About this file

This justification and approval document outlines a sole source award for a land mobile radio maintenance contract. The U.S. Department of the Army intends to award the contract to Motorola Solutions, Inc. for maintenance and support of the proprietary Motorola trunked radio system at Anniston Army Depot. The base year estimated cost is $322,422.21 with the first option year estimated at $348,237.48, for a total cost of $670,659.69. The contract is for remote network monitoring, technical support, dispatch services, on-site infrastructure response and repair, advanced replacement for infrastructure, preventative maintenance, and local radio support. The justification cites that only Motorola can provide monitoring and maintenance due to proprietary software, hardware, and staff familiarity. The agency will synopsize the intent to negotiate with Motorola on SAM.gov and consider any firm that can demonstrate the ability to provide the required services and proprietary components.

DEPARTMENT OF THE ARMY JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING ACTIVITY: U.S. Department of the Army, Directorate of Contracting, Anniston Army Depot, Anniston, AL 36201-4199

2. DESCRIPTION OF ACTION: Anniston Army Depot intends to award a sole source basis to Motorola Solutions, Inc. for a new Land Mobile Radio (LMR) Maintenance contract. The proposed contract will utilize Army Working Capital Funds (AWCF). The contract is a service contract and is projected in FY18 DOIM Budget.

3. DESCRIPTION OF SUPPLIES/SERVICES: The contractor shall support/maintain the Trunked Radio System through remote network monitoring, technical support, dispatch service, on-site infrastructure response/repair, advanced replacement option for infrastructure repair, network preventative maintenance, repair service and local radio support. The contractor provides services and government provides replacement equipment, supplies, etc.

4. AUTHORITY CITED: 10 U.S.C. 2304 (c) (1), Only One Responsible Source as authorized by FAR 6.302-1 (Sole Source Letter attached.)

5. REASONS FOR AUTHORITY CITED: The Motorola Trunked Land Mobile Radio System at Anniston Army Depot is designed and equipped to automatically report network events and equipment alarms to the system administrator and to the Motorola System Support Center for required maintenance actions. The radio network uses Motorola Unified Event Manager to perform this function. Any configuration change from the designed capability to a third party monitoring and maintenance system would incur additional expense to the government, introduce untested and nonstandard software or hardware to the radio network, and invalidate the Authority To Operate from the Army Designated Approval Authority. The Motorola System Support Center is uniquely staffed to support each system release version as well as the Motorola devices used by fire and security dispatchers on the network. The local Motorola service provider can provide dispatch service within the time restraints in the statement of work.

3. EFFORTS TO OBTAIN COMPETITION: This procurement action will be synopsized in beta.sam.gov to alert any interested sources of the intent to negotiate only with Motorola Solutions. Any firm that recognizes this requirement and can provide supporting evidence in writing that they are capable of providing this service will be considered for future procurements.

Item: Land Mobile Radio (LMR) Maint Spt Estimated Cost: $322,422.21 (Base Year) $348,237.48 (1st Option Year) Total Cost: $670,659.69

For Official Use Only (FOUO)

Item: Land Mobile Radio (LMR) Maintenance Estimated Cost: $322,422.21 (base yr)

4. ACTIONS TO INCREASE COMPETITION: There is no correspondence or other documentation available that would indicate that Motorola Solutions has sold or otherwise made available the proprietary rights to other prospective vendors. Other vendors would need to have Motorola’s permission to property rights in order to meet the requirement of this request. (Sole Source letter is included.)

5. MARKET RESEARCH: No additional survey has been made by ANAD because monitoring/maintenance from the original equipment manufacturer are required to maintain the functionality of the Land Mobile Trunked Radio System.

6. INTERESTED SOURCES: This solicitation will be synopsized on beta.sam.gov. Any firm that can provide the service and the proprietary parts, drawings and procedures from Motorola may be considered for future procurements.

7. OTHER FACTORS: Anniston Army Depot has owned Motorola manufactured proprietary equipment for the past 21 years.
