About this file
This statement of work outlines requirements for a multi-metal paint stripper contract. The contractor shall provide a single component paint stripping material that removes 99% of paint from all parts within 4 hours or less throughout the tank life. The material must not foam, have a tank life over 3 months, or produce harmful fumes. It should effectively strip paint from ferrous and aluminum metals without attacking the base metal or leaving residue. The material must withstand heating to over 2000 degrees Fahrenheit and not cause hydrogen embrittlement or contain carcinogens or hazardous chemicals. The contractor must supply materials within 25 days of order in recyclable 275 to 330 gallon totes in increments of 10 bins not exceeding 6000 gallons per 30 days. The contractor shall provide product data, full formula disclosure, safety data sheets, and samples upon request to facilitate testing for requirements compliance and performance comparison to the incumbent product.

409 Component Painting Facility and secondarily at the Engine Shop Bldg. 474. This solicitation is for a base + four one-year options contract. Customer will purchase up to 80,000 gallons of paint stripper per year.
2. Background: The existing materials are found to be effective in the paint stripping operations. The need for longer tank life and faster strip times of the material is desired.
3. Contractor Requirements:
3.1.1. The contractor shall provide a paint stripping material that will have the following characteristics:
3.1.1.1.1. Must provide 99% paint stripping on all parts processed within 4 hours or less at beginning of tank life and at the end of the tank life.
3.1.1.1.2. Must not foam.
3.1.1.1.3. Must have a tank life in excess of 3 months in Bldg. 409 during normal production volumes.
3.1.1.1.4. Must not have fumes or smells that create a poor work environment to the operators in Bldg. 409 or Bldg. 474 as determined by the Directorate of Production Engineering.
3.1.1.1.5. The material must be able to process all metal types including Aluminum without attack of the base metal.
3.1.1.1.6. Must not leave a residue on the parts.
3.1.1.1.7. Must withstand being heated in excess of 200˚F for extended periods of time using steam heating.
3.1.1.1.8. The paint stripper shall not be corrosive to ferrous materials or cause hydrogen embrittlement per ASTM F519.
3.1.1.1.9. Materials must not have any SARA 313 Reportable agents or
Hazardous Air Pollutants (HAPs)
3.1.1.1.10. Materials must not have any component that is listed as a US federal government recognized Carcinogen.
3.1.2. Additional Requirements:
3.1.2.1.1. Contractor must be able to supply materials within 25 calendar day from time of order.
3.1.2.1.2. Material must be provided in recyclable tote bins between 275 and 330 gallons.
3.1.2.1.3. Contractor must be capable of providing paint stripper in 10-bin increments. ANAD orders not to exceed 6000 gallons in a 30 day period.
3.1.2.1.4. Material cannot have any component listed in the ANAD RED BOOK for prohibited items.
3.1.2.1.5. Material must be a single component product (all in one container).
3.1.3. Contractor must provide the following documents for material:
3.1.3.1.1. Universal Safety Data Sheet
3.1.3.1.2. Exact Full formula disclosure including SDS for any proprietary surfactants.
3.1.3.1.3. Technical Data Sheet with operating parameters and titration procedure.
3.1.3.1.4. Provide a four gallon sample, if requested, from ANAD within 10 days of the formal request for a sample.
4. Paint Stripping Testing Requirements: Products that meet the requirements listed in 3.1-
3.10 may require additional testing performed by ANAD engineering and chemistry laboratory. Testing evaluation is a comparative analysis to current product performance compared to the contractor’s proposed material.
4.1. Hydrogen embrittlement after processing test subjects with test specimen under ASTM
F519.
4.2. Comparative effectiveness on subject test parts both ferrous and aluminum per unit time.
4.3. Cost analysis vs price of material.
4.4. Base metal attack testing.
4.5. Aged tank life performance testing.
