QUESTION & ANSWERS
Q1) Government-owned blaster suits – We do understand the responsibility of cleaning the suits, but without any idea as to what the suits are (manufacturer? Fabric content? Cleaning instructions?, etc.), it would be extremely difficult to provide a price for something we’ve never seen nor read any descriptive washing instructions for? You provided generic washing instructions for Blasting suits on page 25 of the amendment, but they are not specific.
Instead, it describes wash instructions for suits of 3 different types of fabric content (blend, nylon, or cotton) with different processing instructions for each. One of them (nylon/cotton blend) calls for handwashing to clean the items, and drip-dried hanging to dry them. I’m not sure, but I don’t know of any industrial launderers whose washing and drying equipment allow for a process of extremely labor intensive handwashing of any garments (it’s just not done) nor are we equipped with drying rooms for hanging items to drip dry…those kinds of primitive garment care are for home wash items as opposed to industrial laundry processes. So, in order to assure that the tasks to process the blaster suits do not call for hand washing of the garments, could you either provide the manufacturers specification/instructions for cleaning the suit purchased, or the name/manufacturer of the blaster suit itself so we can obtain the care instructions in advance for quotation purposes – basically, because the government is providing the garment, we need to know what it is that we are processing to give a fair quote. It is not enough to just say Blaster suits, as you know by now, as they are not that common, and their proper care is important to figure a cost for processing them. Please advise.
A2) Coveralls are ALC brand. Model numbers are 41420 thru 41427 depending on size.
Washing instructions:
-Hand wash w/ mild detergent -Drip dry
Please see revision to PWS paragraph 5.4.4 Laundering Blaster Suits/Coveralls.
Q2) Most significantly, we have been advised (as recently as yesterday) by our manufacturer sources that, due to the current pandemic/COVID-related issues that have affected us all, the lead time necessary to manufacture the garments required to supply LEAD with the required clothing has become 16-20 weeks at a minimum. As a matter of fact, the only commitment for delivery from our source manufacturers has been lead times described this way -- “hopefully within 20 weeks, but figure 4-5 months lead time at a minimum” for the garments required for this activity (Berry- compliant, Flame-resistant garments). In light of the current environment for supplying these garments from the very few sources manufacturers for them, installation of the garments when awarded a contract may not take place for another 6 months at the earliest. If a contract is awarded, can or will the period of performance be adjusted for the contract term to reflect more accurate dates that coincide with when the garments become available? In other words, if a 1-year contract is awarded with 4 options as is customary and proposed, could the period of performance and contract term be delayed to start 6 months later (so that our bid is still based on receiving 52 weeks/year of revenue – especially if the goods needed to satisfy the contract would not be available for another 6 months)? How would the government address this situation, knowing that you are requesting items that cannot be supplied for at least 5-6 months from now, to follow up on a current contract that cannot be extended?
A2) The follow on contract (base year with four option years) will have an effective date and period of performance to align with the lead time it will take to obtain the uniforms necessary to satisfy the requirement. The government is currently working a course of action to ensure services continue until the follow on contract is effective.
