b. Priority of buildings to be assessed

c. Phasing options

d. Obtaining documentation

e. Identifying data gaps and sources of additional data

f. Identifying staff to interview

g. Base plans for upgrades and replacements

3.3 Prepare and Submit Project Kickoff Meeting After Action Report (Deliverable). Submit minutes from the project kickoff meeting as the after action report.

3.4 Perform Documentation Review. Review existing building documentation such as: building plans and specifications, CFR documents (if available), equipment lists, TAB reports, points list from the building automation system (BAS), O&M Manuals, maintenance documentation records, utility records, etc. Primary focus is to learn the availability of documentation; to understand the building energy usages, initial basis of design, and evolution of the system integration; and to plan for investigation phase tasks. Documentation may be limited considering the number of buildings involved as well as the age of the buildings.

3.5 Interview Energy, Building, and O&M Management. Conduct and document interviews with the facility management. Purposes of the interviews are to obtain managers’ opinions of facility issues; to learn about critical areas of operation at the facility; and to make management aware of the activities that will be conducted during the RCx process. Interviews are also intended to identify changes from the original design criteria, security issues, current facility functions, and hours of operation, access requirements, protocol for obtaining site access master keys or access cards, scheduling issues, and protocol for obtaining managers’ permission to interview facility occupants.

3.6 Conduct Planning Phase Site Walk. Conduct a brief site walk-through to assess equipment and control systems.

Meet with key facilities personnel to assess control system capabilities and begin to establish testing processes.

3.7 Perform Utility Analysis and Benchmarking. Analyze historical utility data to look for annual and monthly trends. Benchmark the building using Energy Star or CBECs to determine relative energy use intensity. The following approach will be applied:

a. Review utility data and any building level meter data using the last 24 months of available data.

b. Create a table reporting annual building level energy use and Energy Use Intensity (EUI) kBtu/sq.ft.

1) Whole building meter data shall be used to determine annual energy use and benchmark against other facilities using Energy Star or CBECS.

2) If meter data by building is not available, the building energy use will be estimated using CBECS and adjustments for building type, known occupancy hours, etc.

c. Disaggregate building level energy by end use category for typical building types

1) Categories include: fans, cooling, heating, lighting, kitchen/process, pumps, plug loads, etc.; this will not be a baseline for individual equipment such as a specific AHU.

2) Utilize CBECS and engineering estimates with additional input from field observations.

3) Apply collected nameplate and equipment information where available.

3.8 Prepare Preliminary List of Energy Conservation Measures. Summarize potential energy conservation opportunities that will be evaluated further in the Investigation Phase.

3.9 Develop Retro-Commissioning Plan (Deliverable). Review building documentation package and develop an RCx Plan summarizing the Investigation Phase activities. Obtain equipment data from nameplates, assess actual system layouts, examine equipment condition, and look for visible deficiencies. Review existing HVAC equipment maintenance and service contracts to determine recommendations for improvements or additional services to incorporate.

4.5 Execute Monitoring Plan. Conduct diagnostic monitoring based on the monitoring plan included in the RCx Plan. Assume the majority of the data monitoring will be accomplished through existing automation systems with supplemental independent data loggers used only where required. Work with base personnel and through the existing relationship between the base and the BAS contractor (if available) to set up trends through existing automation systems. All buildings are connected to the Energy Management Control System (EMCS) and the contractor will be allowed access to all available data.

Utilize independent data loggers to capture trend data for systems that cannot be trended through existing automation systems. Provide all loggers and sensors. Install non-electrical sensors and loggers; current transducers (CTs) for monitoring electrical current may be installed and removed by base personnel as needed.

Collect two weeks of data for independent and automation system trends. The following assumptions apply for data monitoring:

a. Perform monitoring for major equipment including large AHUs, central pumps, chillers, boilers, and a sample of zone level equipment.

b. Monitor electrical consumption at select equipment primarily with the use of current transducers measuring amps. Conduct power monitoring where deemed necessary for significant equipment.
