The RFP requires that at least one Project Manager be PMP certified. This is the first time we have seen the government require a PMP in order to qualify for a contract award. Making PMP certification a requirement instead of a qualification that would score higher will limit competition on this contract since true small businesses aren't accustomed to paying for certifications that haven't previously been required by the government in order to conduct business. Specifically under section C, paragraph 8.1, page 14 of the RFP states the "Project Manager shall be prime contractor employee." Do both Project Managers need to be from the prime?

2. Contractor requests expansion of labor categories/key personnel. This request is based on the fact that work performed in Alaska, Hawaii, Wake Island, Guam, Japan, Korea, Marinas Island chain includes a staff of professionals in excess of the 6 labor categories presented in the solicitation. The breadth and depth of staff needed to perform all of the elements in the SOW requires a contractor to have employees with varying educational levels, certifications, years of experience and geographic locations. In addition, SOW section 1.3 indicates "...Contractor is required to furnish all ...labor, materials and equipment to perform environmental quality services for the Air Force Civil Engineering Center..." To provide all required labor, the contractor will have use labor categories outside of those presented in Section B of the solicitation (such as mid and junior techs, administrative staff, CADD/GIS, contract administration, chemists, QA/QC managers, health/safety managers, etc.).

We intend to have teaming partners responsible for a couple of the key personnel and the associated labor rates.
For their associated labor rates, the teaming partners will comply with the RFP requirements and provide their rate development as well as a basis for their direct labor rates. This data is considered proprietary and we intend to instruct our teaming partners to submit subject data in a sealed envelope. Is this approach acceptable?

Government Response. . Discussions are not incorporated into the selection criteria. Discussions are used to address specific elements of the offeror's proposal in order to maximize the Government's ability to obtain best value. If discussions occur they will be after the Government reviews initial proposals and would address any deficiencies, significant weaknesses or adverse past performance of offerors considered to be in the competitive range. 5573698 General Pg 79 6.3.2 Evaluation Criteria

Pg 79 states "If any firm has multiple divisions, offices, or previous business relationships, the Government will only evaluate past performance of the division, office, firm or team member submitting the offer unless the offer demonstrates that the separate division, office, etc. will participate meaningfully in the performance of the contract." If a large business is teamed with a small business firm that has an office in Alaska, will the small business be able to claim experience for all of the large business offices or will the experience they will be able to claim be just what they have performed in Alaska?

Government Response.. The last part of the question is unclear regarding a small business with large business offices. Please resubmit if this answer does not provide adequate clarification: The experience/past performance record of any firm, office or separate division that will be meaningfully involved in contract performance may be utilized. If the offices outside Alaska will be meaningfully involved in the performance of this contract, their experience/past performance may used provided that involvement is described in the narrative/statement of commitment described under paragraph 6.0. The RFP Section 8.14 PHYSICAL SCIENTIST(s): This individual shall have as a minimum a Bachelor of Science in Chemistry, Geology or Environmental Science and at least five (5) years of experience their area of professional expertise.
Would a BS degree in biological sciences; Biological Sciences Education; or biology qualify for a Physical Scientist?
This is more in-line with OPM Category Definition for General Physical Science Series, 1301. Specifically, 1301 states Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

On the project experience matrix (Attachment M-1 Part E, subpart (d.)Key Personnel Proposed and Utilized in the Same Capacity on this Project: Do you only want to see the Key personnel that we are proposing that worked on the project in the exact same capacity? The logic behind this question is that a contractor may have several key people they are proposing that worked on the project they are providing as a reference, but at the time of the project they may have been in another capacity. An example would be John Doe worked on the project as a physical scientist, but he is being proposed for this contract as a Project Manager since he meets the Project Manager requirements. Would we be prevented from showing his experience on the past performance project since his role on that project was a physical scientist, but on this contract, he is proposed as a Project Manager.
