About this file

This statement of work outlines requirements for a multi-metal paint remover to be used at an Army depot. The contractor must supply a benzyl alcohol-based paint stripper that removes at least 99% of paint from ferrous and aluminum parts within 3-4 hours without damaging the base metal or leaving residues. The stripper cannot contain hazardous chemicals and must withstand heating to over 2000 degrees Fahrenheit. The contractor must provide safety data sheets, full formulas, and technical documentation. Products will undergo testing for stripping performance, base metal attack, aged tank life simulation, and foaming to evaluate suitability, with hydrogen embrittlement testing used to select between equally scoring products. The successful bidder will receive a base contract plus four one-year options to supply up to 11,000 gallons of paint remover in recyclable totes for Army use.

DESCRIPTION/WORK STATEMENT/SPECIFICATION

(SOW)

FOR

Paint Stripper Contract

1. Scope: This contract establishes the use of a multi-metal paint stripper. The multi-metal paint stripper is to be used throughout Anniston Army Depot wide with the primary use in Building (Bldg.) 409 (Component Painting Facility) and secondarily at Bldg. 474 (Engine Shop). This solicitation is for a quantity of material not to exceed 11,000 gallons (forty 275 gallon totes).

2. Contractor Requirements:

2.1.1. The contractor shall provide a paint stripping material that will have the following characteristics:

2.1.1.1.1. Must provide 99% paint stripping on all parts processed with a maximum of 3 hours or less at beginning of tank life and 4 hours at the end of the tank life.

2.1.1.1.2. Must be a benzyl alcohol based paint stripper.

2.1.1.1.3. Must not have fumes or smells that create an unsafe or poor work environment to the operators as determined by OSHA regulations and the ANAD Safety Office.

2.1.1.1.4. The material must process all metal types including Aluminum without attack of the base metal.

2.1.1.1.5. Must not leave a residue.

2.1.1.1.6. Must withstand being heated in excess of 200˚F for extended periods of time using steam heating.

2.1.1.1.7. The paint stripper shall not be corrosive to ferrous or aluminum materials.

2.1.1.1.8. Materials must not have any SARA 313 Reportable agents or

Hazardous Air Pollutants (HAPs).

2.1.1.1.9. Materials must not have any component that is listed as a US EPA or OSHA recognized Carcinogen.

2.1.2. Additional Requirements:

2.1.2.1.1. Contractor must supply material within 25 calendar days from date of order.

2.1.2.1.2. Material must be provided in recyclable tote bins in sizes between 275 and 330 gallons.

2.1.2.1.3. Contractor must be capable of providing paint stripper in up to 10-bin increments. ANAD orders not to exceed 6000 gallons in a 30 day period.

2.1.2.1.4. Material cannot have any component listed in the ANAD RED BOOK for prohibited items.

2.1.2.1.5. Material must be a single component product (all in one container).

2.1.3. Contractor must provide the following documents for material:

2.1.3.1.1. Universal Safety Data Sheet

2.1.3.1.2. EXACT Full formula disclosure including SDS for any proprietary surfactants or hydrotropes.

2.1.3.1.3. Technical Data Sheet with a.) operating parameters and b.)

titration procedure.

2.1.3.1.4. Products that meet all requirements in this section will require additional testing performed by ANAD Engineering and Chemistry Laboratory. Testing information is described in Section 3 below. If requested from ANAD, contractor shall provide free of charge up to a four gallon sample within 10 days of the formal request.

3. Paint Stripping Testing Requirements: The testing evaluation is a scored and weighted series of analysis. The results for each candidate’s paint stripper is documented only on Attachment 7, Multi-Metal Paint Stripper Evaluation Form. There are three ways to fail testing: (1) fail an individual category of the testing; (2) have a Total Score below 31 when testing is completed; or (3) the discovery of a violation of one of the Contractor Requirements cited in Section 2 of the SOW, rendering the material technically unacceptable. The testing analyses are as follows:

3.1. Stripping Performance Study: Time to remove CARC paint and primer from two ferrous and two aluminum test panels. Panels will have paint mil thickness of 3.5-5 mils and confirmed by the laboratory before testing. Elapsed time to strip ends after 99 percent or greater paint removal at 180°F. The performance is averaged for each substrate and scored.

3.2. Base metal attack testing: 2 cleaned and blasted ferrous test panels and 2 new aluminum test panels are cleaned and oven dried then weighed. Panels are then placed in a solution of the paint stripper at ambient temperature for 24 hours. The panels are then thoroughly rinsed in DI water and dried in an oven and reweighed. The percent base metal removed is calculated and averaged for each substrate and scored.

3.3. Aged tank life performance testing: A 10% solution of an alkaline cleaner used on depot and waste paint will be added to the candidate paint stripping solution. The stripping performance study will be repeated and al four test panels are averaged together as a group. No individual metal type is allowed to surpass 4 hours strip time.

3.4. Foam testing: Must demonstrate minute to no foaming at operating temperature of 180°F. Compressed air will be introduced to the solution for 10 seconds and the foam generation noted initially and after 10 seconds.

3.5. Hydrogen embrittlement (HE): If two candidate paint strippers end the testing with the same score on the Multi-Metal Paint Stripper Evaluation Form, the laboratory will perform HE testing on those two subjects materials per ASTM F519. If both specimens pass, price will be the determining factor in accordance with FAR 52.212-2. If both subjects fail HE testing, the material with the longest elapsed time before failure is considered to be more desirable.
