One electronic copy and two hard-copy sets of manufacturer’s electrical schematics shall also be provided. One electronic and two hard-copy sets of suggested spare parts or high wear items shall be provided by contractor.
These manuals and schematics shall be written in the English language.
7.0 WARRANTY: A standard commercial warranty or a one year commercial warranty, whichever is larger, shall be furnished with the new upgraded components/systems in its entirety. The warranty period begins when the LEAD Contracting Officer provides official confirmation that the system has satisfied all operational provisions of the contract.
8.0 PRESERVATION, PACKAGING AND DELIVERY: The contractor shall utilize standard commercial methods for preservation and packaging appropriate for the return conditioning systems components and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage.
9.0 INSPECTION AND ACCEPTANCE:
9.1 The climate test chamber and associated equipment shall be examined for design, construction, materials, components, and workmanship to determine compliance with the contract and this specification. Any deviation from LEAD’s production requirements or those listed in this specification shall be cause for rejection.
9.1.2 The unit shall be safe to use without extensive training or secondary safety measures.
9.1.3 The unit shall operate effectively and be maintained in accordance with the written requirements. If the contractor is unable to meet any requirement without additional support or expertise, then the contractor shall provide any and all additional support or expertise and shall do so at no additional cost to the government.
9.2 The contractor shall be responsible for developing test procedures to demonstrate compliance with the requirements of this specification. All test procedures shall be submitted to and approved by Depot Technical Point of Contact (TPOC) prior to the start of testing. To support the testing procedures, LEAD will provide material for use during the performance tests with the exception of load banks which shall be provided by contractor (reference Section 4.6).
9.2.1 The contractor shall demonstrate that all user events function and meet all design parameters. Any operational or test specification errors/failures shall be corrected and documented in writing before acceptance.
9.3 Once all upgrades and updates, to include any replacements for functional verification, are completed, the climate test chamber shall cycle through three (3) test iterations with actual or simulated loads, with zero correctional interruptions prior to acceptance. These three cycles will include a normal soak, or validation cycle, at hot and cold extremes. The new load bank will be utilized during all testing to simulate live load. To provide the full 110 Kw live load, it will be shared with a dead load mass/actual radar (Government provided) and 150 Kw supplemental load bank, and the contractor shall be monitor and adjust load bank output accordingly during validation testing. All test iterations shall consist of the chamber following the test parameter and successfully cycling between HVAC and cascade mode without operator intervention as temperatures dictate. During one of three low temperature profiles, the chamber shall function with one legacy MP de-energized to simulate a degraded capacity and show capability of the new additional MP unit energized. Another separate test shall be conducted with no heat load or asset inside, the chamber shall achieve and hold -40°F for one hour.
9.4 (OPTIONAL) At the discretion of the government, and within 60 calendar days of downtime installation, if simulated loads are used to cycle the climate chamber through three test iterations, an actual radar asset may be provided to cycle through a fourth validation test with zero correctional interruptions prior to acceptance in order to fully demonstrate fault-free system capabilities.
9.5 The thresholds for acceptance of all changes to the climate test chamber are the internal temperature extremes of +120°F and -35°F, maintained for up to 4 hours regardless of external dry/wet bulb temperature or humidity. The internal temperature of the chamber shall be verified to track the programmed profiles in Appendix A.
9.6 See Appendix A for Thermal Stress Test profile.
9.7 LEAD remains responsible for all untouched-by-the-contractor, legacy components of the climate test chamber unless reasonable proof can be presented that the contractor’s changes to the climate test chamber have damaged existing components and equipment. If legacy equipment fails, the contractor shall continue supporting LEAD until upgrades are completed the climate test chamber is brought to full operational capabilities.
9.8 COMMENCEMENT OF INSTALLATION: The contractor shall begin procurement/fabrication of materials after approval of design drawings upon contract award. However, no Climate Chamber downtime installation work (exceptions: site survey/concrete pad construction/ staging/delivery/ preparation work) shall begin until approximately 26-52 calendar weeks after contract award. The tentative downtime installation schedule, subject to change, are the following dates: May 1, 2018 - June 30, 2018.
- NO DOWNTIME INSTALLATION WORK SHALL OCCUR AT THE SITE UNITL NOTICE TO
PROCEED IS PROVIDED BY THE GOVERNMENT, THROUGH THE CONTRACTING OFFICER.
- THE CONTRACTOR SHALL COMMENCE DOWNTIME INSTALLATION WORK EXACTLY 60
CALENDAR DAYS AFTER THE NOTICE TO PROCEED HAS BEEN GRANTED BY THE
GOVERNMENT.
- THE COMPLETION OF THE DOWNTIME INSTALLATION AND ACCEPTANCE BY THE
GOVERNMENT SHALL NOT EXCEED 60 CALENDAR DAYS FROM THE START OF DOWNTIME
INSTALLATION WORK (REFERENCE SECTION 3.1).
- THE CONTRACTOR SHALL NOT CREATE OTHER CONDITIONS FOR PATRIOT RADAR
ENVIRONMENTAL TEST CHAMBER SITE DOWNTIME (PREVENTING AREA
ACCESS/REGULAR CLIMATE CHAMBER OPERATION) LONGER THAN THE 60 CALENDAR
DAYS ALLOTTED FOR DOWNTIME INSTALLATION.
- WITHIN 10 BUSINESS DAYS AFTER NOTICE TO PROCEED, THE CONTRACTOR SHALL
PROVIDE A FIRM SCHEDULE FOR 60 CALENDAR DAYS OF DOWNTIME INSTALLATION.
- THROUGH THE CONTRACTING OFFICER, THE GOVERNMENT RESERVES THE RIGHT TO
TERMINATE THE NOTICE TO PROCEED 14 CALENDAR DAYS PRIOR TO COMMENCEMENT
BY THE CONTRACTOR DUE TO UNKNOWN GOVERNMENT DELAYS.
Where necessary, the contractor shall make provisions for secure and weather protected storage of materials/equipment at the site (outside of the climate chamber and not impacting production) with location coordinated through LEAD TPOC. Only through approval from contracting officer (Reference Section 1.2.1), the contractor shall allow for flexibility for delivery/staging work, phased work, intermittent/preparation work, multiple crews, 2nd/3rd shift work, 24 hours, weekend work, or other plans.
