W911QX-15-T-0327 – HTHW Maintenance Questions from Site Visit 14 September 2015
1. Is there currently a contract in place for these services? If not, how have they been maintained?
Answer: The PM and repairs have been performed by both Government employees and one-time equipment-specific contracts. The purpose of this contract is to consolidate the individual contracts and supplement government declining manpower.
2. It states that Service (PM) is to be per manufacturers recommendations. This could be interpreted as Monthly, Quarterly, or Bi-Annually. Could you please specify how often you would like the (PM) done on these boilers.
Answer: Respectfully, no. A contractor familiar with like equipment in the ALC Plant should have an understanding of the manufacturer's required maintenance schedule. If an exhaustive search cannot reveal a recommended PM schedule from the manufacturer for a piece of equipment, the COR will accept a well-documented PM schedule that is widely accepted as a standard practice in the industry. The COR reserves the right to verify that the manufacturer does not have a recommended PM schedule.
3. Why is the following required: “The Contractor shall also provide a Maintenance Technician who must possess at least a Grade 2 Stationary Engineers license issued by the State of Maryland or the District of Columbia or equivalent license from another state.”?
Answer: After further consideration, DPW is relaxing this requirement. As revised in the PWS, a Grade 2 operator is not required under this contract.
4. Is this a small-business set-aside?
Answer: No, section (ii) in the body of the combination Synopsis/Solicitation posting states that this is set-aside for small businesses, but that was written in error and has been removed. The set-aside code correctly stated “Set-Aside Code: N/A.” This solicitation is posted for full and open competition.
5. The SOLICITATION states that the Contractor shall provide a Contract Manager and Maintenance Technician, C1.3 Personnel Requirements and shall be available between 0700 and 1630, Monday thru Friday except holidays. Does that mean they are on site during this time?
Answer: No, there is no requirement for the contract manager and maintenance technician to be on site during the full extent of this time. These hours will be the regular working hours that the contractor may perform PM. Working outside these hours will be subject to approval by the COR. Also, the time is specified as the time the COR can get in contact with the contractor to communicate contractual issues if they arise.
6. Under C.1.3 (i) states that a Maintenance Technician has to possess at least a grade 2 Stationary License by the State of Maryland or the District of Columbia, etc. Do this mean the person has to be on site for the 8 hrs. per day or on call as long as all the Boiler Maintenance requires has been conducted.
Answer: After further consideration, DPW is relaxing this requirement. As revised in the PWS, a Grade 2 operator is not required under this contract.
7. Can you provide a Maintenance Schedule or at least the maintenance requirements?
Answer: No. A contractor familiar with like equipment in the ALC Plant should have an understanding of, or be able to research, the manufacturer's required maintenance schedule.
8. When are the bids due for this project?
Answer: The solicitation period has been extended and bids are due NLT 0800AM EST on Monday, 21 September 2015.
9. The SOLICITATION did have a Section l, Proposal Instructions. Therefore, do the requirements noted in Section C.4 Requirements, paragraph C.4.2, i thru v. are they response the basic response to items?
Answer: PWS paragraph C.4.2, i. thru v. refer to proposal submissions for repairs needed during performance of the contract, not for bids under the current solicitation. Responses to the current solicitation may be submitted to me via email.
