Solicitation W911RQ-19-R-0017 Questions and Answers #1

Q1.) What is the test cell slab thickness?

A1.) RRAD will provide foundation drawing for reference use. The drawing will be attached to this solicitation and offerors may obtain access via FBO explicit access request.

Q2.) There does not seem to be requirement for vibration isolation (inertia mass, air suspended bedplate etc). This system will likely cause significant vibration to be transmitted to the structure, is this acceptable?

A2.) No, transfer of engine vibration to the structure is not acceptable. RRAD will amend the solicitation to provide clarification. (Section 5.5.1)

Q3.) 5.5.1 - Engine mount – there is a requirement to support the "..full range of transmissions under test" Is the full range of transmission defined?

A3.) Yes, the range of transmissions to be tested is listed in section 5.1 of the solicitation.

Q4.) 5.5.6 - EJW: Will the engine be mounted with a thermostat installed? Do we need to include HX bypass piping to allow for engine to warm up quicker?

A4.) The SOW requires a method to monitor engine coolant temperature. There is no requirement for a heat exchanger bypass to allow faster engine warmup.

Q5.) 5.5.7 – Engine Exhaust:

Q5a.) Is double-wall ductwork required, or will sufficient high-temp insulation be sufficient?

A5a.) The SOW requires double wall ductwork with high temperature insulation material

(section 5.5.7.1)

Q5b.) Maximum allowable back-pressure?

A5b.) The vendor is expected to consult with engine manufacturer to determine engine requirements.

Q5c.) What is the building height? (need to know to design stack height to avoid building wake) A5c.) M376A building height is approximately 24 feet. Vendors are required to satisfy themselves regarding all facility and equipment dimensions and clearances.

Q5d.) There is no mention of silencer, will one be required? If so, does it need to be roof mounted?

A5d.) Yes. RRAD will amend the SOW to require a muffler/silencing method. (Section

5.5.7)

Q6.) 5.5.8 – Air Intake System: 5.5.8.3 – What is the filtration efficiency requirement?

What is meant by “conditioning unit”? System draws from unconditioned test cell air, correct?

A6.) The vendor is expected to consult with engine manufacturer to determine engine requirements. “Conditioning unit” means an air filter unit sufficient for engine operation in accordance with the engine manufacturer’s requirements. Air may be drawn from inside the test cell providing the vendor ensures it meets the requirements of the engine.

Q7.) 5.5.9 – Fuel - What is the maximum allowable fuel supply temperature? Without mechanical cooling – the coldest nominal temperature the fluid cooler and heat exchanger circuits will be able to provide year-round is ~50°C (~120°F).

A7.) The vendor is expected to consult with engine manufacturer to determine engine fuel requirements. The vendor may use any method of fuel cooling provided it is a stand-alone system, and meets the engine performance requirements necessary for testing as required per the NMWR procedure (reference 5.5.10).

Q8.) 5.7 – Transmission cooling - Are we required to pump transmission oil (what type of oil, flow rates, viscosity, temperature…. )?

A8.) The test system will require pumping of 15W40 weight oil per the NMWR test procedure.

Q9.) 5.17.5 - Under section 5.17 “Manual Control” Service brakes stated as a control function. How “service brakes” are incorporated into the UUT and how is there function to be demonstrated?

A9.) Service brakes are activated via a rotational shaft protruding from each side of the UUT. The NMWR test procedure requires a specified amount of torque to be applied to the service brake control shafts. It is the vendor’s responsibility to provide a system capable of controlling service brakes in accordance with the NMWR test requirements.

Q10.) There is no mention of cell ventilation – or space conditions – is this required?

A10.) The SOW does not require installation of additional building ventilation. The SOW requires all equipment to be mounted in a manner that permits maintenance personnel sufficient space for maintenance access and tasks.

Q11.) Section 8 – Is the intent here to include a full system integrated run off (including fluid conditioning systems) in the base scope of this project? Our concern is driving a large cost into the base scope due to the setup necessary. Would an optional cost to drive the dynos thru the transmission using a load dyno be possible?

A11.) Need clarification of question.

Q12.) Concerned that the vibration transmitted from the VT903 engine to the facility concrete floor will be transmitted throughout the facility creating a large issue with the test data, concrete durability/longevity before it could fail/crack as well as the obvious concern with operator discomfort during test with a vibrating concrete floor. SOW section 5.5.1 takes into account torsional vibration concern but does not address mechanical vibration transmitted into the floor. We highly recommend changing SOW to include construction of an isolated inertia pad to mount the engine on, isolating the vibration from the rest of the facility.

A12.) No, transfer of mechanical vibration to the building structure is not acceptable.

RRAD will amend the solicitation to provide clarification. (Section 5.5.1)
