11. Rejection of Offers

11.1 Offerors must carefully read understand, and provide all the information requested in the Notice to Offerors.

11.1.1 The proposal fails to meaningfully respond to requirements specified in the Notice to Offerors of this solicitation. Examples of failure to meaningfully respond include:

11.1.1.1 A proposal merely offers to perform work according to the solicitation terms or fails to present more than a statement indication its capability to comply with the solicitation terms and does not provide an elaboration as specified in the Notice to Offerors section of this solicitation;

11.1.1.2 A proposal fails to provide any of the data and information required by the Notice to Offerors;

11.1.1.3 A proposal provides some data but omits significant material data and information required by the Notice to

Offerors;

11.1.1.4 A proposal merely repeats the contract Scope of Work (SOW) without elaboration.

11.1.2 The proposal takes exception to the attachments, exhibits, enclosures, or other solicitation terms and conditions.

11.1.3 The proposal is unbalanced as to price. An unbalanced offer is one which is (a) based on prices significantly high or low for one given period versus another period; or (b) the price of one or more contract line item is significantly over or understated as indicated by the application of price analysis techniques. There must be a direct relationship between the effort expended and its cost or price for each year and each CLIN. The PCO may reject a proposal which is deemed unbalanced.

11.1.4 The proposal offers a product or service that does not meet all stated material requirements of the solicitation.

11. 1. 5 The proposal is not submitted to the Government via the Federal Business Opportunities (FBO) system.

12. Award without Discussions. This RFP includes FAR 52.212-1, Instructions to Offerors Commercial Items, which advises Offerors that the Government intends to make award without conducting discussions. Where award will be made with discussions, exchanges with Offerors are limited to Clarifications as defined in FAR 15.306.

Therefore, the Offerors initial proposal should contain the Offerors best terms with respect to the price and non-price factors. However, under FAR52.212-1, the Government reserves the right to hold discussion if necessary.

13. Electronic Contracting

STATEMENT OF WORK

Statement of Work

For

Water Blast Roadwheel Denuding System

1. Scope

1.1 Scope. This Statement of Work (SOW) is to define the specifications for a new Water Blast

Roadwheel Denuding System for the Roadwheel re-manufacturing process located in the Rubber

Products Branch (RPB) facility, building 493. This complete system shall include planning, designing, fabrication, testing, transportation, off-loading, installation, training, and commissioning necessary to furnish one Water Blast Roadwheel Denuding Machine specified herein.

1.2 Background. The current method of denuding used roadwheels consist of presenting roadwheels which are stacked and placed near an indexing table. Roadwheels are then loaded onto the indexing table by an operator using a standard jib crane and hoist. Roadwheels are indexed into the denuding machine. The denuding machine consists of an electrically driven spindle with a three jaw work holding chuck, a slide mounted skiving tool, hydraulically positioned stainless steel brushes and is programmed and operated by a Programmable Logic Controller (PLC) with touch screen Human-

Machine Interface (HMI) interface. The indexing table positions the roadwheel onto the chuck where the roadwheel is clamped into place. The roadwheel is rotated at a predetermined revolutions per minute (rpm) (approximately 60 rpm) while a single custom designed skiving tool is fed close to the metal roadwheel removing the bulk of the bonded rubber off of the roadwheel. After the bulk of the rubber falls from the roadwheel, a stack of rotating (1800 rpm) stainless steel brushes mounted on a shaft are hydraulically pressed against both sides of the disc of the roadwheel removing the rubber and the adhesive bonding residue from the roadwheel. Because total indicator run out (TIR) tolerances allow as much as 0.188 run out, brushing is used to compensate for lack of concentricity. The index table is then positioned and the roadwheel is lowered onto the indexing table. The table rotates to present the next roadwheel to the machine. The operator manually removes the wheel and places them on an empty, outgoing pallet with the overhead jib crane and hoist.

3. Requirements

3.1 – System Description. The Rubber Denuding System (RDS) shall operate fully automated and manually for recovery operations. The system shall incorporate water blast technology to break the rubber-to-metal bond, completely removing all bonded rubber and adhesive from the metal. The system shall denude one wheel in six minutes or less in continues operation. Each cycle shall take no more than six minutes maximum from the time the wheel is mounted to a fixture, processed and removed from the fixture. The roadwheels shall be placed into the cell via pallets that RRAD RPB already uses for roadwheel transport and processing in other areas of production. See

RRAD Drawing 2021805 for specifics. No conveyors are allowed for this system. The roadwheels shall be loaded onto a slide table or into an enclosed cabinet from the Steel Roadwheel Pallet. A material handler, such as a

FANUC America Corporation six axis robot arm or equal, shall be utilized to load the machine to include custom end of arm tooling. A fixture or stainless steel chuck shall secure the wheel inside of the cabinet. The denuding process shall be fully automatic once the cabinet is sealed and secured. The Cabinet shall contain all of the water and rubber debris being removed from the roadwheel. See section 3.2.4 for waste water regulation requirements.

Large debris from the wheels shall be removed from the cabinet using an auger style system to be collected separately in a hopper and discarded or recycled per See section 3.2.4. The cell shall be accessible for maintenance through a personnel access door that is capable of being locked during operation of the equipment to prevent injuries. The overall size of the entire system cannot exceed 25’ wide by 40’ long.

3.2 – Characteristics. Following are the minimum characteristic requirements for the Roadwheel

Denuding System. Machine must meet or exceed all of these characteristics listed prior to acceptance of the equipment.

3.2.1 Cabinet. The cabinet shall be fully sealed and set inside a fluid containment pan. All materials inside of the cabinet shall be made of stainless steel material. It shall capture and contain all liquid and debris from the process. It shall have a built in manually operated cleaning system to allow for quick wash down of the interior walls, corners of the cabinet, windows and the work table to remove debris left over from the denuding process. This is to be performed as normal maintenance and will have a large enough drain to accommodate this surge of water during the cleansing process. It shall have access doors to allow the placement of the roadwheels inside for processing and removal. It shall be designed to allow water to drain into a filtration system.

3.2.2 Water Blasting System. It shall be capable of generating enough pressure to remove 1” thick rubber and cleaning the surface area of 25” x 6” aluminum roadwheels, 24”x 3.75” steel and aluminum roadwheels one at a time and without damaging the Roadwheel base metal. Nozzle tips shall move along the profile of the roadwheel as it turns. Multiple nozzles are allowed. The system will have a stainless steel reservoir water tank for stabilizing the supply water with an automatic water level shutoff to prevent spillage. The reservoir tank shall have a low water level pump cutoff to prevent pump damage. All piping shall be made out of corrosion resistant materials.

3.2.3 Controls. The system controls shall be capable of operating autonomously through

Programmable Logic Controllers (PLC) contained in a NEMA 12 enclosure. Operators shall be capable of controlling the system through a touchscreen, Human Machine Interface (HMI) in automatic mode and manual mode. Due to security restrictions, the system shall be a standalone system and shall NOT be connected to the

RRAD internet or any cloud based system. The system shall track and display the amount of roadwheels that have been processed. The control system shall be capable of moving via manual operations through an HMI for any recovery operations. Only safe manual operations shall be allowed in manual mode.

3.2.3.1 – Programmable Logic Controllers (PLC). The PLC used in the system shall be compatible with RSLogix 500 software. The contractor shall provide an electronic copy of the PLC/HMI program code within seven calendar days following successful acceptance test of machine start up, in accordance with

Contract Data Requirements List (CDRL) PLC/HMI program codes, CDRL A001.

3.2.4 Filtration. All filtration equipment shall be provided and installed by the contractor. The process water shall be filtered down to a five to ten micron contaminate particle size prior to being released into the industrial waste sewer drains. The water with the large rubber debris will be processed to remove the water from the rubber. The dried rubber will then be deposited into a contractor provided portable container that can be easily emptied by Fork Truck into RPB’s rubber waste bins.

3.3 - Safety.

3.3.1 – Emergency Stop. There shall be a minimum of two emergency stops (E-stop). One E-stops shall be located within one foot of the HMI controls and one by the electrical control cabinet.
