions.

16. In relation to Attachment 2 ELIN Pricing Sheet Item A0010- Transportation of Full Containers to

Landfill, except those for Sawdust, Wood, and Dust Collectors with an estimated monthly quantity of 300. Can you please advise if these are to be considered front load or roll off and size?

Answer: Both, any transport to the landfill of a full container to the landfill is applicable.

17. When inputting unit price numbers into the spreadsheet provided. The multiplier places the monthly expense into column F. The only issue is this column is titled Total Price per year. Is it acceptable to add an additional column for the annual cost? Or can the government address this discrepancy?

Answer: The formula has been corrected in REV 1

18. What are the protocols in the event the government does not fulfill the estimated monthly quantities provided? Can a minimum annual guarantee be placed into the contract to address potential variations?

Answer: The government will only pay for actual services rendered. There will not be a minimum guarantee, however actual haul history will be provide with ATT 003 for this amendment.

19. Good evening, is this contract is for all buildings for Red River Front Buildings, Rubber Products and DLA Buildings and Is It Based on the 4 Day Work schedule or Do We Need to Work on the

Fridays since Lots of People Do Work? Is this a set aside.

Answer: It is for all IAW with attachment 01 building location sheet, it will be 4 Day Work schedule unless it is an emergency/special situation and the vendor will be notified by the KO ahead of time. Yes this actions is a 100% Hubzone set aside.
