WORK SPECIFICATION FOR ELECTRICAL EQUIPMENT REHABILITATION
1. GENERAL. The contractor shall have qualified experienced personnel, technical manuals, technical orders and adequate, suitable facilities to perform all work described herein. Facilities and equipment shall include at minimum, test equipment, ovens, tanks, rewind facility and balancing equipment designed for and sized to accommodate the various components and processes required in this contract. The Defense Generator and Rail Equipment Center (DGRC) reserves the right to inspect the contractor’s facilities to ensure they conform to these requirements. If during any testing prescribed herein, test results indicate damages, which would be beyond this scope of work to repair, further testing or work on the component shall cease and the contracting officer representative (COR) shall be immediately notified. If not economical to repair (Cost of repair will not exceed 50% of what a new would cost) the contractor will stop work, and contact the COR. The DGRC shall also be notified at least four (4) days in advance of all post rehabilitation testing in order that shop personnel may witness these tests if desired.
1.1 Cost Estimations: Contractor shall inspect Government Furnished Equipment (GFE) on-site at DGRC and provide a cost estimate for repairs at no charge for each piece of equipment.
1.2 GFE will be picked up and returned to DGRC at no charge. Transportation is the responsibility of the contractor.
1.3 GFE is industrial based locomotive and power plant application and shall include, but is not limited to:
AC generators DC generators AC motors DC motors Armatures Rotors Stators Traction Motors Starter Motors
1.4 Potential GFE manufactures include but not limited to; Marathon, GM Electro Motor Division, Magna-One, General Electric.
1.5 The GFE equipment shall be disassembled, inspected, pre-tested, thoroughly cleaned and dried.
1.6 GFE equipment shall be rehabilitated, to include re-insulation, and rewind if required, reassembled and tested as per Original Equipment Manufacturer (OEM) specifications to be acquired by the contractor. Rewind costs shall be pre-authorized and documented on the invoice.
1.7 All repairs shall be performed in accordance with original manufacture recommendations. Stators and rotors shall be Vacuum Pressure Impregnation (VPI) and baked in class H polyester resin. The commutator shall be turned, undercut and polished, and the armature balanced. The brushes shall be replaced and bearings replaced as required.
2. REHABILITATION. Pending completion of initial testing, there is potential for additional rewind costs to be incurred. If this occurs, all additional unfunded work shall stop pending increased funding approval. Contractor shall provide a written rewind cost estimate to the government contract specialist and copy to DGRC.
2.1 If major repairs, not anticipated in the original estimate are required, further work on the item will stop and the major repairs shall not be performed until proper approvals are obtained. See Paragraph 1.
3. FINAL TESTING. All final testing shall be conducted in accordance with OEM’s recommendations and practices.
4. DOCUMENTATION OF WORK. All testing shall be documented and the documentation provided with the invoice. Documentation shall include, as a minimum, the test date, completion data, and smooth graphs of each test performed, and narrative discussion to supplement and explain all data, and graphic information and to substantiate all findings. Equipment used for each test shall be listed by manufacturer's make, model, serial number, and date of calibration. All documented test results shall be fully identified as to type of test, when performed, and who tested. If, during the course of any testing, results indicate any potential failure; further testing shall cease and corrective action be taken, and the test shall be restarted at time zero. A typed test report shall be submitted for each item and include itemized list of work performed.
5. PAINTING: The reassembled GFE shall be repainted with high gloss enamel, medium gray (# 16187) or otherwise specified.
6. FOB Destination. Boxing/crating shall be accomplished in such a manner as to prevent damage to the windings and all other component parts. The contractor is responsible for pickup and delivery to:
