Narrative: COVID-19

COVID-19 is an infectious disease that has caused sickness and death around the world and in the United States of America. This disease is in the form of a virus and is primarily spread by person-to-person transmission. This narrative mandates actions to reduce the risk of spreading this virus.

Contract employees must comply with Federal (Center for Disease Control (CDC)) and State (Alabama Department of Public Health (ADPH)) guidelines related to, but not limited to, protective measure, reporting for duty, quarantine, and returning to work.

Social distancing and covering the face, specifically, the mouth and nose to prevent the spread of viral aerosols, are avenues to limit the spread of the virus. In order to mitigate the spread of COVID-19 and to protect all personnel, ANAD has directed that all contractor personnel comply with the practices that have been recommended by the CDC, including, but not limited to washing your hands, not touching your face, and social distancing.

Absent a medical condition that prevents the wearing of a face covering or safety considerations based on a contractor’s assigned duties, ANAD contractors shall wear face coverings where they cannot maintain six (6) feet of separation from other persons within the work area. A face mask covering the mouth and nose must be worn at all times while in duty status, to include lunch and breaks, when the six (6) feet of separation cannot be maintained.

If a contract employee is infected by COVID-19 and has performed work or delivered supplies to ANAD, the contractor shall notify the Contracting Officer immediately. Infected contractor employees may not return to ANAD until they are cleared to return to work by medical personnel in accordance with (IAW) ANAD COVID-19 Pandemic policy regarding the return to work of infected individuals.

Contractors must continue to remain informed and comply with all current and future Commander directives and policies related to COVID-19 to ensure the most safe, effective, and efficient workforce conditions.

Statement of Work for Land Mobile Radio (LMR) Maintenance Support

Period of Performance: 1 September 2020 – 31 August 2021 Base + One (1) Option Year

1.0 Scope

1.1. This specification establishes a requirement for continued use and support of the Land Mobile Radio (LMR) Maintenance Support from Motorola. Motorola’s software is a proprietary LMR that helps organizations manage all or part of their Infrastructure Repair with Advanced Replacement.

1.2. The Anniston Army Depot Land Mobile Radio (LMR) network must be secure and reliable beyond question because it supports communications essential to the safety and security of system users and the community. The network supports first responders, production operations, and tenant unit operations. The LMR network transmits fire alarms from building fire alarm systems to the fire department. The LMR network provides connectivity to the Giant Voice mass notification system in the event of an emergency. The security force depends on the LMR network to coordinate their response to emergencies and force protection situations. The LMR network provides reliable and secure communications to more than 1200 subscribers. The network requires constant alarm and event monitoring, maintenance, and application of pre-tested software patches and anti-virus definitions. A 4-hour or less repair technician response time is required for any event that degrades network availability. Motorola is uniquely postured to provide this capability.

1.3. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.

1.4 The Contractor shall have knowledge and technical expertise in several areas, including be required to perform Infrastructure Repair with Advanced Replacement as specified below:

Infrastructure Repair with Advanced Replacement is a repair service for Motorola and select third party Infrastructure as set forth in the applicable attached Exhibit(s), all of which are hereby incorporated into this Statement of Work (SOW) by this reference. Infrastructure may be repaired down to the Component level, as applicable, at the Motorola Infrastructure Depot Operations (IDO). At Motorola’s discretion, select third party Infrastructure may be sent to the original equipment manufacturer or third party vendor for repair. If Infrastructure is no longer supported by the original equipment manufacturer or third party vendor, Motorola may replace Infrastructure with similar Infrastructure, when possible. When available, Motorola shall provide Customer with an Advanced Replacement unit(s) or FRU(s) in exchange for Customer’s malfunctioning FRU(s). Non-standard configurations, Customer-modified Infrastructure and certain third party Infrastructure are excluded from Advanced Replacement service. Malfunctioning F7.8RU (s) shall be evaluated and repaired by IDO and returned to IDO FRU inventory upon completion of repair.
