Question 1:
Items highlighted below would be considered “legacy “components as defined in Para.
9.7. Cost to repair or replace these items are not included in this contract.
4.1.4 The new upgraded components of the climate chamber (i.e. HVAC, refrigeration, humidification, hardware, software, control systems, etc.) shall be fully operational upon government acceptance. The contractor shall verify functionality of and make corrections as necessary for all aspects of the control system new upgraded components to include the heating and cooling system controller, chart recorder, temperature safety sensor, humidity sensor, and oxygen sensor. All testing and fine adjustments shall be completed before onsite training of Letterkenny personnel.
ANSWER: Please refer to the revision in Section 4.1.4 of the PD.
Question 2:
Incorrect description of functionality still exists.
4.5.2 Logic controls shall be updated to operate all seven (7) cascade conditioning systems independently. Logic controls per conditioning system shall enable control of ambient temperatures within the climate test chamber by one (1) degree increments, with an accuracy of plus or minus (+/-) 2.5° F. Each MP shall have the ability to have a different temperature set point to change from NORMAL to CASCADE mode.
It needs to be changed to read:
“Each MP will have to ability to switch automatically from HVAC mode to Cascade mode or vice- versa, based on individual loading of each MP predicated on live load distribution.”
ANSWER: Please refer to the revision in Section 4.5.2 of the PD.
Question 3:
Language highlighted in the below paragraph is confusing. If “Load Bank” is not part of contract, cannot do as described. Also comment regarding adjustment of load bank during test seems in-appropriate. If design load requirement is 110Kw and load bank were set there, no adjustments should be made. Please modify for more accurate description.
9.3 Once all upgrades and updates, to include any replacements for functional verification, are completed, the climate test chamber shall cycle through three (3) test iterations with actual or simulated loads, with zero correctional interruptions prior to acceptance. These three cycles will include a normal soak, or validation cycle, at hot and cold extremes. The new load bank will be utilized during all testing to simulate live load. To provide the full 110 Kw live load, it will be shared with a dead load mass/actual radar (Government provided) and 150 Kw supplemental load bank, and the contractor shall be monitor and adjust load bank output accordingly during validation testing. All test iterations shall consist of the chamber following the test parameter and successfully cycling between HVAC and cascade mode without operator intervention as temperatures dictate. During one of three low temperature profiles, the chamber shall function with one legacy MP de-energized to simulate a degraded capacity and show capability of the new additional MP unit energized. Another separate test shall be conducted with no heat load or asset inside, the chamber shall achieve and hold -40°F for one hour.
ANSWER: Please refer to the revision in Section 9.3 of the PD.
Question 4:
This paragraph addresses previous concerns over what is covered under warranty and who is responsible. It does not however, cover how these possible additional costs are to be addressed.
9.7 LEAD remains responsible for all untouched-by-the-contractor, legacy components of the climate test chamber unless reasonable proof can be presented that the contractor’s changes to the climate test chamber have damaged existing components and equipment. If legacy equipment fails, the contractor shall continue supporting LEAD until upgrades are completed the climate test chamber is brought to full operational capabilities.
ANSWER: Please refer to the revision in Section 9.7 of the PD.
