RESPONSES TO INDUSTRY QUESTION
SOLICITATION REQUESTS FOR INFORMATION
W91151-20-B-0011
B56059 REPLACE CHILLERS
1. No manufacturer can meet the maximum footprint size for the chiller as scheduled with shell and tube style heat exchanger. Will plate and frame style heat exchanger be acceptable in order to meet desired footprint?
Answer: I have confirmed that there is at least one product available with a shell‐and‐tube condenser and a footprint smaller than 36” x 66”, so these two requirements shall remain. However, in order to compensate for a lower‐efficiency condenser, the minimum EER shall be reduced to 15.75 FL.
2. What location will the temporary HVAC units be placed at on the building exterior, they will require power run so we will need to know an approximate location?
Answer: Both temporary AC units shall be located behind B56059. They shall receive power from electrical panels located approximately 200 feet away in room 120 (Elec). A drawing will be provided for clarification.
3. Will the building be occupied during construction?
Answer: Yes, the building will be occupied during construction.
4. Does the government want DALT testing?
Answer: DALT shall not be required for this project. No existing ductwork shall be affected by this project unless it interferes with other required work, as noted in MD‐101A and 101B.
5. Can we use the facilities on site or do we have to provide our own toilets.
Answer: Contractor shall provide toilets to be used by its employees and subcontracted employees. See Technical Exhibit A (01 35 13, 1.4.5) for more information.
6. Does the Government require concrete testing on pads?
Answer: All concrete equipment pads shall be installed per Technical Exhibit A (23 00 00). No additional tests shall be required.
7. Does the Government require density testing?
Answer: See question 6.
8. The plans state that the existing system is LAN. Could we get confirmation? This is supposed to be LON.
Answer: I don’t see a reference to LAN anywhere in Technical Exhibit B. Please provide a drawing number.
9. What is the opening dimension of the mechanical room doors?
Answer: Rooms 121 and 213 (Mech) have door opening dimensions of 70” x 84” and 44” x 84”, respectively.
10. Are rooms 134 and 123 hard ceiling or drop ceiling?
Answer: Room 123 (Storage) has an exposed‐structure ceiling and room 134 (Vending) has a drop‐tile ceiling.
11. In order to get the correct size of hot water coil, could you please provide the model and serial numbers to both air handling units?
Answer: Below is the nameplate data for the two existing air handlers.
Unit Tag #: AHU‐101
Model #: XTI‐063X099‐JAKA046A Serial #/Date Code: AGAM XT0203 Unit Tag #: AHU‐201 Model #: XTI‐048X054‐FAHA046A Serial #/Date Code: AGAM XT0205
12. Will factory commissioning suffice for newly installed equipment or will the Government want 3rd party commissioning?
Answer: Third‐party commissioning shall not be required for this project.
13. Will 3rd party test and balance be required on this installation? If so, is it restricted to the newly installed equipment or the entire HVAC system?
Answer: Independent TAB shall only be required for new or modified equipment, not the entire HVAC system.
14. What is the name of the current controls programming?
Answer: All HVAC equipment in this building is LonWorks‐compatible.
15. Are the controls proprietary? If so, what is the name of the control company in charge of the controls?
Answer: The Government owns the HVAC control database for this building and will provide it when necessary.
16. Does the existing controller have enough points or does the controller need to be upgraded?
Answer: Yes, the existing controllers can handle all new data points. Pictures will be provided for reference.
17. What is the voltage, amperage and wire size currently going to the current heat pump chillers?
Answer: Below is the electrical data for HPC‐101, 102, and 103. Existing wire sizes could not be determined through conduit. See Technical Exhibit C for more information.
Voltage: 460 V
FLA: 38.4 A
MCA: 43.2 A
Circuit Breaker: 60 A
18. What room is the electrical panel located in?
Answer: Electrical panels are located in rooms 120 and 215 (Elec). Pictures will be provided for reference.
19. Are all of the new units (pumps, air handlers, etc.) that are replacing existing going to be the same voltage and amperage as the existing equipment?
Answer: Not necessarily. Since the new chiller is replacing three smaller chillers, it will require more power, however, the total current should be less. Only the face‐and‐bypass section of AHU‐101 and 201 shall be replaced as part of this project. Additional power shall be supplied to CHWP‐102, HWP‐101, and HWP‐201, which are not part of the existing HVAC system.
20. Are we to install a bypass on the chilled-water coil of each air handler?
Answer: Yes.
21. Can you identify the pumps to be reused and verify which pumps that will be new?
Answer: The existing HVAC system contains four pumps, CNDWP‐101, CNDWP‐102, CHWP‐101, and CHWP‐201, which shall be preserved and reused for the modified design. The three new pumps are CHWP‐102, HWP‐101, and HWP‐201.
22. Will the existing duct detectors be reused? Or will new detectors be required?
Answer: As long as the existing detectors are able to function as described in M‐701, they may be reused.
23. Will new ductwork require DALT testing? Will any existing ductwork require DALT?
Answer: See question 4.
24. Will grille to grille balancing be required? If yes, will a CFM chart be provided?
Answer: No air devices shall require balancing as part of this project.
25. Will new equipment pads require concrete testing? If yes, which types of testing? Please be specific.
Answer: See question 6.
26. Please confirm that temporary Heating/Cooling will be required for this project?
Answer: Temporary cooling shall be required for this project, as described in M‐001.
27. Will this project require any type of phasing while work is in progress?
Answer: Temporary cooling shall be provided as soon as possible after the NPC date. Also, contractor shall schedule the demolition of HPC‐101 and 102 so that they operate for as long as possible without delaying any work along the critical path.
28. Mechanical Room 213, is there sufficient room to remove and replace the coil from the AHU per page MD‐102B, general note #2? Will it be necessary to remove/replace sections of the wall to replace the coil?
Answer: Yes, there is sufficient space in room 213 (Mechanical) to perform the work described in MD‐ 102B. The same work was recently performed in B56060 without any walls being affected. B56059 and 56060 have the exact same floor plan.
29. Will the Test and Balance need to be done by a first tier T & B Subcontractor, or can it be provided through the mechanical subcontractor?
Answer: All TAB work shall be performed by a first‐tier subcontractor. See Technical Exhibit A (23 05 93, 1.5.1) for more information.
