The following is a tentative machine delivery schedule from soonest date to latest.
It should be noted the machine foundations will be required to be ready to have the machines installed (e.g. concrete formed and cured) by the stated below dates.
An additional 30 days for completion and fit up after the install of the machines is factored into the period of performance dates in Section F.
Liquidated damages will apply per FAR 52.211-12 per each seperate foundation not ready for machine installation and will be charged starting on dates provided below.

Foundation Project Dated 6/1/2018
Technical Questions:
1. Foundation Drawings for the Hollow Spindle Lathe show a trench pit with finish elevation of -1650, please provide a section through this pit to show if any haunching is required.
A. A complete set of drawings for the Hollow Spindle will be provided when received from the manufacturer. The below is provided for reference ONLY.
2. Drawing X2 in the Hollow Spindle Lathe SOW shows 3 coolant pit covers. We do not see these covers shown on the foundation drawing. Where do they go? How many are there? What is the material? Thickness? Please specify shape/size or provide a detail for steel cross brace?
A. Drawing X2 shows only two covers, the image to the left is the overall dimensions when they are placed together. These are only required over the coolant pit (see below). The covers shall be made out of ¼” thick steel diamond plate. The cross brace shall be 3” x 3” x ¼” angle steel.
3. Foundation Drawings for the Hollow Spindle Lathe show a box around 3 holes in the center of the drawing (see below). Please clarify what the box is.
A. The box is part of the machine tool.
4. Could you please clarify the minimum foundation depth of 1850mm listed in the SOW. Are we to assume that the bottom of the foundation for the entire area of the machine is to be to the minimum depth of 1850mm? Certain pits within the foundation are at a depth of 1850mm already, can you specify the thickness of the slab underneath those area?
A. That is correct, the minimum depth of the entire foundation shall be 1850 mm with the exception of the area under the coolant pit, which shall be 12” deeper.
5. Assuming my understanding of the 1850mm depth above is correct, my next question is as follows: The SOW for the foundations say the minimum foundation depth is 1850mm with 100mm sub slab and 200-300mm of gravel subbase. That puts the total excavation depth at ~7.5’ which means some sort of shoring would be required. There is a note in the SOW that mentions that the sub slab and foundation be pour monolithically. The sub slab isn’t an issue, but I would ask for you to revisit allowing cold joints in the foundation slab, as with the required excavation depth the shoring needed will likely interfere with pouring the foundation monolithically.
A. The contractor shall form and construct both the foundations and sub slabs in a manner that allows for one continuous (monolithic) pour. Cold joints will not be permitted.
6. Can the Arsenal release any pictures of the work areas?
A. No, contractor was to satisfy themselves to the areas to the site at the organized site visit.
7. Can all 11 areas of removals be done at the same time?
A. No, 7OD010 (two foundations), 7OD011 (two foundations), and 7OD008 can be completed at same time. See updated machine priority list.
8. What are the regulations on exhaust from machines being used in the work area?
A. The contractor shall comply with all provisions of U.S. Department of Labor and Occupational Safety and Health (OSHA) standards. With the exception of Tier 4 equipment, contractor shall properly exhaust any diesel, gasoline or LP powered demolition equipment to the outside atmosphere. Flexible duct pipe will be permitted to be installed in such a manner as to not interfere with manufacturing operations to include use of the aisles for transport. Booster blowers on duct pipe may be necessary to attain adequate ventilation.
9. Is water for dust control available from the Arsenal?
A. Yes. However, backflow prevention is required for any connection to the Arsenal water system throughout construction work.
10. Can trucks enter and leave the grounds once they are badged? Will there be any inspections at the gate?
A. Yes, trucks may enter and leave once badged on a daily basis. In accordance with AR 525-13, contractor personnel working on an installation are subject to participation in installation RAMP security program (e.g. vehicles, wearing of ID badges, etc.) and installation security program.
11. Is there any vibratory limitations for using hydraulic hammers to remove concrete?
A. No.
12. Drawings do not match the scopes of work, need final drawing for 7OD0013.
A. The correct drawings for each SOW are in the packages (other than as noted), and are as follows:
7OD006 – 2202-02108A-A
7OD007 – 2203-01089-A_01, 2203-01089-A_02, 2203-01089-A_03, and 2203-01089- A_04, 1999-01862 and 1999-01863.
7OD008 – 2202-02135-A_01, 2202-02135-A_02, to be provided: 2202-02135-A_03, 2202-02135-A_04.
7OD009 – 2203-01088-A_01, 2203-01088-A_02, 2203-01088-A_03, 2203-01088-A_04.

13. Foundation drawings for each SOW state "customer supply" and "at customer charge". Please advise if we are to supply these or if WVA is supplying? If WVA is supplying, please confirm whether the contractor is responsible for install?
A. The contractor shall construct the foundation to include all coolant channels, utility trenches and any task on the drawings labeled “Customer Supply” or “Made by Customer”; with the exception of the chip basket and grout for the anchor devices, which will be provided by others.
14. Within the SOW packages OD004, OD007, and OD009 in Part 3 paragraph 3.1.1 Demolition, a quantity was provided for an assumed cubic yardage of reinforced concrete (existing foundations) to be removed. Please provide an assumed quantity for concrete removal for the other 5 SOW packages?
A. Those quantities were provided for bidding purposes as the exact location of the foundations is unknown. For the other 5 (five) areas, the existing machine or previous machine drawings for these foundations were provided for estimation of concrete removal.
15. SOW Part 3, Demolition, 3.1.1, B, V states the contractor shall be responsible to reroute any known utilities that are discovered within the footprint of the new foundation. Please advise how we are supposed to price rerouting utilities that are unknown at the time of bidding? Will rerouting utilities be treated as a change order?
A. A search of the existing drawings of the work site and surrounding areas will be conducted prior to project start with the contractor. The contractor will be notified of utilities and other known buried infrastructure. While all efforts will be made to identify utilities, the contractor shall dig with caution as it is possible for undocumented utilities and other objects to be present in the work area. Any unknown utilities will be treated as an unforeseen condition.
16. All SOW's part 3.1.1 E state "As part of this bid, the contractor shall include a price per cubic yard for shale/rock removal." Although the bid schedule does reflect this request. Please advise if we are too include this unit pricing in the lump sum for each location? If not, please provide an updated bid schedule to reflect this unit pricing?
A. The bid shall include a price per cubic yard for shale/rock removal to be used for all foundation locations. In the event shale/rock is encountered, it will be handled as an unforeseen issue. This is for non-diggable shale/rock ONLY (i.e. requires a hammer to remove).
17. Part 4 Appendices of each foundation package refers to an AMC Environmental Requirements Supplement and Environmental SOW. We did not see either of these included in the bid documents. Please provide.
A. Environmental SOW was provided on FBO. AMC checklist is internal requirement, which provides no different information from the Environmental SOW.
18. 03_WVA_00 Machine Foundation Requirements, part 3.02 section E on Accumulated Groundwater states “although unlikely” and then outlines an extensive procedure to handle accumulated groundwater. Since it is unlikely and uncertain whether or not ground water will be encountered, and in an effort to avoid contractors from carrying potentially unnecessary costs in their bid, if groundwater is encountered, will the government treat it as a change order? If not, how would you like contractor to proceed with pricing this undetermined aspect of the project?
A. As encountering ground water is unlikely, this procedure will be handled as an unforeseen condition. However, at a minimum, the contractor shall have a right sized pump and hose on site.
19. Project # 70D007 – 39’ Dual Carriage Lathe. SOW pp. 8 of 12 paragraph g. states. “Contractor shall core drill anchor and levelling bolt holes.” Are these holes to be cored or poured monolithically with the foundations?
A. The contractor shall core drill all anchor and leveling bolt holes.
20. Please provide a drawing showing the locations of the bus duct or panels from which each piece of equipment is fed. How do we quantify for bidding purposes?
A. For the Tacchi Lathes the contractor shall run a 250 amp drop with ground, 480 volts, 3 phase, 60 HZ from source location to the machine electrical cabinet. For the Varinelli Rifler the contractor shall run a 500 amp drop with ground, 480 volts, 3 phase, 60 HZ from source location to the machine electrical cabinet. The bus ducts run down both sides of the bay within each building. They are adjacent to the columns.
21. OD013 Rifler Drawings state Platform and Fence at customer charge. Please provide specification and/or details.
A. These items are not required to be supplied or installed by the contractor.
22. OD013 110 Rifler paragraph 3.1.2H references utility trench and steel plating. Drawings do not show this work. Please clarify.
A. This foundation does not require a utility trench with steel plating.
23. Does Rifler get 50mm polystyrene around foundation perimeter? It is not shown on the drawings like at the other foundations. If so, please clarify where and to what depths.
A. No, the contractor shall isolate this foundation using one (1) inch Asphalt-Impregnated Fiberboard. Isolation material shall be installed around the perimeter of the foundation anywhere it will meet with the floor slab.
24. Tacchi - Can preformed pockets be cast in place instead of core drilling?
A. No, the contractor shall core drill all anchor and leveling bolt holes.
25. Paragraph 3.1.1a Please define what work would be defined as excessively loud, dusty or disruptive that would have to be done on second shift.
A. This work includes saw cutting, jack-hammering, excavating, hauling and wet cleaning/vacuuming of floor and equipment after the dust creating actions are complete.
26. Are admixtures, plasticizers... allowed to be added to concrete? If so what are the parameters for testing?
A. No. The contractor shall perform slump, air and compressive tests on EVERY truckload of concrete delivered to the site to ensure the batch meets the specified requirements. All tests shall be performed according to the American Concrete Institute’s Building Code Requirements for Reinforced Concrete. All concrete shall be tested at the point of placement (i.e. if a pump trailer/truck is used it shall be tested out of the pump piping).
27. Foundation extras #2 calls for two runs of sheet metal. Drawings show three runs. Please clarify.
A. The foundations shall be constructed in accordance with all manufacturer’s requirements and specifications. Thus, there shall be three runs of “chip chutes.” One on each side of the conveyor channel and one at the base of the enclosure fixed to the floor.
28. For 7OD010, which foundation does the roof leader note apply? Does it (they) run north to south or east to west?
A. The roof leader note applies to both foundation locations (Section 6 and 9). They run east to west. Refer to the drawing labeled “Plumbing, First Floor Plan (2877-135, July 1942, 52).”
29. Tacchi drawings call for "cover with trampable structure" over the conveyor trench. Please provide details for this.
A. The details for these covers can be found on drawing 2203-01102-A_04 for the 26’ Dual Carriage Lathes, drawing 2202-02135-A_04 for the 26’ Single Carriage Lathes, drawing 2203-01089-A_04 for the 39’ Dual Carriage Lathe and drawing 2203-01088-A_04 for the 39’ Single Carriage Lathe.
30. Numbers 7OD007 and 7OD009 have many more drawings with details than 7OD012, 7OD013, 7OD010, 7OD011 and 7OD008. Number 7OD006 has only one drawing with no details. This foundation is completely different from the rest. Are additional drawings required?
A.Yes, a complete set are of drawings for the Hollow Spindle will be provided when received from the manufacturer. Similar drawings are included in the finalized drawing package associated with this amendment, and will be used for bidding purposes.
31. Will the contractor be required to heat the buildings during concrete curing or will the buildings already be heated and maintain proper curing temperatures?
A. The buildings are heated during the winter months.
32. Page 3 Machine Delivery Schedule. What work needs to be completed by the delivery date.
A. All work with the exception of the Tacchi Foundation Extras needs to be completed prior to the delivery date. The foundation shall be ready for installation of the machine tool.
33. Section F adds 30 days to the delivery date shown in the machine delivery schedule to arrive at the final completion date. ie all work for machines in OD012 will be complete by 12-30-18. What work needs to be done in this 30 day period?
A. Please look at the date for completion of install versus final completion, which will allow for the machine to be installed, and the additional work listed in Tacchi Foundation Extras scope.
34. Where does the 30 days of concrete curing before epoxy and the 30 days of concrete curing before wood block installation fall?
A. This falls under the foundation install timeframe (prior to machine being installed).
35. OD012 foundation needs to be ready for machine installation on 11-30-18 and fully complete by 12-30-18. Based on this 30 days has been allowed for the machine to be fully installed, all Tacchi "extra" items installed, electric installed and all "dimension to be determined items to be installed.
A. Yes. Delays outside of the Contractor's control will be accounted for.
36. Please confirm that machine will be installed quickly enough during this 30 day period to allow us to order, fabricate and install the electric, Tacchi "extras" and dimension to be determined items before the 30 days expires.
A. Representatives from the machine manufacturer will be onsite as soon as the machine tool arrives.
37. Will all of the Tacchi "extra" items and "dimension to be determined" items be able to be installed during the same mobilization for each machine?
A. No, these items will need to be performed as the machine tool and associated components are installed.
38. When in the process will the dimensions be provided for the "dimension to be determined" items?
A.Those dimensions will be determined by the contractor when the machine tool and necessary components have been placed.
39. Existing foundation drawings were issued. Please confirm that we are bidding the CY quantities of concrete removal that are found in the specifications for the demolition of these foundations, not an amount we determine from the existing foundation drawings.
A. See answer to Question 15.
40. Spec asks for a CY price for rock removal. Where is the rock? How much rock is there? If not rock, what is the soil? How do we account for shoring if we do not know if rock is or is not below? Foundation areas are tight to building column line/other machines which will prevent proper angle of repose. Angle of repose might be used some places, but we would need to know this to price additional excavation, backfill, floor, wood block.
A. Rock historically found is generally shale. As noted, contractor will provide a cubic yard price for removal of shale. The contractor shall comply with all provisions of U.S. Department of Labor and Occupational Safety and Health (OSHA) standards. Sides of all excavations in which employees are exposed to danger from moving ground shall be guarded by sloping, shoring, or other equivalent means
41. Please provide distance of electrical from the buss duct to the machine panel?
A. Utilize 100 linear feet for bidding purposes.
42. Please confirm that the contractor will have access to all construction areas clear of existing equipment within one month after bid date.
A. Contractor will have access to construction areas after submission of product data, preconstruction conference, and other administrative documentation required, once a notice to proceed is issued from the Contracting Officer. Each area will be cleared of items prior to each foundation construction. See Updated Foundation Deadlines incoporated in this amendment.
Contractual:
1. Documents call for an offer of guarantee. Is a bid bond required and if so for what percentage of the contract amount?
A. Yes, terminology is interchangeable. The form is an SF24, for 20% of the bid, or $3M, whichever of the two is lesser.
2. On W911PT18R0021 need to be turned in and what else in addition to these pages?
A. Any pages that have fill in text required, inclusive of the pages with the line items requiring pricing. If proposal is not complete, will notify the parties that it is in error, with ability to provide missing documentation. No changes to price will be allowed after the closing of the due date.
3. Prevailing Wage: Per site visit, the federal NY2 wage rates apply and supersede NYS wage rates. Please confirm this.
