Radon and Vapor Intrusion: Services in support of the Air Force Radon Assessment and
Mitigation Program (AFI 48-148, Ionizing Radiation Protection) may include conducting pre-mitigation radon surveys, determining sample priority and facility occupant risk, performing radon sampling and analysis, development of execution management plans and radon mitigation plans, conducting post-mitigation assessments, and updating the Toxic Substance Management Plan database.
2.3 Pollution Prevention: The contractor shall perform services in support of pollution prevention and in compliance with the Pollution Prevention Act; other applicable federal, state and local laws and regulations;
applicable and related DOD and AF directives (including AFI 32-7080). Services shall include, but are not limited to, conducting pollution prevention opportunity assessments; providing and monitoring pollution prevention equipment; and creating and/or maintaining databases to track progress in achieving pollution prevention goals.
2.4 Environmental Operation and Maintenance (O&M): Environmental O&M services may include the following:
Long Term Management: The contractor shall perform services to establish and maintain long-term, site-wide groundwater sampling and analysis programs in accordance with Long-Term Groundwater Sampling Plans. The contractor shall repair, rehabilitate or properly decommission damaged monitoring wells; install new monitoring wells; decommission monitoring wells that are no longer required; and.
perform groundwater sampling and analysis. The contractor shall update Long-Term Groundwater Sampling Plans.
Petroleum, Oil and Lubricants Management: POL management services may include AM#1…repairing and/or …AM#1 maintaining POL systems (to include fuel dispensing operations, hydrant systems, pipelines (installation-wide and major sections), leak detection systems, secondary containment systems, cathodic protection systems, programmable logic control systems, generators, portable tanks and bowsers and similar systems for alternative fuels; conducting site evaluations;
environmental sampling and, monitoring; on-call emergency repair services, spill response services;
updating Spill Prevention, Control, and Countermeasures (SPCC) Plans, and tank registration support.
Storage Tank Management: Storage Tank Management includes services in support of underground storage tanks (USTs), above ground storage tanks (ASTs,) sumps, grease traps, oil-water separators, associated piping and other related equipment. Storage tank management services shall include, but are not limited to support in obtaining applicable permits American Petroleum Institute (API) inspection support and upgrading, removing, or replacing storage tanks
2.5 All chemical data generated under this contract shall meet the requirements of the DoD Quality System Manual for Environmental Laboratories, Version 4.2 dated 10/25/2010 and any applicable federal, state or local requirements.
3.0 LICENSES, PERMITS, CERTIFICATIONS AND NOTIFICATIONS
compliance status, regulatory agency input and Contracting Officer approval. If the waste is sent for off-site storage or disposal, the Contractor shall provide all required documentation to the Contracting Officer.
8.0 CONTRACTOR PERSONNEL AND QUALIFICATIONS
The contractor shall have sufficient experienced personnel to perform the services required under this contract.
8.1 KEY MANAGEMENT PERSONNEL: Key Management Personnel are identified below. The Contracting Officer or their Authorized Representative shall approve all replacement Key Personnel. Resumes of these individuals shall be required as part of task order proposals or whenever a change in personnel is to occur in order to verify the replacement is acceptable to the government. Each replacement Key Personnel must be approved by the COR prior to beginning work on a project under this contract. The level of effort required for the each Key Management Personnel shall be determined for each TO depending on the type of project and project specific needs. One person may perform the duties of more than one role if the person has the expertise and experience for both positions, based on the specific requirements of the TO. At a minimum, the positions of Program Manager and Project Manager shall be prime contractor employees.
8.1.1 PROGRAM MANAGER: The Program Manager shall be responsible for the overall management of the contract including cost, schedule, and technical quality. The contractor shall designate a Program Manager as a single point of contact for coordination of program issues with the USACE. The Program Manager shall oversee the development and implementation of the contract including administration, quality control, and sub-contracting\teaming agreements. The Program Manager shall be a Senior-level staff member with a minimum of 10 years of professional experience of which 5 years are specifically related to environmental and HTRW activities similar in size and complexity to the effort described in the PWS.
8.1.2 PROJECT MANAGER(S): The contractor shall designate a Project Manager (PM) for each TO. The PM shall serve as the single point of contact for the TO and shall be responsible for the management and execution of all activities in accordance with the approved plans and specifications, statement of work, approved work plans, and all federal, state, and local laws and regulations. The PM shall be responsible for coordination between staff members on his team to ensure that all site activities are performed safely, efficiently, correctly, and with the appropriate level of quality. This person(s) may be responsible for management of one or more task orders under this contract. This individual shall have at minimum of 6 years of professional experience of which 3 years are specifically related to environmental activities similar in size and complexity to the effort described in the contract scope of work. AM#1…At least one Project Manager shall have PMP Certification…AM#1
8.1.3 PROJECT ENGINEER(S): Project Engineer(s) shall be responsible for the overall planning, design, and implementation of environmental quality projects. The Project Engineer shall ensure that work is performed in accordance with established project objectives, program policies, laws/regulations, guidelines, and professional standards. These individuals shall have as a minimum a Bachelor of Science in AM#1…Science or Engineering and at least five (5) years of experience specifically related to environmental activities similar in size and complexity to the effort described in the contract scope of work…AM#1. At least one Project Engineer on staff shall be professionally registered AM#1…in Civil or Environmental Engineering…AM#1
8.14 PHYSICAL SCIENTIST(s): Physical Scientist(s) shall be responsible for the overall planning, design, and implementation of environmental quality projects. The Physical Scientist shall ensure that work is performed in accordance with established project objectives, program policies, laws/regulations, guidelines, and professional standards. This individual shall have as a minimum a Bachelor of Science in Chemistry, Geology or Environmental Science and at least five (5) years of experience in their area of professional expertise.
8.1.5 NATURAL RESOURCE SPECIALIST: The Natural Resource Specialists shall perform services in support of natural resource management and in compliance with the Sikes Act, Endangered Species Act (ESA); and other applicable federal, state and local laws and regulations. This individual shall have as a minimum a Bachelors Degree in Biology, Wildlife Conservation or Forestry and at least five (5) years of experience in their area of professional expertise.
8.1.6 CULTURAL RESOURCE SPECIALIST: The Cultural Resource Specialists shall perform services in support of cultural resource management and in compliance with the National Historic Preservation Act (NHPA), the Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGPRA); and other applicable federal, state and local laws and regulations.
AM#1…This individual shall, at a minimum, meet the requirements published in the Code of Federal Regulations, 36 CFR Part 61, which include a graduate degree in archeology, anthropology, or closely related field plus at least one year of full-time professional experience or equivalent specialized training in archeological research, administration or management.…AM#1
8.1.7 OTHER PERSONNEL. The TOs shall require a variety of support staff for EQ program support. Support staff shall have knowledge, training, education, and experience appropriate for the TO. It is the responsibility of the contractor to obtain the necessary staffing for each TO.
8.2 REGISTRATION AND TRAINING COSTS. All registration, certification and training costs required to perform work under this contract shall be the responsibility of the contractor. This includes OSHA, asbestos certification, LBP certification, all professional registration and certification, and any other registration, certification, and training costs necessary to perform work specified in this statement of work and individual TOs. The contractor shall obtain all necessary professional registration, certification, and training in the State where work is to be performed as specified in TOs prior to the start of work.
9.0 CONTRACTOR MANPOWER REPORTING
9.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for any DoD agency via a secure data collection site.
The contractor is required to completely fill in all required data fields using the following web address:

9.2 Reporting will be at the task order level and inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil
9.3 The contractor shall include the cost to comply with this reporting requirement in the task order price. The contractor may determine whether to price as a separate CLIN or not-separately-price the requirement.

Government may exclude a proposal from further consideration if the offeror takes exception to any of the terms and conditions in the RFP.
5.0 PROPOSAL EVALUATION
The Government will evaluate the proposals of each offeror based on how well the proposal addresses each of the evaluation factors. The offeror’s conformance with the specified format and submission requirements will be considered during the technical evaluation. Failure to comply with the format and/or the submission requirements may be seen as indicative of the type of problems that could be expected during contract performance. Lack of conformance could therefore result in a higher risk assessment, in addition to any other impacts on the evaluation.
Material omission(s) may cause the technical proposal to be rejected as unacceptable. Technical proposals that do not provide the specified information in the specified location in accordance with the submission instructions may be downgraded. The Government is under no obligation to search for information that is not in the specified location.
Proposals that are generic, vague, or lacking in detail may be downgraded. The proposal submission instructions are written to give prospective contractors, where feasible, an indication of the level of detail desired by the Government. The offeror’s failure to include information that the Government has indicated should be included may result in the proposal being downgraded and/or being found deficient if inadequate detail is provided.
The degree of risk to the Government inherent in the offeror’s technical proposal will be a consideration under every evaluation factor/subfactor. The Government cannot make award based on a deficient offer therefore a rating of “Unacceptable” under any factor will make the offer ineligible for award, unless the Government elects to enter into discussions with that offeror and all deficiencies are remedied in a revised proposal.
The Government intends to award the contract without discussions. The proposal is therefore expected to be self-explanatory in addressing all of the required criteria. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be in the best interest of the government.
6.0 VOLUME 1 – TECHNICAL CAPABILITY AM#1…AND PERFORMANCE CONFIDENCE…AM#1
For the purposes of the Volume 1 submission requirements, the following definitions shall apply:
Offeror – the entity proposing on this acquisition.
Team Member – Key subcontractor or individual member of the offeror if the offeror is a joint venture or partnership comprised of two or more individual entities.
Key Subcontractor – Subcontractor member of a teaming agreement with the offeror or subcontractor for a proposed subcontract that will be equal to 20% or more of the prime contract.
In the case of an offeror that is part of a large, multi-segmented business concern, provide information directly pertaining to the specific segment of the business concern/office (i.e., the division, unit, etc.) that will perform work under the prospective contract with its own workforce. Do not provide information pertaining to the business concern in general or pertaining to other affiliated concerns, which will not have meaningful participation in the prospective contract. Offerors that submit experience or past performance information of affiliated concerns shall
Submission Requirements: Organizational chart, letters of commitment and teaming narrative. Organizational chart is limited to one 11” x 17” page and the teaming narrative is limited to one 8-1/2”x 11” page. There is no limitation for the letters of commitment.
6.2.1.2 Tab B-2 Key Personnel Qualifications
The offeror shall provide résumés for the key personnel positions listed below using the format provided in Section M, Attachment M-3. Each résumé is limited to no more than two 8 ½” x 11” pages. The purpose of this submittal is to identify the level of expertise available for the prospective contract. Information required includes name, proposed position, current employer, education, active registrations, special qualifications and experience record showing title, specific duties and assignments, responsibilities and inclusive dates for position.
After contract award, key personnel may be replaced only with the approval of the Contracting Officer or their Authorized Representative.
Provide résumés of the individuals proposed for the following key positions. Provide the number of individuals (resumes) indicated below (additional resumes will not be considered). All proposed key personnel must meet the minimum qualifications for their proposed position (see Section C of the solicitation):
a. Program Manager: One (1) résumé
b. Project Manager: Two (2) résumés; AM#1…at least one (1) individual shall have PMP Certification…AM#1
c. Project Engineer: Two (2) résumés; at least one (1) individual shall be professionally registered
d. Physical Scientist: Two (2) résumés
e. Natural Resources Specialist: Two (2) résumés
f. Cultural Resources Specialist: One (1) résumé
Provide a one page matrix (11”x 17”) of the above proposed key personnel and the experience projects submitted under Tab A depicting which proposed key personnel worked on which previous experience project(s). Include the position title held by each key person on the prior project.
6.2.2 EVALUATION CRITERIA
6.2.2.1 Tab B-1 Organization
The Government will evaluate the offeror’s proposal to determine how well it is organized, structured and staffed to execute the contract scope of work. The Government will evaluate the extent to which the offeror proposes an organizational structure that shows clear roles and responsibilities and demonstrates appropriate lines of authority.
Proposals that include letters of commitment for all key subcontractors will be evaluated more favorably than those that do not. The Government places a high value on:
• Organizational relationships which have been used on other projects such as recent and relevant projects presented in Factor 1, Subfactor 1, “Experience” to perform Environmental Quality related actions.
