(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following Section/Evaluation Factors shall be used to evaluate offers:

I. Section I – Technical Proposal (Evaluation Factor 1) - Technical capability and quality of the item offered to meet the Government requirement and an updated manual reflecting the hardware configuration and O&M requirements;

proof of comprehensive/liability insurance; warranty information;

II. Section II – Past Performance Proposal (Evaluation Factor 2);

III. Section III – Pricing Proposal (Evaluation Factor 3); and mailto:michael.j.quinlan3.civ@mail.mil mailto:colleen.m.bertone.civ@mail.mil http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P1610_228067

IV. Section IV – Administrative Proposal

Technical and past performance, when combined, are significantly more important than cost or price.

I. Section I – Technical Proposal (Evaluation Factor 1)

• Technical Capability – Offerors shall provide a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the RFP. The Government will evaluate the extent to which the Offeror adequately described the technical specifications and capabilities of the item offered in relation to the requirements set forth in the Requirements document. The Government will also evaluate the manual submitted IAW CDRL A001 with all supplemental data required for the equipment to comply with the contract. The existing COTS manual updated with supplemental data for this 1,000 Ton 4-Post Hydraulic Press shall be evaluated using the criteria found in Appendix A of CDRL DID Number MIL-PRF-32216A.

• Proof of Insurance - The Government will evaluate the Offeror’s proposal to ensure that the Offeror has and maintains the appropriate comprehensive/liability insurance coverage in accordance with FAR clause 52.228-5, incorporated herein, prior to commencing any work at the NSRDEC, Natick, MA, facility, in at least the minimum amounts required.

• Warranty - The Government will evaluate the extent to which the Offeror submitted warranty information on each warranted item/part with its offer as required in the DFARS provision 252.246-7005 and DFARS clause 252.246-7006. The Government will evaluate the Offeror’s warranty offered to ensure the same warranty terms of at least one year, including offers of extended warranties, offered to the general public in customary commercial practice are being included. The Government will evaluate the detailed warranty information, including warranty repair procedures and procedures for obtaining repair and replacement of failed items that are within and those that are outside the scope of the warranty, which the Contractor was instructed to include as an addendum to their warranty manual.

II. Section II – Past Performance Proposal (Evaluation Factor 2)

The Offeror’s and subcontractor’s past performance with Government and industry will be evaluated.

The Government will evaluate customer satisfaction, responsiveness to customer needs, and past demonstration of providing quality and timely services. Emphasis will be on recent, relevant experience in the past five (5) years. The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in services that meet the contract requirements. One rating is assigned for each Offeror based on recency, relevancy and confidence assessment. Offerors with no relevant performance history will be given a rating of Neutral Confidence.

The Government will focus its inquiries on the Offeror's and subcontractors' record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, Offerors will be reminded to include the most recent and relevant efforts (within the past five years) in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned a Neutral confidence rating. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services.

The Government will also use the Performance Risk Assessment Questionnaires to evaluate the Offeror's Past Performance.

III. Section III – Pricing Proposal (Evaluation Factor 3)

The Government will evaluate cost or price in accordance with FAR Subpart 15.305(a)(1) to ensure that prices for CLINs 0001-0003 are fair and reasonable. Price analysis will be conducted and prices will be evaluated on a comparison of proposed prices from all Offerors received in response to the solicitation or with previously proposed prices for the same or similar items. The Government will follow the pricing policy at FAR Subpart 15.402 in establishing reasonableness of the offered prices. If it is concluded that additional information is necessary to determine the reasonableness of the proposed price, the Contracting Officer may request data other than certified cost or pricing data to the extent necessary for the contracting officer to determine a fair and reasonable price.

IV. Section IV – Administrative Proposal

The Government will also evaluate the administrative information submitted to verify the offer:

- Includes the offeror’s name and address on the cover page of its offer,

- is signed by an official having the authority to bind the firm contractually,

- lists offeror representatives authorized to discuss matters regarding this proposal,

- lists assumptions, if any (if none state none),

- lists exceptions to terms or conditions, if any (if none state none),

- complies with the stated inspection and acceptance terms,

- identifies the proposal validity period of at least 60 days from the date specified for receipt of offers,

- annotates compliance with the delivery date and duration of the contract,

- acknowledges wages are in accordance with the identified SCA WD,

V. EVALUATION PROCESS:

The technical panel will provide a detailed evaluation and assign a combined technical/risk rating for the Technical Section. The Past Performance Section will receive only a past performance confidence rating.

The Price Proposal Section will be evaluated by the Contracting Officer in accordance with the evaluation criteria established in Section III.

The Government technical evaluation panel will evaluate proposals in accordance with the process and evaluation criteria stated herein, and will document the evaluation by providing a narrative discussion of the evaluation of each proposal in terms of the evaluation criteria and proposed strong points (strengths), weak points (weaknesses), and deficiencies. This narrative discussion shall be incorporated into a report, which will be presented to the Contracting Officer. Clarifications or communications may be conducted IAW FAR Subpart 15.306 (a) and (b). If discussions are necessary, a competitive range will be established IAW FAR Subpart 15.306(c) and to the extent deemed necessary at the sole discretion of the Contracting Officer, written discussion items (DI) will be issued to Offerors in the competitive range, using control numbers, to further investigate any weaknesses, deficiencies, or other areas identified by the technical panel as germane to the evaluation process. These DIs are considered exchanges/discussions in accordance with FAR Subpart 15.306(d). The Contracting Officer may also issue DIs relating to any matter that requires written revisions to a proposal for which a binding agreement is required/desired. The technical panel will be responsible for keeping the Contracting Officer informed at all steps of the evaluation process.

Technical and past performance, when combined, are significantly more important than cost or price.

VI. RATING METHODS/DEFINITIONS:

No Confidence

Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

(c) PRICE FACTOR: Price proposals will not be given an adjectival rating, but will be evaluated to determine fair and reasonableness, and to determine that the price offered is consistent with the effort proposed.
